About this file

This is an Amendment/Modification to Solicitation 36C25726Q0159, issued by the Department of Veterans Affairs Veterans Health Administration, VHA RPO West (El Paso, TX) on April 1, 2026. The amendment serves to post questions and answers and update Section E.1.G regarding the procurement of Locum Gastroenterology (GI) Physician Services (MSO-2026-COM-0017). The contracting officer is Carlos Jaquez (carlos.jaquez@va.gov). Key clarifications from the Q&A include: the requirement to submit letters of intent (LOI) for all staff has been removed; active Internal Medicine board certification is not required, but GI board certification is mandatory; the VA is flexible on the June start date, which will be updated based on credentialing and privileging timelines (typically two to three weeks); and credentialing approval does not require physicians to maintain current case logs in Internal Medicine. The expected caseload consists of approximately 10 outpatient procedures per day (5 days per week, 4 weeks per month) with a 60:40 ratio of anesthesia-to-moderate sedation procedures, plus inpatient consults and 5-10 procedures daily. Call-back frequency averages approximately four times per month, with emergency endoscopies required approximately once weekly. Offerors must submit curriculum vitae for each physician with copies of all licenses, board certifications, NPI, and ACLS/BLS certifications, including primary source verification. All formal communications and questions must be submitted via email to the contracting officer by 2:00 PM ET on March 31, 2026.

CONTINUATION PAGE

Q9. Typical number of clinic patients per day per provider?

A9. Outpatient – 10 procedures. Inpatient – 5-10 consults and 1-10 procedures.

Q10. What is the average number of endoscopic procedures performed daily?

A10. 10 procedures/day/provider.

Q11. Is there any expectation for advanced GI procedures?

A11. Not an expectation or requirement, but nice to have the ability.

Q12. What is the expected mix of outpatient vs. inpatient consults?

A12. The current need is predominantly inpatient care. While we will not exclude outpatient care, it is not possible to give a specific ratio.

Q13. What is the historical frequency of call-back events during a typical month?

A13. About four per month.

Q14. What percentage of call events require physically reporting onsite vs. phone consult only?

A14. During the regular tour of duty (TOD), they are expected to be on-site for the full 8.5 hours. On the weekends, the severity of our veterans’ conditions requires usually that the attending comes into round and new consults and follow up patients. After-hour calls requiring gastroenterology attendings to come in (e.g. for urgent/emergent endoscopies) occurs usually at a frequency of once per week.

Q15. What conditions most commonly trigger call-back?

A15. What would trigger a call-back would be an emergency or a situation that the attending/resident is unable to hand.

Q16. What is the expected credentialing approval timeline? Security clearance?

A16. Between two to three weeks.

Q17. It has been our experience that since Gastroenterology is a subspecialty of internal medicine, the physician will need to request core privileges in Gastroenterology as well as internal medicine from the facility. Although the physician will maintain board status in internal medicine, the Gastroenterologist typically does not provide general internal medicine patient care. This means that the physician will have current case logs in Gastroenterology, but not internal medicine. Will this prohibit the Gastroenterologist from obtaining facility privileges?

A17. No, active IM board certification is not required but GI board certification is required.

Q18. Given the need for LOIs for all staff on this contract will the government consider extending the solicitation due date as two weeks is an extremely short window given the type of position and need for such and extended bench beyond the 4.5 FTE? Is June a hard start date from your customer requiring the need for service which is why the window for response is so short? (Just a side note this is fairly restrictive on the amount of bids you might receive due to the combination of LOI's needed, specialty required, and short window. That may or may not be your intent here. I just wanted to throw it out there if more competition was the goal.)

A18. The requirement to submit letters of intent (LOI) has been removed. See updated section B.c.iii. The VA is flexible on the start date, the start date will be updated based on the credentialing and privileging process.

c. Part II:

i. Factor 1: Technical Capabilities

ii. Factor 2: Past Performance - D.4 Past Performance Questionnaire Worksheet - Locum GI Physician Services

iii. Submit a Curriculum Vitae (CV) for each physician that will be performing under this contract. Include copies of any and all licenses, board certifications, NPI, ACLS/BLS certifications to include primary source verification of all licensed and certified staff.

Q19. What is the standard credentialing timeline for the VA after submitting all the necessary information until receiving approval? Has this timeline been realistically factored into having credentialed physicians available by the June start or will the first TOs reflect a potentially later POP than June to accommodate the government credentialing timeline?

A19. See A16 and A18.

Q20. In regards to the CV's we typically redact the personal contact information for the physician and wanted to ensure that won't be an issue?

A20. Why is that being redacted? Sometimes it helps to look up patient reviews on physicians.

Q21. Can the Government please advise what the anticipated Gastroenterology caseload is (daily, monthly, or annually)?

A21. Outpatient: 10 procedures per day, 5 days a week, 4 weeks per month.

Q22. Can the Government provide the approximate breakdown between procedures performed with anesthesia versus those performed without anesthesia (to include moderate or no sedation)?

A22. Ratio is approx. 60:40 anesthesia-to-moderate sedation. That ratio might change dependent on anesthesia provider numbers.
