About this file
This document is a Standard Form 30 (SF30) Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs. The amendment provides technical questions and answers for solicitation 36C25726Q0041 for NTX Mobile Lift Preventive Maintenance (PM) Services. The current solicitation is a follow-on contract to the previous contract 36C25723P0013/36C25723P0012, which was performed by Outside Vendor Interior Fusion.
Key details include a solicitation due date of 11/10/2025 at 4 PM CST, with PM services for mobile/general floor lifts to be performed flexibly throughout the year based on room availability. The contract allows for potential modifications if the number of lifts increases. The vendor will replace straps as needed or every 20,000 lifts, and the VA does not currently have a separate line item for non-PM parts and corrective maintenance. An attachment includes a sample PM checklist for mobile lifts. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office in San Antonio, Texas, and covers a base period plus four option years.

The purpose of this amendment is to:
1. Provide the answers to the technical questions received.
2. The due date remains 11/10/2025, 4PM CST.
1. Is this a brand-new contract OR if there is (was) an incumbent performing these services?
Answer: Previous Contract.
2. If not brand new, could you please provide the current / previous contract number?
Answer: 36C25723P0013 / 36C25723P0012.
3. Who currently has or had the previous contract? OEM, other outside vendors, in-house or none.
Answer: Outside Vendor - Interior Fusion.
4. When was the last time PM inspections were completed? In some cases, the OEM will recommend strap replacements every two years. Were straps replaced during last PM?
Answer: Straps are replaced as needed and or every 20 thousand lifts. Last PM’s 10/3/2024-10/2/2025
5. Are the PMs scheduled throughout the year or are they mostly completed all at one time. Would the current schedule have to be adhered to strictly or is there flexibility?
Answer: Through the year, flexible due to room availability.
6. Can you share the contract number and/or award amount of the previous contract?
Answer: See question #2.
7. On the first year of similar contracts, we often see an increased number of repairs required to bring the devices to OEM standard. Will the VA allow for an “as needed” parts line item to cover the costs of non-pm parts required for corrective maintenance.
Answer: Not currently.
8. If the number of lifts increase over the years, will there be contract modification to cover the cost of these new requirements?
Answer: Yes.
9. Please would you provide a copy of the mobile/general floor lift PM checklist.
Answer: See attached Sample checklist (Attachment A).
See attached document: Attachment A_PM Checklist Mobile List-Sample.
