About this file

This document contains responses to questions from potential offerors regarding an emergency department physician services solicitation. The solicitation seeks emergency physician services to staff nine 12-hour shifts per day to provide 24/7 coverage at the South Texas Veterans Health Care System emergency department, which sees an average of 120 patients per day. The incumbent contractor, Dilligas Corp, provides these services under contract number 36C25718C0004 which expires on December 31, 2022. Offerors are advised that the work involves utilizing contracting physicians during weekends, holidays, evenings and nights as needed, rather than hiring physicians as full-time employees. Training costs will only be reimbursed for the required service orientation. The response provides additional details on staffing levels, clinical volumes, scheduling and facility protocols to help prospective offerors develop their proposals.

1st Set of Questions

1. Option Year 2 and Options Year 3 are the same. Should Option Year 3 read 01/01/2026 to 12/31/2026 and Option Year 4 read 0101/2027 to 12/31/2027?

Answer: Contract Specialist will correct the POP on the solicitation for option year 2 & 3.

2. Pg. 6 states “The Contractor shall propose a minimum of 18 key personnel”, but the quantity of hours in the schedule equates to 9FTE’s. What is the mix of FTE vs. on-call the government is seeking?

Answer: Hours required, per the contract, equate to 9 full time hours, however, contracting providers are not scheduled per full time hours per pay period. Therefore, contractor must have additional contracting providers at the ready for call in needs, for already scheduled contracting providers or full-time providers at the service request.

3. Can the government provide the number of hours billed for full-time, part-time, and on-call in the full contract year of 2021? This would help us understand how the hospital is covered 24/7/365 using 18,992 hours in different tiers (full-time, part-time, on-call).

Answer: Contracting providers are not scheduled for on-call.

4. How are the current shifts set-up? Are they 3 shifts of 8 hours, 2 shifts of 12 hours or a blended mix?

Answer: all shifts are scheduled at 12-hour increments

5. We find that Past Performance Questionnaires (PPQ) aren’t the most efficient way in receiving information because either the COR doesn’t have the time to fill it out or sometimes it is submitted by the COR after the deadline has passed. The same information requested in the PPQ can be found in past CPARS. Is it a viable solution to submit CPARS in lieu of a PPQ?

Answer: Attachment 6 is the past performance survey. Please fill the survey out and return as requested.

6. Pg. 81 #1 outlines the documents to include the proposal submission. Subsection viii Background Investigation Form requires no signature. Confirm the government would indeed like to receive the same form back in our proposal submission or a simple statement acknowledging and confirming review with no deviations is sufficient.

Answer: Attachment 5 is just instructions on background Investigations. Attachment 5 does not require a signature. An actual investigation needs to be completed.

7. Pg. 82 - Section D. Specific Instructions, sub-section D. states “Listing of key personnel in the schedule with required information”. There are no key personnel listed in the schedule so please confirm that letters d., e., g. are not required as part of the pricing proposal.

Answer: Question is unclear as to what is being asked.

8. Is this a new requirement or an existing requirement?

Answer: Existing requirement

9. How many incumbents are there performing this work?

11. How many FTEs were on the previous contract? Has the PWS Changed?

Answer: Previous contract did not have full time employees on the contract. PWS remains the same with the exception of hours needed from contractor. Contract is not to hire contracting providers as full-time providers, but to utilize contracting providers during WHEN hours (weekends, holidays, evenings, and nights) as needed.

Answer: Contract is not to hire contracting providers as full-time providers, but to utilize contracting providers during WHEN hours (weekends, holidays, evenings, and nights) as needed.

17. What are the facility protocols regarding public health and a pandemic, specifically COVID and Monkeypox?

Answer: South Texas VA HCS follows all Infection Prevention, Occupational Health, and CDC guidelines.

18. Will the awarded company be able to invoice for the time the physicians spend on trainings listed on page 14 of the solicitation?

Staffing: Number of Physicians on each shift? Number of mid-level providers? What number and type of support staff will the physician work with?

Answer: 9 shifts per day on the schedule with adequate support staff per EM guidelines. However, Contract is not to hire contracting providers as full-time providers, but to utilize contracting providers during WHEN hours (weekends, holidays, evenings, and nights) as needed.
