1. Could the government specify which refrigerant is required? R-290? Something else?

Answer: R-290 is used for the reach in units only, not for use in split systems

2. Are there any minimum warranty requirements on the compressor the government have?

Answer: Yes, at least 3 years.

3. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

Answer: Brand-new.

4. If not brand new, could you please provide the current / previous contract number?

Answer: N/A.

5. Could we request a copy of the building 202 drawings and the drawings of the coolers and freezers: 107,108, 111,112 & 135 please?

Answer: Yes, request a copy directly from the Contract Specialist – Sherine.Brooks@va.gov NLT 3/5/2026.

6. Confirm there is crawling space so we can run new conduit and wire from emergency panels to condensers?

Answers: Yes, there is crawl space and the circuits are on Emergency Power.

7. Can you confirm if there are spare breakers for the 115-volt circuit that will be feeding evaporators?

Answers: Yes, there are a few spares in the Emergency Panel.

8. If the emergency panels are obsolete and no breakers available do you have an option for bidding purposes?

Answers: All Breakers and panels are in place.

9. Do you have a preference as far as the insulation?

Answers: Spray Foam insulation closed cell 4” thick.

10. Based on our experience, we recommend for the compressors to be semi-hermetic based on performance and warranty. The squirrel compressors have a history of recalls and lower efficiency than the semi-hermetic.

Answers: Either one will work as long as it meets the VA requirements.

11. Are we allowed to use the existing racks/frames for the new equipment or do you want those to be new? Keep in mind that if we need to do new we could compromise the roof deck which obviously needs repairs Answers: Yes existing racks may be used and modified if needed.

12. Confirm contract classification (Service vs Special Trade Construction) for purposes of subcontracting limitations and labor standards.

Answers: Service.

13. Confirm if progress billing is permitted during the 60-day POP or if payment is lump sum upon completion.

Answer: Progress Billing is acceptable as long as the government and COR agree the work is complete before invoicing.

14. Please provide specifications and drawings for the VA-approved condenser rack. Can we reuse the existing racks?

Answer: Yes, the racks can be re-used.

15. Confirm responsibility for roof warranty and tie-in to existing roofing system.

Answer: All penetrations made in roof shall be re-sealed, there should not be any made.

16. Provide submittal review timeline and clarify whether POP begins at award or after submittal approval.

Answer: Quotes are due 3/5/2026, 16:00 CST, contract POP begins after award.

17. Confirm warranty requirements for equipment and workmanship.

Answer: 3-year warranty on all equipment and workmanship.

18. Define commissioning requirements including acceptable temperature tolerances and documentation format.

Answer: The walk-in coolers and freezers need to be monitored for at least 4 days prior to food being stored at the government required VHA directive for storage for food.

19. Clarify safety plan approval timeline and required infection control risk assessment (ICRA) level.

Answer: Contractor shall supply a safety plan to the COR prior to performance.

20. Confirm refrigerant recovery documentation requirements per EPA compliance clause.

Answer: Yes, recovery with EPA standards

21. What are the:

a. Access restrictions – Access to perform the work will be arranged.

b. After-hours work requirements – The hours of operation are from 0700 - 630 Monday - Friday. The contractor can discuss after-hours work with the COR at no cost to the government, if necessary.

c. Hospital ICRA constraints not listed in SOW – None currently known, subject to change.
