Subject: Follow up to RFI Responses 12/3/2024, Solicitation 36C25724R0084; Audie L. Murphy Memorial VA Hospital, Elevator Repair for Passenger Elevator P1, P2, P3 & P4 and Service Elevator S5, S6 & S10

M2 Federal respectfully requests the following information and guidance:

1. Request Design Engineer revise Electrical Scope to detail required electrical upgrades to meet the applicable code year of ASME A17.1-2022.

A/E Response: Some of the other elevators at Audie Murphy were upgraded around 3 years ago to the 2016 ASME Elevator Code. The scope of electrical work for the new project is to disconnect/reconnect power, safety and alarm utilities in keeping with the previous elevator upgrade project and as indicated on the construction documents.

DISCUSSION: Response to RFI’s reference ASME Code year 2022 (Veteran Elevated Solutions 11.) as applicable but conflict in guidance for electrical upgrades (Texas Velocity 13.). Based on the significant increase in electrical scope, it is critical that the design engineer provide drawings detailing the electrical work omitted in the design which appears to comply with Texas enforced ASME A17.1-2016 Code year.

a. ASME Code year 2022 requires the following:

i. Hoistway lighting be provided at each landing inside the elevator shaft with 3way switches at terminal landings.

ii. Hoistway lighting be powered by it’s own dedicated circuit.

iii. Emergency lighting in the hoistway where lights will come on when smoke detectors are active.

iv. Sump pumps to be on dedicated individual circuits separate from the pit lighting.

v. All machine room, hoistway, pit, secondary, lobby lighting, sump pump, HVAC, and any other component within an elevator space be powered by emergency power as the elevators operate on emergency power.

vi. Elevator pit Ladders be lockable and switched with devices to deactivate the elevator when ladder is in use.

vii. Interstitial lobbies meet 10fc of illumination at the lobby floor when elevator is in service.

viii. Secondary space meet illumination requirements, be smoke and heat protected.

b. Further the question (M2 Federal 4.) response indicates retention of existing circuit for hoistway lighting. However, no circuit exists. This new circuit must be drawn from somewhere and be dedicated to meet the required code. Please provide design drawings indicating the source of this power.

c. Response to (M2 Federal 9. And 34.) Requires interstitial floors and secondary spaces be brought to code compliance which includes electrical upgrades for lighting. Please provide design drawings for electrical upgrades in these spaces.

d. Conflict arises in response to RFI question (Texas Velocity 13.) which states to please review the drawing and project specifications for electrical scope. This is where the conflict lies as the drawings have not included items identified in a., b., or c. above. The lack of this inclusion makes it unclear if the contractor shall be required to include cost and meet 2022 or exclude as it is not in the drawings. Please provide concise design drawings for the electrical scope.

2. Please indicate the shunting requirement for Panel EPHC Main, TR EPHBB, and XFMR?

DISCUSSION: Currently the entire panel shunts when any heat is activated in the penthouse.

Shall the functionality be separated by devices and their location? For example shall the passenger cars shunt independently of the service cars? How should shunting be handled for the non-elevator related devices in panel EPHC?

A/E Response: Disconnects shall have shunts. Remove shunts from panel.

*****Request Re-consideration be given to this response. *****

DISCUSSION: Removing the shunt mechanism from the panel means that the circuits remaining in the panel will no longer be protected. As this panel is in a sprinkled area it is critical that it remain shunted. This question sought to ask how this should be configured to estimate cost for fire alarm work and electrical for shunting on this panel. There will be necessary additional fire alarm relays and 120V circuitry based on the configuration. The electrical design failed to identify this information or specify it’s reconfiguration. Respectfully request reconsideration for fire alarm scoping purposes.

A/E Response: In regards to the shunting scope of work, the intent was to change from having a master shunt panel to having individual device shunts. The circuitry to the elevators would have integral shunt-trips in their respective disconnect switches and the remaining circuit breakers would need to have individual shunt trip breakers.

3. Please confirm project document 14 21 10 Traction Elevator Modernization Project Specification is provided.

DISCUSSION: The response to RFI’s reference’s repeatedly 14 21 10 and indicates it was uploaded as Addendum 01 (McGoldrick Question 12.). SAM.gov has no document titled addendum 01 and no specification is provided for 14 21 10 Traction Elevator Modernization.

There are two amendments but neither addresses the referenced specification. Please provide.
