Question 1. Annual Testing - This section identifies annual testing as no-load testing, while other language references load testing. Can you please clarify the intended requirement to resolve this?
Answer 1. There are no conflicts with regards to testing. See the following sections that specify requirements – Sections 24 (Inspection), 25 (Testing), 26 (Five-Year Load Test), 27 [Annual Load Test (with Pressure Testing)], 28 (Five-Year Inspection and Testing), and 29 (Annual inspection and service as soon as Notice to Proceed is issued.
Question 2. Training & Site Requirements - Can you please clarify whether training is required prior to mobilizing mechanics on site? If required, can you please specify the following:

Answer 2. All personnel are required to be properly trained and certified. Training must be commensurate with their job description and certification requirements. All training responsibilities reside with the contractor.
Question 3. Training & Site Requirements - Can you please also confirm whether vaccinations or medical clearances are required for the site access?
Answer 3. No vaccinations or medical clearances are required for site access at this time.
However, the vendor must comply with all updated VA or federal guidelines in effect while working on VA premises.

Question 6. What type of maintenance repairs will not be covered by routine maintenance?
Answer 6. Deficiencies identified at any time and as requested—along with any deficiencies that fall outside the scope of routine maintenance—are not covered under routine maintenance. For example, the replacement of a door actuator would fall outside routine maintenance. These items must be reported to the COR and approved by the Contracting Officer in accordance with the requirements outlined in the Statement of Work.
