About this file
This is RFQ Amendment 0003 for solicitation 36C25726Q0281, issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas. The amendment extends the quotation due date to March 16, 2026 at 10:00 AM CDT and provides answers to technical questions and drawings for a Steam Chill Water Line Inspection project. The work involves inspection of approximately 1,200 linear feet of carbon steel, schedule 40 piping carrying steam at 102 psi and chilled water at 140 psi supply and 125 psi return pressures. Key inspection requirements include approximately 19 inspections within the 1,200 LF scope (every third fitting in 300 LF sections), ultrasonic thickness (UT) readings at every 60 feet of linear pipe to assess corrosion and wall loss, and shear wave scanning at supported exposed brackets. The piping is not currently in service; contractors must verify valves are locked out and holding before work begins.
Additional requirements include removal and replacement of any damaged jacketing or insulation by the contractor, coordination with the Contracting Officer's Representative (COR) for temporary workspace (onsite storage unavailable), VA Infection Control training (ICRA Level II) with safety training held Tuesdays at 10:00 AM, badging requiring approximately six weeks for fingerprinting and background checks, and TB testing prior to training. The project is tax exempt. Drawings are provided as Exhibits 1 and 2; however, proper as-builts are unavailable, and the contractor is responsible for verifying existing conditions prior to bidding. No known areas of failure, corrosion, or previous repairs require prioritization, and no confined spaces or hazardous materials are anticipated.

RFQ 36C25726Q0281
Amendment 0003
1. Pipe Material & Specifications. Reference: Section B.2, Statement of Work, Page 4
a. Can the Government confirm the material type of the steam and chilled water piping
(e.g., carbon steel, stainless steel, other)?
ANSWER: All piping is carbon steel and insulated.
b. What is the pipe schedule and material grade for the piping, particularly for piping greater than 10 inches referenced in B.2(b)(vi)?
ANSWER: All piping is schedule 40.
c. Are there additional nominal pipe sizes included within the total 1,200 LF?
ANSWER: There are no other nominal sizes included.
2. Location & Accessibility. Reference: Section B.2(a)(i)-(ii), Page 4
a. Is the piping located inside or outside the building?
ANSWER: Some piping is located inside of the building, and some are located outside of the building. Please refer to Exhibits 1 and 2 for details.
b. What is the approximate elevation of the piping to determine accessibility requirements?
ANSWER: Approximately 15 Feet above finish floor in some areas.
3. Drawings & Documentation. Reference: Section B.2(b)(x), Page 4
a. The SOW states that clear correlations between drawings and reading locations shall be reported and assisted by the COR. Are piping drawings available prior to award for estimating purposes?
b. Are photographs of the piping available?
c. We respectfully request access to available drawings to properly scope the work.
ANSWER: For all parts of this question, please refer to exhibits 1 and 2 for drawings and pictures for this project.
4. Inspection Scope Clarification. Reference: Section B.2(b)(i), Page 4
a. The SOW states “Inspection of approximately 1,200ft of piping with inspection of every 3rd fitting in 300ft.” Please clarify what this means.
ANSWER: There should be approximately 19 inspections within 1,200 LF of pipe.
b. Approximately how many fittings (couplings/elbows/tees) are present per 300 LF section?
ANSWER: There are approximately 5 welds per 300 LF of pipe.
c. To confirm, are inspections required in four separate 300 LF sections within the 1,200 LF total?
ANSWER: There should be approximately 19 inspections within 1,200 LF of pipe.
5. UT & Shear Wave Requirements. Reference: Section B.2(b)(v)-(vii), Page 4
a. How frequently are UT thickness readings required along the piping to assess internal and external corrosion/wall loss?
ANSWER: UT readings shall be conducted at every 60’ of linear pipe.
b. Section B.2(b)(vii) references shear wave scanning at exposed brackets and butt welds. Is shear wave testing required at every butt weld along the 1,200 LF, or only where accessible?
ANSWER: Shear wave scanning shall be required on supported exposed brackets.
6. Inspection Conditions. Reference: Section B.2(b), Page 4
a. Will the inspection be performed while the system is in service, or will sections be taken out of service during testing?
ANSWER: Piping in question is not in service. The contractor shall ensure that the valve is turned off and locked out. They shall verify that the valve is holding before performing any work.
b. Please confirm expectations regarding temperature conditions during inspection, as certain testing methods (e.g., liquid penetrant testing) cannot be performed on high-temperature boiler piping while in service.
ANSWER: Piping in question is not in service. The contractor shall ensure that the valve is turned off and locked out. They shall verify that the valve is holding before performing any work.
7. Insulation & Hazardous Materials. Reference: Section B.2(b)(ii), Page 4
a. If removed jacketing or insulation is damaged or deemed non-reusable, who is responsible for replacement materials?
ANSWER: If contractor removes jacketing or insulation, the contractor shall be responsible for replacement.
b. Has the facility conducted any recent hazardous material surveys (e.g., asbestos-containing insulation)?
ANSWER: The VA has not conducted any survey on the pipes to be inspected. Any suspected material shall be brought to the attention of the COR.
c. Are the pipes coated (epoxy, mastic, lead-based paint, etc.)? If so, can SDS documentation be provided?
ANSWER: The pipes are not coated with any hazardous material. Any suspected coating shall be brought to the attention of the COR.
8. Site-Specific Requirements. Reference: Section B.2 and Section 4 Contractor Requirements, Pages 4–5
a. Beyond VA Infection Control training, are additional site-specific safety orientations required?
ANSWER: The safety training is held immediately after the infections control training.
The training is held every Tuesday at 10:00 am on-site and on MS Teams. TB test is required before taking the Infections Prevention training.
b. Are background checks or badging required prior to mobilization?
ANSWER: Badging is required for all contractors working on the project.
Fingerprints, background check and ID verification will be conducted by the VA.
Badging takes approximately six weeks.
9. Looking at the scope, it states 1200’ with inspection at every 3rd fitting 300’. What does that mean?
ANSWER: Please refer to response to RFI question #4.
10. How often are you wanting UT thickness readings on the piping for internal and external corrosion/wall loss?
ANSWER: Please refer to response to RFI question #5.
11. How often are you wanting UT thickness readings on the piping for internal and external corrosion/wall loss?
ANSWER: UT readings shall be conducted at every 60’ of linear pipe.
12. Can the VA provide as-built drawings of the steam and chilled water piping prior to award?
ANSWER: Yes, please refer to Exhibits 1 and 2; proper as-builts are not available for the piping. The VA is not responsible for any errors in the drawings provided, contractor is responsible for verifying existing conditions prior to bidding.
