TECHNICAL QUESTIONS | 36C25724Q0265 – Boiler Plant Maintenance
1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: Current contract # 36C25719D0038-36C25719N0301
2. Is there a burner repair/replacement required for the site’s boilers?
Answer: No
3. Is there a solicitation out for such a burner repair/replacement?
4. Will the burner repair/replacement interfere/overlap the PM solicitation?
5. Could you please verify that this is only the Semi-Annual (6M) Boiler PM, per VHA 1810 frequency chart, pages 23 to 28 of 1810_D_2023-01-04.
Answer: No, see attached VHA Boiler and Associated Plant Safety Device Testing Manual, 7th Edition / (see new price schedule)
6. Is Boiler and/or tank cleaning part of the contract? If so, is refractory repair to be billed separately as level of repairs vary.
Answer: See new Price Schedule
7. Is National Board Inspections part of the contract? If so, does VA Staff open/close the boilers and provide the gaskets?
Answer: No, the boiler inspections internal and external are not part of this contract
8. Could you please list the equipment which software updates would be applicable and the current software version?
Answer: No software updates required. Control panels replacement is plug and play, any control system that loses programing will have to be uploaded shall any programing is lost. This is not a common issue
9. Could you please add Past Performance on similar equipment as equivalent to factory trained to avoid restricting to factory’s chosen representative?
Answer: Requirement is not restricted to factory representatives. As stated in the RFQ - Provide copies of applicable permits, licenses, and certifications in accordance with the PWS
10. For the warranty period on replaced parts could we please change the wording to state manufacturer’s warranty will apply as this contract is potentially 5 years and we will not have control over parts that fail during that period due to expected wear and tear.
Additionally, for labor on warranty repairs are they billable unless it was determined that the workmanship of installer caused the part to fail?
Answer: See new Price Schedule; manufacturer warranty is sufficient.
11. Could you kindly revisit the sentence: ‘Emergency repairs are not subject to overtime, travel, lodging, meals, or transportation costs’? While we understand the intent, it’s essential to consider potential overtime expenses during nights, weekends, or holidays.
Additionally, industry practice often includes technicians’ travel time in billable hours.
Without specifying the frequency of visits outside standard hours, accurately calculating contractor costs becomes challenging, potentially leading to contract performance issues.
Answer: Contract includes a Line Item for Emergency Repairs/Parts
12. Is this project Tax Exempt?
Answer: No.
13. The solicitation mentions the NTE price for parts and repairs needed - Please confirm whether or not the VA is doing this on their end, and we won’t need to add it to our bid.
Answer: The VA will enter a NTE Line Item amount upon award (see new price schedule)
14. The first two items on the Cost Schedule mention “Emergency Service IAW with the scope of work”, and “Emergency Repairs IAW with the scope of work”; What is the difference? Or is that the line I need to add the NTE price for repairs, and the Emergency service calls are included in the line with the Semiannual?
Answer: Emergency Repairs shall have an annual NTE Line Item to cover parts and service. The scope of work will vary depending on the system or device that fails, if any. Contractor may/may not choose to keep a parts rider for consumables such as gaskets, valves, safety devices and control boards, operator interface screens and level controllers to include probes, floats, and transmitters.
