Garland VA Boiler & Chiller Plant Services 36C25724Q0995 Request for Information (RFI)

1. On page 8, section 7.4 of the SOW document mentions any parts/materials outside the scope of testing, inspecting, and preventative maintenance will be approved and supplied by the VA. Corrective Repair and/or Emergency Repair parts will be purchased by the VA or will be purchased by the contractor upon approval of the VA and drawn from the $100,000.00.

Could you provide additional clarifications of this process, please? Is this amount approved by each option year? Also, in the case the contractor exceeds this amount per year, does the CO will approve additional $ amount? The Contractor will be allowed to purchase any parts if the VA approved the estimate, right? CO to approve additional cost before materials are approved.

2. Pages 10-11-12 of boiler equipment list does not show deaerator (DA) and condensate tanks, fuel pumping system. Please confirm whether they are included to this contract. No, they are not part of the contract.

3. Per the equipment list provided, on page 10 indicated Boiler #3 & #4 (5175 lbs/hr. Fireye YB110/230 burner mgmt. Serial numbers: L94624 & L94623. Could you provide a picture of the name plate of these boilers, please? See pictures on following pages.

4. Page 16 Boiler annual PM service indicates five (5) boilers, it should be a typo. Per the equipment list only two (2) boilers are included on this contract. Please confirm. It is a typo. Please send a note to the C.O. to change. Should read “ Sem-Annual and Annual PM Service for (2) Cleaver Brooks Fire Tube Boilers.”

5. Additional to all the tasks mentioned on the annual PM list, the Contract must follow the annual safely device testing manual. What is the latest approved edition of this manual the contractor must follow? Appendix A does not show the testing manual. The Boiler and Associated Plant Safety Device Testing Manual, 8th Edition dated February 2024.

6. Annual cleaning boilers, page 16, does the contract need to perform boiler hydrotest once the annual cleaning is finished? No, not on the checklist.

7. Page 17, Boiler quarterly PM. Does the contractor need to follow the safety devise testing manual to perform boiler quarterly PM or just needs to follow the required task/check points outlined on page 17? Tasks/Check Points IAW the Boiler and Associated Plant Safety Device Testing Manual 8th Edition dated February 2024 as applicable (i.e. The limits/values and testing procedures contained in the “manual” that pertain to the required Tasks/Checkpoints).

8. Page 17, Boiler quarterly PM. The required tasks/check points indicate the calibration of sensors, safety controls, steam, feed water and gas flow meters. Does it include the regular pressure gauges installed on each boiler? What type of report is needed to confirm they were calibrated? Does the contractor need to add stickers on each device? Does not include regular pressure gauges. Regular pressure gauges are not included. See para. above Task sheet for reporting requirements. No calibration stickers required.

9. Please confirm whether an annual internal certification provided by non-jurisdictional inspector is required for your boilers. Yes, It is currently being done under a separate contract.
