PROJECT #674A4-21-108
UPGRADE FIRE ALARM SYSTEM, CAMPUS-WIDE
| WACO, VA MEDICAL CENTER | Rhonda.richardson5@va.gov; stephanie.ingersoll@va.gov | ||||||
| RFI # | DATE | ||||||
| SUBMITTED | DATE | ||||||
| ANSWERED | RFI QUESTION | RFI RESPONSE | RESPONSE | ||||
| FROM | NEW RFI's DUE TO RFI RESPONSES | RFI RESPONSE | |||||
| AMENDMENT #1 | |||||||
| 1 | 06/05/26 | 06/15/26 | What is the VA’s intent to monitor any buildings that are not selected for system replacement, ie bid alternate 1, bid alternate 2, other buildings that have Simplex fire alarm systems but are not on the list. Will the Simplex network need to remain intact? | Buildings not included in the awarded scope shall remain on their existing Simplex/Faraday fire alarm systems; existing network functionality serving non project buildings shall be maintained. No additional monitoring or network integration beyond the awarded scope is authorized. | VA COR / | ||
| VA CO | Based on the response for RFI #1 can the VA define "existing network functionality serving non project buildings shall be maintained" when Drawing G002 CAMPUS RISER DIAGRAM does not reflect the non awarded buildings, information pertaining to any of them are provided, who is responsible for maintaining them and how if they are not part of the SOW? | EXISTING NETWORK FUNCTIONALITY REFERS TO HOW THE CURRENT SYSTEM OPERATES AND IS INTEGRATED INTO THE CAMPUS NETWORK. BOTTOM LINE IS IF THE FIRE ALARM WORKSA IN A BUILDING THAT IS NOT IN THIS SOW, IT MUST WORK THE SAME AFTER ALL NEW WORK IS COMPLETED. IF IT DOESN'T, IT IS ON THE GC TO CORRECT AND MAKE IT FUNTIONAL. | |||||
| 2 | 06/05/26 | 06/15/26 | Per the original specifications dated 6/25/21 section 28 31 00 part 1.1.C states that certain buildings call for voice evacuation, (2,5,7,8,90,93,94) while others a general evacuation signal (4,6,15,16,17,18,24,99,202,216,219,222,224,225,226,) Is this still applicable or do those panels also need to be voice evacuation? | Provide notification appliances and evacuation functions exactly as specified in Section 28 31 00 1.1.C for voice and general evacuation buildings, and in accordance with the contract documents, approved submittals, and applicable codes. No change in scope or expansion of voice systems beyond those buildings is authorized. | VA COR / | ||
| VA CO | Based on the response for RFI #2 can the VA clarify for bid purposes the use of "approved submittals" is not applicable as submittals are not required for bid? | REMOVE REFERENCE TO APPROVED SUBMITTALS IN THE ORIGINAL RFI RESPONSE. CONTRACTOR TO PROVIDE NOTIFICATION APPLIANCES AND EVACUATION FUNCTIONS EXACTLY AS SPECIFIED IN SECTION 28 31 00 1.1.C FOR VOICE AND GENERAL EVACUATIONBUILDINGS AND IN ACCORDANCE WITH THE CONTRACT DOCUMENTS AND APPLICABLE CODES. NO CHANGE IN SCOPE OR EXPANSION OF VOICE SYSTEMS BEYOND THOSE BUILDINGS IS AUTHORIZED | |||||
| 3 | 06/05/26 | 06/15/26 | Will surface mounted conduit be allowed? | New fire alarm raceways shall be metal and concealed in finished spaces, with exposure permitted only in unfinished spaces such as mechanical and electrical rooms, per FA general notes and Division 26/Section 28 31 00. Surface mounted conduit in finished areas is not approved as a general method and will be considered only where specifically requested and approved by the Government. | VA COR / | ||
| VA CO | Based on the RFI # 3 Can the VA confirm the response in the specs allow for surface mounting in unfinished areas, and not per a specific room type as the RFI response indicated as an example? | ORIGINAL RFI RESPONSE CLEARLY STATES THAT SURFACE MOUNTED CONDUIT IS ALLOWED IN UNFINISHED SPACES. MECHANICAL AND ELECTRICAL ROOMS ARE ONLY PROVIDED AS AN EXAMPLE OF AN UNFINISHED SPACE. AS A GENERAL RULE, SURFACE MOUNTED CONDUIT IS NOT ALLOWED IN ANY FINISHED SPACES UNLESS EXPRESSLY APPROVED BY THE GOVERNMENT | |||||
| 4 | 06/05/26 | 06/15/26 | Will there be a designated area for a laydown yard? | Staging and laydown areas, if available, will be identified and coordinated by the VA after award. The contractor shall include all logistics, handling, and internal material movements required to perform the work within the contract price. | VA COR / | ||
| VA CO | Based on the Response to RFI# 4 all bidders need to know prior to bid what the laydown expectations are in order to capture all needed costs, rather than as a surprise after award. Can the VA either say there is laydown space or not to create a level playing field for all bidders? Also, division 01 00 00 states "A limited number of (5) permits shall be issued for General Contractor and its employees for parking in designated areas only." Can the VA confirm this as well? | IT IS UNDERSTOOD THAT A REASONABLE STAGING AND LAYDOWN AREA WILL BE IDENTIFIED AND COORDINATED BY THE VA AFTER THE AWARD | |||||
| 5 | 06/05/26 | 06/15/26 | Will the government pay for materials stored onsite? | Payment for stored materials shall be governed by the contract and FAR requirements and will be based on properly supported, approved payment applications. Provision of a storage area by the Government does not change the contractor’s risk and responsibility for security and protection of stored materials. | VA COR / | ||
| VA CO | Based on the response for RFI #5 Division 01 00 00 states "Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to replace the existing fire alarm system in its entirety, project #674-19-102 as required by drawings and specifications. Can the VA clarify if the drawings and specifications shall govern over the narrative, and in what order of precedence? | IF THERE IS A DISCREPANCY BETWEEN THE DRAWINGS AND THE SPECIFICATIONS, THE MORE STRINGENT AND COSTLY METHOD OR MATERIAL SHALL APPLY IN ALL INSTANCES. | |||||
| 6 | 06/05/26 | 06/15/26 | What is the intended scope of work? Is the project meant to replace the existing fire alarm system on a 1-for-1 basis—replacing panels and devices as shown in the design documents—or is the intent to upgrade the system to meet current code and standards? | The contractor shall provide a complete, code compliant, fully functional fire alarm system in each building within scope, meeting the narrative, drawings, and Section 28 31 00. The fire alarm drawings are diagrammatic and shall not be used as the sole basis for device counts or system design; the contractor shall furnish all devices and infrastructure required to meet NFPA and VA requirements. | VA COR / |
VA CO
| 7 | 06/05/26 | 06/15/26 | Is there an existing Fiber network to be used for building-to-building communications? | Existing fire alarm and communications infrastructure is shown for reference only; suitability, capacity, and condition are not guaranteed by the Government. The contractor shall field-verify existing conditions and provide any additional network infrastructure required to deliver a complete and operational system, except where specific reuse is clearly identified and approved. | VA COR / | ||
| VA CO | Based on the response for RFI # 7 Can the VA confirm there is no "additional network infrastructure required…" as the word "infrastructure" is not present in the drawings, specification or the narrative; and no infrastructure details have been provided for an addition to or new one-line diagrams reflecting new infrastructure requirements? | INFRASTRUCTURE IS A GENERAL TERM USED TO DESCRIBE THE FIRE ALARM DEVICES AND ANY SUPPORT EQUIPMENT OR MATERIAL REQUIRED TO PROVIDE A CODE COMPLIANT, FULLY FUNCTIONAL FIRE ALARM SYSTEM FOR EACH BUILDING COVERED UNDER THE PROJECT SCOPE. | |||||
| 8 | 06/05/26 | 06/15/26 | What are the working hours for each building (laundry/ pharmacy, ect..) so we do not interfere with daily operations? | Building access and work hours will be coordinated with facility operations after award, including any building specific restrictions for patient care and critical functions. The contractor shall plan for phased work in occupied healthcare facilities, including after hours work where required and at no additional cost beyond the contract price. | VA COR / |

| 10 | 06/05/26 | 06/15/26 | What is the bldg. 94 (mental health) work hours and are there any security concerns? | Work in Building 94 shall be coordinated with facility staff and conducted only within VA approved work windows. Contractor personnel shall comply with all Building 94 security, escort, and patient safety requirements, including any special tool control measures imposed by the facility. | VA COR / | ||
| VA CO | Based on the response for RFI # 10 Can the VA provide details on what to expect prior to bid for "security, escort, and other requirements specific to this building? | AS STATED IN THE ORIGINAL RFI RESPONSE, THE CONTRACTOR AND ALL ASSOCIATED PERSONNEL SHALL COMPLY WITH CURRENT BUILDING SECURITY PROTOCOLS (BADGING, RESTRICTED AREAS, ETC.). ANY REQUIREMENTS TO BE ESCORTED BY VA REPRESENTATIVES WILL BE COORDINATED WITH ADVANCED NOTICE. ALL PATIENT SAFETY REQUIREMENTS WILL BE FOLLOWED INCLUDING BUT NOT LIMITED TO ANY RESTRICTIONS FOR SPECIAL TOOLS THAT WOULD CAUSE NOISE OR ANY OTHER TYPE OF DISTURBANCE TO PATIENTS AND STAFF | |||||
| 11 | 06/05/26 | 06/15/26 | Will this project interfere with any ongoing project in any of the buildings listed for replacement? | Contractor shall coordinate work with all ongoing VA projects and contractors; no guarantee is made regarding concurrent construction activities or their schedules. Concurrent work does not relieve the contractor of completing the project within the contract requirements. | VA COR / | ||
| VA CO | Based on the response for RFI # 11 Can the VA provide details to any ongoing VA of project(s) under contract that will or may need to be coordinated with and/or need to be given schedule considerations prior to bid? | THE CONTRACTOR MUST ANTICIPATE THAT COORDINATION WITH CONCURRENT PROJECTS WILL BE REQUIRED. AS THESE ARE CONSTANTLY EVOLVING A LIST WILL BE PROVIDED AFTER AWARD. THIS IS SUBJECT TO CHANGE IF ANOTHER PROJECT STARTS WHILE THIS PROJECT IS UNDER CONSTRUCTION. COORDINATION IS REQUIRED BY ALL PARTIES. | |||||

The contractor shall field verify routing requirements and design/install all raceways and pathways necessary for a complete fire alarm network in accordance with NFPA 72, VA standards, and Section 28 31 00. | VA COR / |
VA CO
| 16 | 06/05/26 | 06/15/26 | Can we re-use any of the existing fiber? | Existing fiber may only be reused where its type, routing, capacity, condition, and performance are demonstrated suitable and compatibility is documented, and where reuse is approved through the submittal process. All reused fiber shall meet Section 28 31 00 requirements and be warranted as part of the new system. | VA COR / | ||
| VA CO | Based on the response for RFI # 16 The word "fiber" is not on the dwgs, specs, SOW or the narrative. Can the VA provide details on the drawings where "fiber" is to removed/ reconnected; and/or new fiber is to be installed as part of the existing or new FA infrastructure? | IT IS THE BELIEF OF THE VA THAT ANY CONTRACTOR INTENDING TO BID THIS PROJECT SHOULD UNDERSTAND AT A MINIMUM THAT EACH INDIVIDUAL BUILDING'S FIRE ALARM SYSTEM IS CONNECTED BACK TO THE MAIN GRAPHIC ANNUNCIATOR PANELS LOCATED IN BUILDINGS 225 AND 18 AS INDICATED ON THE CONTRACT DOCUMENTS USING FIBER OPTIC CABLING. | |||||
| 17 | 06/05/26 | 06/15/26 | Since the old system has to remain in place and functional while the new system is being installed; is there room in the existing fiber pathways for the new fiber cable or will we have to directional drill new pathways and new HDPE? | The Government makes no representation regarding spare capacity or condition of existing pathways. The contractor shall determine pathway capacity during field investigation and provide any new pathways required to support the specified Class X campus network and building interconnections. | VA COR / | ||
| VA CO | Based on the response for RFI # 17 Wiring a pathway as Class X in NFPA 72 means using redundant, isolated conductors so that a single fault does not impair any device. IAW the TIL Fire Protection design Manual it is not required that Class X circuits be run in separate conduits from each other. Can the VA confirm the design guide requirement, otherwise please provide infrastructure riser diagrams, site civil plans that show the existing UG fiber loops and new UG fiber requirements, to include specifications for fiber so all bidders are proposing based on the same defined scope? | PER THE ORIGINAL RFI RESPONSE, THE GOVERNMENT MAINTAINS THAT IT IS NOT REQUIRING THE CONTRACTOR RUN CLASS X CIRCUITS IN SEPARATE CONDUITS AND RESTATES THAT IT MAKES NO REPRESENTATION REGARDING SPARE CAPACITY OR CONDITION OF THE EXISTING PATHWAYS. VA CO
25 06/05/26 06/15/26 Will the government have an FPE do all the review of the buildings or do we need to provide an FPE to do so? Government reviews, including by the VA Fire Protection Engineer, do not relieve the contractor of design, coordination, and code compliance responsibilities. The contractor shall provide all engineering and design services required by Section 28 31 00 (NICET III or FPE) and Division 28. VA COR /
VA CO
| 26 | 06/05/26 | 06/15/26 | With some of the buildings being historic, what materials will we need to use to make repairs from installing new and removing old conduit? | The contractor shall follow applicable details located on Dwg GI003. For conditions not captured on these details, contractor shall repair any damaged surface by matching the adjacent material. For specific locations where the contractor cannot identify or needs clarification on the adjacent material or specific repairs, they shall submit specific RFI's for that condition. | CBDG | Based on the RFI #26 response; we request either a comprehensive site visit to look at each and every possible location that the work would disrupt historic features such as the existing wall, ceiling and/or floor finishes OR the VA provide photographic images of all locations anticipated to be disturbed by the work. The referenced detail GI003 does not address any finish requirements. Please confirm which can be achieved so all bidders have the similar information to bid by, not just the firms that have had past knowledge and or is currently working on the campus that can do they own survey outside of an organized site visit? | A SITE VISIT WAS PREVIOUSLY HELD FOR ALL BIDDERS AND ADVERTISED IN SAM.GOV. AN ADDITIONAL SITE VISIT WILL NOT BE PROVIDED FOR. | ||
| 27 | 06/05/26 | 06/15/26 | How many elevators are there per building? | Contractor shall coordinate all elevator interfaces with the elevator contractor and field verify existing elevator controls, recall functions, and monitoring points. Any prior work in the referenced buildings does not change the contractor’s obligation to provide complete elevator/fire alarm interfaces per the contract documents. | VA COR / | ||||
| VA CO | Based on the RFI #27 response; we request the POC for each and every elevator company servicing all elevators subject to the SOW for this project? Can the VA provide this prior to bid so all bidders have an opportunity to make contact with them if the VA will not provide the existing controls? | THE VA WILL CONSIDER THIS REQUEST AND IF POSSIBLE RELEASE POC INFORMATION FOR THE ELEVATOR SERVICING COMPANY. | |||||||
| 28 | 06/05/26 | 06/15/26 | Will the elevator contractor be available to test the elevator recall during final, or will we need to coordinate and pay for that? | The contractor shall coordinate all testing activities, including elevator recall and related interfaces, with all affected trades and VA staff. Costs associated with contractor required coordination, scheduling, and vendor participation necessary to complete testing shall be included in the contract price. | VA COR / |
