About this file
This document outlines special standards of responsibility requirements for a Department of Veterans Affairs elevator modernization project solicitation (36C25724R0084).
The requirements specify that offerors must submit documentation proving they have no more than three serious violations, one repeat violation, or one willful OSHA/EPA violation in the past 3 years. Offerors must also demonstrate an Experience Modification Rate (EMR) of 1.0 or less through supporting documentation. For partnerships or joint ventures, these requirements apply to each contractor in the partnership/venture, though EMR documentation is not required from subcontractors. Offerors may optionally submit OSHA Form 300A (Summary of Work-Related Injuries and Illnesses) to further substantiate their safety record. Failure to meet these special standards will result in ineligibility for contract award.
