About this file
This document is an Amendment to Solicitation for a Homeless Veteran Community Homelessness Program (HCHV) with Respite Care Services in Dallas, Texas. The Department of Veterans Affairs (VA) is seeking a residential care facility to provide services for homeless veterans, with specific requirements including: housing a maximum of six veterans daily, located within 20 miles of the VA North Texas Health Care System, and capable of providing transportation assistance. The contract start date is 10/01/2025, with the VA planning to conduct facility inspections prior to finalizing the award.
The amendment includes five key questions and answers that clarify critical aspects of the solicitation, such as facility location requirements, transportation expectations, and veteran housing capacity. Notable details include: no additional reimbursement for transportation services, a strict limit of six veterans per facility, and a requirement for contractors to be geographically proximate to the VA hospital. The document also corrects an administrative oversight by adding an Organizational Conflicts of Interest form to the solicitation documents, ensuring potential vendors have complete information for proposal submission.

Questions and Answers – 36C25725Q0614 HCHV with Respite Care Services in Dallas TX.
Question 1: Do you have an idea of how far in advance you will contact eligible vendors to send out the inspection team before the award is finalized? The start date for this contract is 10/1/2025.
Answer 1: Offerors who are found to have submitted a proposal that meets the requirements of the solicitation will be contacted after the proposals are received to set up a walk-through inspection of the proposed facility in accordance with paragraph 4.3 of the Performance Work Statement. After the inspection, the successful offeror will be allotted a reasonable amount of time to address any issues found during the inspection. The goal is to have the facility ready to receive Veterans on or around 10/01/2025.
Question 2: Do prospective Contractors need to be in surrounding areas within 20 miles of the VA North Texas Health Care System in order to qualify for this contract?
Answer 2: Yes, the facility must be within 20 miles of the VA North Texas Health Care System at4500 S. Lancaster, Dallas, Texas 75216 in order to facilitate patients prior to or immediately after receiving care at the VA Hospital.
Question 3: If the contractor were to transport the veterans to clinics, or other scheduled appointments, is there an additional re-imbursement or should we add the NAICS CODE for transportation services to the contract.
Answer 3: There will be no additional re-imbursement for any transportation services by the facility. That must be accounted for in your daily rate. Transportation can be provided by the facility, by helping Veterans to obtain bus fare, or local subsidized transportation. An additional NAICS code for transportation is not necessary.
Question 4: What is the maximum allowable veteran that can be housed at each residential setting. I saw an indication of 6 veterans. However, what if my house has the potential of accommodating between 10-12 veterans at a time can that be amended?
Answer 4: For this requirement, six (6) veterans daily is the maximum number of veterans that can be housed/cared for.
Question 5: On page 52 of the solicitation, under the “Format” section, item (g) references D.7 – Organizational Conflicts of Interest, I noticed no form or attachment was provided for signature or acknowledgment like the other sections. Could you please confirm how you would prefer us to formally address this requirement in our proposal submission?
Answer 5: Organizational Conflict attachment was inadvertently left out of solicitation. Form will be attached to amendment. See below for updates:
