Answer 14: Quantities on the Schedule of Services are the yearly projected amounts. The actual number may vary between 0 and 7 throughout the year. Question 18: Please explain what is meant in the following paragraph, and provide examples: (Page 6 of 62, Document 36C25724Q0281_1) Note:

As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8). The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all offer/bids relative to each other, and will not affect the ranking of offer/bids based on price, unless, after reviewing the offer/bids, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

Answer 18: FAR 52.217-8 Option to Extend Services, is a clause that allows the Government to extend the term of a contract for an additional 6 months if needed for the benefit of the Government. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The total price for the base year, all options, and any extension under FAR 52.217-8 shall not exceed the contract maximum amount.

Question 19: Please explain what is meant in the following paragraph, and provide examples: (Page 9 of 62, Document 36C25724Q0281_1) Men and women must have separate bathroom facilities. The facilities must have female residential rooms or sections that are securely segregated or restricted from men to ensure safety and privacy. If the facility cannot accommodate both male and female Veterans at one location, the provider must make available equivalent facilities and services for the opposite gender that meet the terms of the contract for facilities and services.

Answer 19: Separate areas must be designated for men and women. This can be at the same facility, but contractor must ensure the safety and privacy of the Veterans by providing separate accommodations.

Question 20: Scenario: The Contractor has 7 spaces. There are six (6) female Veterans and one (1) male Veteran. Based on the information referenced above, is the Contractor required to make available one (1) space for the male Veteran at a different facility?

Answer 20: Separate areas must be designated for men and women. This can be at the same facility, but contractor must ensure the safety and privacy of the Veterans by providing separate accommodations.

Answer 22: All Veteran’s shall be determined for fitness by the Department of Veteran’s Affairs. The facility may determine if a particular Veteran’s needs can or cannot be met by the facility.

The goal of this contract is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, emergency housing services to provide clinical case management with supportive services, life skills training, sobriety maintenance and mental health recovery education, vocational and housing counseling services to aid the veterans in reaching goals of attaining permanent housing successfully while in the program and maintaining stability.

Answer 23: No, the contractor may determine that a particular Veteran’s needs cannot be met by placement at their facility.

Many of these veterans have co-morbid conditions that include serious mental illnesses, substance abuse disorders, and other serious medical conditions. Question 27: Please explain what is meant by the "adjectival ratings" below, and discuss how these ratings are used. (Pages 42-43 of 62, Document 36C25724Q0281_1) Quoters will be assigned the following adjectival ratings for the Experience evaluation factor:

Rating
Description
Good
The quote demonstrates experience providing both contracted case management services and contracted transitional housing services to people experiencing homelessness. The quote demonstrates a depth and breadth of experience providing these services that gives the Government high confidence that Quoter will be successful in providing the services required by this procurement.
Satisfactory
The quote demonstrates experience providing both contracted case management services and contracted transitional housing services to people experiencing homelessness. The quote demonstrates sufficient experience providing these services that gives the Government some confidence that Quoter will be successful in providing the services required by this procurement.
Marginal
The quote demonstrates limited experience providing contracted case management services and contracted transitional housing services to people experiencing homelessness, or experience providing either contracted case management services, or contracted transitional housing services, but not both. The quote demonstrates a level of experience that increases the risk that Quoter might not be successful in providing the services required by this procurement.
Unsatisfactory
The quote demonstrates no evidence of experience providing contracted case management services or contracted transitional housing services to people experiencing homelessness. The quote demonstrates a level of experience that poses an unacceptable risk that Quoter might not be successful in providing the services required by this procurement.

Answer 27: Experience – This factor will be used to assess the Offeror’s offered experience providing contracted case management services and contracted transitional housing services to people experiencing homelessness. The Government will assess the Offeror’s experience, as well as the experience of the Offeror’s proposed subcontractor(s), if any are proposed. Offerors shall describe their (or their proposed subcontractor’s) specific experience providing contracted case management services and contracted transitional housing services to people experiencing homelessness.

The HCHV personnel will evaluate the Offeror’s response to the Experience factor in the ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Section (page 42). A rating of Good to Unsatisfactory will be assigned to each response submitted by an Offeror. The Evaluation process is described in VAAR 852.273-73.

The “Best Value, Trade Off Method” approach shall be used in the evaluation of quotes. Best value trade off source selection procedures is based on the concept of using a methodology for award that represents the greatest value to the Government, not necessarily the lowest price or the highest rated quote, based on the evolution of price and other factors specified in the solicitation.

For the purposes of this evaluation, factors are listed in descending order of importance. The Government may award to other than the lowest priced Quoter(s) if it is in the Government’s best interest to do so.

a. Factor 1 - Experience

b. Factor 2 - Price

c. Factor 3 – Veterans Involvement
