About this file

This document is a Request for Information (RFI) related to a roof leak investigation and repair contract opportunity. The RFI addresses questions about the scope of work, including testing requirements, repairs needed to dormer windows and flashing, and the extent of sealant and carpentry work. The related federal contract opportunity is a solicitation for "Y1DA--Roof Leak Investigation and Repair", issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17. The contractor will be responsible for providing labor, materials, and equipment to perform technical testing and make repairs to areas suspected of water infiltration, as well as providing waterproofing of dormer windows. The RFI responses indicate that testing will be required to identify the full scope of repairs needed, and that coordination between the contractor and the Contracting Officer's Representative will be expected during the repair phase.

Request for Information 9/5/24

1. Q: AAMA 501.2 is a window testing standard, is the roof expected to be water tested?

A: Yes, this is a window test how ever this can be used as means of testing other areas for water infiltration. The intention would be to use the same method for checking the roof field area, dormer, and mechanical unit sidewalls to roof intersection.

2. Q: " Repair damage dormer window sill and waterproofing." Is this repair of waterproofing limited to the window sill or does it refer to the entire window?

A: There are multiple issues that need to be addressed:

• Gaps around operable window need sealed.

• Interior sill and jack stud framing needs replaced.

• Potential sill jamb and head leaks (testing required).

• Potential dormer and sidewall flashing leaks (testing required).

3. Q: "Provide sealant around dormer, mechanical curb, window frames, side wall and misc. roof penetrations." Does this involve removing tile around dormer roof to wall ares to be able to access and repair metal flashings? Does this involve the replacement of carpentry around the dormer walls or just the sealing of existing carpentry and/or masonry joints? Does this involve painting of existing carpentry around the dormers?

A: There are interior carpentry repairs required at sill. Some tiles may need removed to repair the sidewall and penetration conditions. Ideally the repairs would be to remove damage flashing reset/replace flashing if required. A peal and stick weather barrier and striping in of metal flashing may be required. Other areas like around operable window panel and pipe penetrations will require sealant application.

Testing will help identify the problem areas and properly identify required repaired. It is expected that the contractor and COR will coordinate repairs post testing.
