About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas.
The amendment extends the deadline for receipt of offers to June 18, 2026 at 1:00 PM CDT for solicitation 36C25726Q0496, originally issued on May 22, 2026. The amendment serves three purposes: extending the due date, providing responses to vendor questions, and providing attachment layouts of 1st and 3rd Floor areas. The solicitation pertains to a Physical Access Control System (PACS) installation project at a VA facility in Building 2J, involving electrified door hardware, network integration, and panel installation. Key details from the Q&A responses indicate that vendors should plan for installation of an MX-8 panel in designated engineering space on the 1st floor, utilize existing network infrastructure, work during normal business hours (8:00 AM – 5:00 PM) with VA coordination for patient care areas, employ HEPA containment carts in patient care locations, and coordinate with VA employees for PACS system network connections. The VA will provide secure storage for tools and materials but cannot accommodate onsite connex boxes. All existing doors require new electrified locking hardware, and floor plan drawings are attached showing door locations and headend positions.

RESPONSES TO VENDOR QUESTIONS
Is there any chance that your team uses Hirsch equipment with Motorola software? Or would your team be willing to view a demo on how Motorola software/equipment could be beneficial to your sites moving forward?
We do have a separate Motorola radio system. Currently we use Hirsch all throughout the Noth Texas VA with integration to Lynx in the works. We would not be interested in a demo at this time.
Is there a drawing with locations of the doors and headend?
Yes. The layouts of 1st and 3rd Floor areas are attached to this amendment.
Will we be able to utilize the existing network in place for the current system?
Yes, existing network will be used.
Will there be a site visit? The Site Visit was already conducted per the solicitation instructions. No other Site Visits will be scheduled.
Are there cable pathways in place currently to utilize for the new equipment?
There are likely not any cable pathways. If one is there, please utilize that pathway.
Do any doors have locking hardware not needing an upgrade?
All doors will require new electrified hardware.
Are any of the doors new? No existing access control or electrical locking hardware.
No, these doors are not new. There is currently no existing access control or electrified hardware on any of the doors.
When connecting the PACS system to the VA’s switch, will we need to create an ERA ticket to have the connection approved? Or will we will work directly with local VAOIT?
VA employees will work with OIT to get the newly installed panels on the network.
Are we able to store a connex onsite for equipment/material? If so, how large (20 or 40 ft.)?
Currently, there is no space to store a connex box onsite. However, the VA can provide a space to securely store tools and material if needed.
Can you provide more information on the third-floor side door addition on Clinic 8?
This is a hallow metal double door located on the side of clinic 8.
In Building 3, there was a specific panel location, and the networking closet was full. Will the closet be expanded in the
EHRM project? Can you provide the EHRM floor plan updates in the areas we will be installing the PAC’s system?
MX-8 panel can be installed in any designated engineering space. The engineering closet located on the 1st floor of building 3 is the proposed location. Existing panels are located in a stacked closet just below.
Will we need a containment hood for ICRA purposes?
A HEPA containment cart will be needed when working in the patient care areas in building 2J.
Some PACS installation areas are in patient care locations. Will the work in patient areas take place after hours? Or we will be performing the working during typical business hours (8:00 AM – 5:00 PM)?
Work will be done during normal business hours. VA will coordinate with clinical staff to make them aware of the work being done.
Door 106 had push bars in opposite directions, will we be replacing the push bars for this installation?
Yes.
