Questions and Answers 36C25724Q0281 Transitional Housing Killeen Question 28: Facility Specifications: Could you provide more details on any specific facility requirements or preferences that the VA has for these housing solutions? For instance, are there particular security features, accessibility standards, or on-site services that should be prioritized?

Answer 28: Facility must meet all requirements outlined in the Performance Work Statement.

Section 1 states:

The Contractor must have site control of the housing facility through ownership or a valid lease.

Contractor facility will be certified by the State of Texas, Department of Health and Human Services, Division of Health, Bureau of Licensure and Certification as a facility for transitional housing.

The Contractor facility shall confirm to the Life Safety Code, National Fire Protection Association (NFPA) #101 standards, reference http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=101&cookie%5Ftest=1.

The Contractor shall meet all City, County and State requirements concerning licensing and health codes.

Contractor shall have a current occupancy permit of license as required by the authority that has jurisdiction to issue and shall adhere to all applicable local, state, and federal laws.

The facility shall be wheelchair accessible and meet Americans with Disabilities Act guidelines for buildings and facilities found at http://www.ada.gov/reg3a.html#Anchor-Appendix-52467.

Section 29. INSPECTION OF FACILITY AND PROGRAM:

a) Initial Inspections - Prior to the award of a contract, Contractor facility must pass a VA NFPA inspection certifying that facility meets the requirements of the applicable residential occupancy chapters of the current version of NFPA 101, National Fire Protection Association's Life Safety Code. Contract shall not be awarded if facility does not pass initial inspection.

Question 29: Service Scope: Regarding the range of services to be included, does the VA anticipate the need for specific therapeutic or rehabilitative programs? Furthermore, how does the VA measure success in terms of veteran transition to independent living?

Answer 29: Per the Performance work statement:

Contractor shall have a Case Manager dedicated to Veteran residents on-site at least 40 hours per week. The Contract Case Manager shall be a social worker licensed by the state Texas and shall be responsible for the in-take assessment of Veteran residents once referred by the CTVHCS HCHV staff.

The Contractor shall provide the following supportive services:

(1) Required social services, in collaboration with VA staff and/or other community resources such as assistance in obtaining a Texas state ID, a DD Form 214, or completing applications for public assistance/ services.

Question 30: Veteran Demographics: Could you specify the expected demographics of the veterans and their dependents? Understanding their backgrounds, including age ranges, family sizes, and particular care needs, would help us tailor our facilities and services more effectively.

Answer 30: Any VHA eligible Veterans experiencing homelessness are eligible to apply for HCHV services. Veteran residents shall receive a clinical assessment by the VA before being referred to the Contractor. Admission will be coordinated with the admitting provider.

Question 31: Reporting and Compliance: What are the specific reporting requirements, and how frequently would the VA require updates on the veterans' progress and facility operations?

Answer 31: See Section F (Records and Reports) of the Performance Work Statement which states all the necessary reporting requirements and frequency.

Question 32: Extension Criteria: Under what circumstances does the VA generally approve the 90-day extension for housing placements? Are there particular milestones or improvement metrics that need to be demonstrated?
