About this file

This document is a Request for Information (RFI) related to a federal contract opportunity for concrete removal and replacement at Building 7. The key details are:

The RFI response indicates that the existing concrete curbs will need to be removed and replaced, rather than left in place, to ensure proper drainage and a better finished product. The curbs are monolithic and connected to the existing concrete, which could cause issues during demolition. There are also areas where the curb has sunk or is cracked. The agency will amend the Statement of Work (SOW) to require removal and replacement of all concrete curbs.

The RFI also addresses other questions, including that the loading dock gates and handrails are to be removed, stored, refurbished, and reinstalled, and the loading dock face is to be repainted. The agency will also direct contractors to verify all conditions per the SOW, as the estimated 695 SF of concrete to be removed and replaced appears to be significantly less than the actual quantity.

The related federal contract opportunity is for Solicitation Number 36C25725Q0055, "Y1DA--Concrete Removal and Replacement Building 7", issued by the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17.

Request for Information 11/05/24

1. The RFI response states that the curbs will remain in place. Leaving the existing curbs could present problems that will lead to change orders. The conditions are threefold:

0. The curb is a monolithic pour and is connected to the existing concrete. This will require the curbing to be cut from the existing concrete. During demo, this could cause the curb to break when removing the existing concrete.

0. There is a portion of the curb that has sunk. This created a low spot that currently holds water. It will be difficult to get the correct drainage when the existing concrete curbs have different elevations.

0. There is an additional portion of curb, near the ramp that is cracked.

0. QUESTION: To help ensure proper drainage and a better finished product, will the VA add replacing all curbing to the SOW?

After review, the contractors are directed to remove concrete slab and monolithic curb. The contractor shall install new concrete slab and monolithic curb. All other requirements for the concrete work shall remain the same.

1. Q: Are the gates on the loading dock to be removed and repainted too?

A: Yes, Remove gates, handrails store and refurbish per SOW and reinstall.

1. Q: Is the paint along the face of the loading dock to be repainted?

A: Yes, repaint loading dock face.

1. Q: The SOW and the RFI response state there are approximately 695 SF of concrete to remove and replace. Based upon the VA supplied drawing, our calculation finds significantly more square footage. Will the VA remove their estimation to ensure contractors bid according to their own measurements?

A: Yes. Please note contractor are required to verify all conditions per the SOW.
