About this file
This file contains questions and answers (RFIs) and related drawings for a VA Medical Center MRI room renovation project in Temple, TX. The Q&A document includes 112 technical questions and responses covering topics like ICRA requirements, temporary shoring, RF shielding, patient lifts, fire protection, and other construction details.
Key details from the Q&A and drawings indicate the work involves demolition and renovation of an MRI suite in Building 163's basement, including asbestos abatement of a door, installation of a new Guldmann GH3 patient lift rated for 800lbs minimum, and RF shielding designed by the contractor. The project requires ICRA Class III containment measures at minimum, with air venting to the loading dock. The floor-to-deck height is approximately 13'3" with a 4-6' crawl space below. Other requirements include a full-time quality control manager and safety officer, weekend/after-hours work for disruptive activities, and coordination with existing building systems vendors like Johnson Controls (HVAC), GROT Company (fire alarm), and American Roofing.

The max ordering per task order is just that. | |
| 108 | Can the NAICS code be changed to 236220, since the seed project is clearly general construction and most all “Site Prep” projects are general construction? NAICS 238390, by definition, is for singular trades such as window shades and blinds, water proofing, modular furniture, installing drywall, flooring, it is not for projects that encompass multiple of these trades to be done together. Contracting officer to answer | though the seed project may fit under the NAICS of 236220, the scope of the IDIQ contract will have many projects that will have Lead lining walls for X-ray room contractors which is incorporated in the assigned NAICS of 238390. | |
| 109 | Does the original bid bond need to be mailed? Contracting officer to answer | Can be sent via email | |
| 110 | Page 15 of the solicitation states to provide proof of bonding capability along with performance/payment bond for seed project. Is this an error? Is it supposed to say along with a bid bond for the seed project? We cannot get a P&P bond without having a contract in place for the project. Contracting officer to answer | Only Bid bond for seed project is required at proposal submission | |
| 111 | Page 15 of the solicitation states to include the Past Performance Questionnaire. Does the contractor need to provide the complete PPQ or only Pages 1&2 or only Page2? Contracting officer to answer | Pages 2-4 | |
| 112 | Is the only Representation and Certifications required pages 31 – 42 in the solicitation? Contracting officer to answer | Yes |

1.12 INFECTION CONTROL
A. Infection Control is critical in all medical center facilities.
Interior construction activities causing disturbance of existing dust, or creating new dust, must be conducted within ventilation-controlled areas that minimize the flow of airborne particles into patient areas.
Exterior construction activities causing disturbance of soil or which creates dust in some other manner must be controlled.
B. An AHA associated with infection control will be performed by VA personnel in accordance with FGI Guidelines (i.e. Infection Control
Risk Assessment (ICRA)). The ICRA procedure found on the American
Society for Healthcare Engineering (ASHE) website will be utilized.
Risk classifications of Class II or lower will require approval by the
Project Manager and Facility Safety Manager or Contracting Officer
Representative (COR) or Government Designated Authority before beginning any construction work. Risk classifications of Class III or higher will require a permit before beginning any construction work.
Infection Control permits will be issued by the Resident Project
Engineer. The Infection Control Permits will be posted outside the appropriate construction area. More than one permit may be issued for a construction project if the work is located in separate areas requiring separate classes. The primary project scope area for this project is:
Class [____}, however, work outside the primary project scope area may vary. The required infection control precautions with each class are as follows:
1. Class I requirements:
a. During Construction Work:
1) Notify the Project Manager and Facility Safety Manager or
Contracting Officer Representative (COR) or Government
Designated Authority.
