About this file
This document is a Request for Information (RFI) for a video integration solution for the VA North Texas Healthcare System (VANTHCS). The RFI seeks clarification on several technical requirements for integrating video systems across 12 operating rooms (ORs), specifically rooms 1, 2, 3, 4, 5, 6, 7, 10, 11, 12, 13, and the hybrid OR. Key points of inquiry include device compatibility with existing Olympus and Karl Storz equipment, joint bidding with Draeger for lights and booms, monitor technology preferences (OLED vs. LED), video content management capabilities, and voice control for video routing.
The document highlights VANTHCS's goal of obtaining a comprehensive, interoperable solution that serves veterans with the best available technology. Notable technical requirements include an electronic surgical timeout feature that can silence music, route monitors automatically, and generate a PDF for electronic medical record (EMR) storage. The facility has an existing inventory of 35 Olympus surgical cameras and 29 Stryker surgical cameras. Importantly, the Statement of Work (SOW) specifies that manufacturing and integration will be conducted within the United States, and no site visits are deemed necessary as drawings have already been provided to potential bidders.

Text version
• Please confirm that you are requesting the integration of 10 rooms, 2, 3,4,5,6,7,10,11,12, and 13.
VA North Texas Healthcare System (VANTHCS) requires a video integration solution for 12 operating rooms (OR), ORs 1,2,3,4,5,6,7,10,11,12,13 and for the hybrid OR.
• You require each room to control “Stryker” devices: Camera, Light Source, Insufflators, Monitors, and Surgical Lights. Cameras, Light Sources, and Insufflators are not included in the RFP. Based on our knowledge of the facility, there are not that many Stryker devices in inventory. Further, the facility has a large inventory of Olympus video equipment and some KARL STORZ. Do you plan to control those devices?
For reference, our system indicates VANTHCS has 35 Olympus Surgical Cameras, 29 Stryker surgical cameras, and no Karl Storz surgical cameras. There will be no changes to the operational conditions concerning Olympus and Karl Storz equipment as they are typically moved between ORs for different cases and procedures.
• We are jointly bidding with Draeger for lights and booms. We can control their surgical light.
Is that acceptable?
The goal for VANTHCS is to have a singular entity meet all requested requirements as it is believed to provide the best value (interoperability, fewer service contracts, etc.).
• Is the OLED monitor a requirement? Will LED technology also be acceptable?
The goal for VANTHCS is to outfit our operating rooms with the best technology to serve our veterans. OLED monitors have better picture quality, color accuracy, faster response times, and more importantly wider viewing angles.
• There is no mention of a video content management system. Is there no plan to manage the video content and possibly export it to EMR?
There is verbiage within the statement of work outlining this video integration feature. Under the Video Integration requirements it states, “Electronic, customizable surgical timeout feature to immediately silence music and command the room with automatic routing option to all monitors. Upon completion, a PDF should be sent to EMR or printed for physical storage with the touch of a button.”.
• Is voice control a requirement for video routing since it is available using the touch panel?
In short yes. The goal for VANTHCS is to outfit our operating rooms with the best technology to serve our veterans and believe the addition of voice control falls within the parameters.
• Based on the information in the RFP, we feel a site visit might be required. How do we schedule?
Due to time limitations, being in possession of drawings, and conducting extensive market research, VANTHCS included in the SOW the following phrase, “…adhering to the Buy American Act and to satisfy time limitations, manufacturing of lights, booms, and video integration shall be conducted within the United States and no site visits shall be necessary as drawings have been provided.”.
