VA-VHA-RPOW-2024-0108

1. Plans and specs for this project indicate the boxes to be replaced are fan powered however during the site walk all boxes observed were VAV boxes with hot water coils. Please clarify what is to be priced.

Replacement VAVs are fan powered as specified in SOW

1. Are there as built drawings more up to date than the ones provided in the project documents?

No

1. Will Dust Buggy/ Hepa Cart system be sufficient for demo and install for each VAV box?

ICRA level IV containment will be required

1. Will we be required to build the ICRA barrier to the upper deck at 16 feet or can we stop at the ceiling height of 8 feet?

Please refer to ICRA document

1. How many units will we get a one time? This will affect how ICRA is priced.

Phasing plan will dictate number of rooms per phase

1. In some cases, ICRA is not required if two ceiling tiles or less are being removed. Is this the case in the Dallas VA?

ICRA Level IV containment will be required.

1. Are there more accurate and up to date plans coming out?

No

1. Are the future VAVs fan powered or not?

The current VAVs are not fan power, the ones being installed will be.

1. Are there asbestos issues that we need to be aware of?

I am attaching the most recent asbestos survey.

1. Are we providing disconnects?

Yes

1. Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

VA will abate asbestos, the contractor will notify VA attached is most recent asbestos survey.

1. What will the ICRA level be for this project?

IV

1. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

If assistance is needed with the controls for the new VAVs, Siemens would be the proprietary contractor for that.

1. Will all work associated with this project able to be performed during regular working hours?

All work is expected to be performed during business hours.

1. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

There is no AE design equipment replacement according to provided specifications in Statement of Work.

1. Are we required to provide a 24 hour/day on-site fire watch during demolition?

No.

1. Please confirm 1) Fire Suppression to be left in place as-is. 2) Parts of the fire suppression are to be replaced. If so, please specify what is to be replaced. 3) The entire fire suppression system is to be removed and replaced throughout the entire construction space.

The fire suppression system will not be replaced.

1. Will the government be releasing a phasing plan? If so, we request the opportunity for a second set of RFIs to be submitted once the contractor has received and had time to review. Will this be achievable?

Phasing plan will be developed after award, with contractor and stakeholders input.

1. Where is the contractor to exhaust the air for the negative pressure? Can windows be removed to achieve the pressure?

Windows and exterior doors can be utilized for this.

1. What type of ICRA barrier will the VA be allowing? Also, how many times will this be constructed?(phasing plan can dictate this) Level IV

1. Due to the amount of work that is required for each VAV and the type of phasing, 120-day POP is not achievable for the amount of work and lead times that will be needed. Will the government be willing to change the POP to 365 days?

No requirement is expected to be completed within the 120 days period

1. The solicitation states, “Contractor shall provide ICRA level IV containment and phasing plan which needs to be approved from staff and COR before any work can be performed.” What type of phasing plan will be accepted? VA should provide phasing plan that will work for the station.

Phasing plan will be developed after award, with contractor and stakeholders input.

1. The scope states the following "demo all flex duct from VAV boxes to the supply registers". The provided pictures seem to show existing galvanized ductwork attached on the low-pressure side of the VAV box. Are we to remove all galvanized duct from the demoed VAV boxes and flex duct air distribution on the low pressure side?

Yes

1. The scope states the following: "The contractor shall demo existing reheat water plumbing to the main supply line and cap at piping". This would require that the mains be drained unless there are operational valves at the mains and we can cap the branch on the downstream side. Please advise.

There are not individual shutoffs at the main line. Yes, the system will have to be drained, capped, and new supply lines need to come from the top of the pipe.

1. The scope states the following: "Contractor shall supply and install new flex duct from main supply duct to VAV boxes and from VAV boxes to supply registers" As noted above, please advise if we will be reinstalling existing galvanized duct between the VAV boxes and the flex air distribution duct.

No. Demo the existing, and install new flex duct.

1. The scope states the following: "Contractor shall provide new plumbing coming from top of reheat water supply main line to the VAV box and tie return line to top of reheat water return main line". Is the intent to provide new tee connections to the mains in all places or use the existing branch connections? The pictures are not clear if the existing branch is coming off the top of the main.

The existing branches come from the bottom of the main. Our goal is to have them come from the top of the mains.

1. The scope states the following: "Contractor shall install the existing siemens controls and test for correct operation. Any damaged siemens control shall be replaced by contractor with same type of controller". Are all of the Siemens control systems operating currently? Is Siemens going to replace any items that are currently damaged?

All the controls are currently operational.

1. Is test and balance required? If yes, we will need the duct/air distribution as-builts to price.

There are no as-builts with duct distribution

1. The solicitation states, “Contractor shall hire project scheduling consultant to build project schedule with phases aligned with period of performance. If contractor falls behind on schedule, contractor shall reproduce project schedule clearly indication critical path with deliverable identified within period of performance.”. If the contractor is capable of this requirement in-house, would the government accept?

1. Are the future VAVs fan powered or not?

Yes

1. Are there asbestos issues that the contractor needs to be aware of?

Please review attached asbestos survey

1. Will the government be releasing more accurate and up to date plans for the project?

Most up to date plans have been provided

1. Does the government have an AE firm that is onboard with the project, or is this solely directed by the VA engineering team?

No AE firm for this project, this is not a design build or design bid build project

1. Will there be specifications released pertaining to the project and tasks to be completed?

Equipment specifications are provided in the Statement of Work within the solicitation package.
