About this file
This document is an Amendment (Standard Form 30) to a Request for Proposals (RFP) for VA Shuttle Services, providing detailed responses to eight vendor inquiries about the solicitation. The amendment addresses critical operational details for the shuttle service, including current contract status, parking arrangements, shuttle operations, and driver requirements.
Key details include confirmation that the current services are being performed by VetPride Services, Inc. under contract 36C25720C0008. The amendment clarifies that overnight parking is available at VA facilities, shuttle services must operate continuously during specified hours without fixed schedules, and all drivers must possess a Commercial Driver's License (CDL). Vendors are instructed to use a fleet management system like Samsara for data collection and reporting, and shuttles must run continuously regardless of passenger load to maintain service delivery standards. The solicitation is for shuttle transportation services supporting VA North Texas Health Care System campuses in Dallas, Fort Worth, and Bonham locations.

Amendment 0001 to RFP No. 36C25725R0036
Subject: Responses to Vendor Inquiries
Question 1: Are these services currently being performed? If so, what is the current contract number and who is the incumbent?
Response: Yes, these services are currently being provided by VetPride Services, Inc, under contract number 36C25720C0008.
Question 2: Will overnight parking be available at any/all of the three stated shuttle locations?
Response: Yes. Overnight parking is available at each of the designated VA facilities. Shuttles will be parked at the VA facilities overnight.
Question 3: Will parking be available onsite for replacement buses at any/all of the three stated shuttle locations?
Response: Yes. Parking accommodations are available at the VA facilities for backup/replacement vehicles, as required for continuity of operations.
Question 4: How long should we anticipate each shuttle run to take?
Response: The duration of each shuttle run may vary based on traffic, route, and ridership demand. Offerors with experience managing contracts of similar scope and complexity are expected to possess the operational insight necessary to manage route timing consistent with the
Performance Work Statement (PWS) requirements.
Question 5: How many loops should we plan to take per hour for each shuttle run? Is there an hourly schedule for each run?
Response: Shuttle service is to operate continuously during the hours of performance specified in the PWS. There is no fixed hourly schedule; shuttles should loop based on real-time demand and operational efficiency, with no breaks in service during operating hours.
Question 6: Is there a preferred method of data collection and distribution (per PWS sections
13.3.9 & 13.3.10)?
Response: The Contractor shall utilize a fleet management system capable of collecting and reporting data as outlined in the PWS, including workload, peak periods, wait times, and performance metrics. An example of an acceptable platform is Samsara, or a comparable system meeting equivalent technical capabilities.
36C25725R0036 0001
Question 7: Is a commercial driver’s license (CDL) required to operate this contract? Vehicles with a capacity of 15 passengers typically do not require a CDL.
Response: Yes. A valid Commercial Driver’s License (CDL) is required for all drivers operating under this contract, regardless of vehicle passenger capacity.
Question 8: Is each loop to be run continuously, regardless of transport need?
Response: Yes. Each shuttle loop must operate continuously throughout the designated service hours, irrespective of passenger load, to ensure consistent availability and meet the PWS service delivery standards.
