The purpose of this amendment is to extend the Offers due date, revise the PWS, and publish questions and answers.

The following corrections are made to the PWS.

Paragraph 1.1.1 “design/layout” reference has been deleted.

Paragraph 1.1.1 “Repair or servicing of existing furnishings” reference has been deleted.

Paragraph 1.2.3.2 has been deleted. “1.2.3. 2. The Contractor shall receive, notify VA, and update the Government Property Record for all items (both new and existing) ordered by VA to be delivered to the Contractor's storage facility. The Contractor will conduct an on-site assessment of the equipment to be moved, verify equipment counts and verify the type and location (origin/destination) of said equipment. If a better methodology for moving or covering the equipment is available to meet the hospital needs, those will be discussed with the move team (led by the SCM Representative). “

Questions and Answers

Q # Question Answer 1 We would like to request an extension to the due date, ideally 1 July, if possible. With the amount and depth of requirements we would like this additional time to ensure our proposed solution meets the requirements.

2 Who is the current contract holder or holders, what is/are the contract number(s), what is/are the value of the contract(s) and how many personnel are on each contract?

The incumbent is B&M Construction Inc, Order GS-29F-0005U 36C25719F0200, you may look at FPDS-NG for total exercised order value amount. Number of personnel is information specific to each contract/task order since this are performance based contract/task orders. It is up to the contractor to proposed the number of personnel required to accomplish the tasks required by the PWS.

3 Paragraph 1.2.2.A states "This lead time will be used to review site/material and provide VANTXHCS with move plan and cost estimate." Will each individual move be procured by individual task orders?

Yes, this will allow proper invoicing as part of the resulting contract.

4 Paragraph 1.2.2.5. states "Contractor shall provide a standard crew consisting of sufficient and qualified personnel to ensure a swift

Typical working hour’s are from 0700 – 1900 Monday Friday ( and Weekend After Hour work if needed; 60hrs wk). The level of effort and labor mix is provided by the move to comply with the facility's requirements…" Can VA provide an estimated manhour level of effort that will be required on a weekly/monthly basis?

Offeror to accomplish the tasks required by the PWS.

5 If this is a follow-on contract, please provide the quantity of material that is currently in storage to be moved over during new contractor phase-in process, as well as the address of the current warehouse location.

100,000 sf facility, around 88,000 sf is currently in use. The current warehouse address is not available for disclosure, any warehouse that meets the storage and move requirements may be proposed.

6 If this is a follow-on contract, what is the expected timeframe for transfer of material at the incumbent location to new storage location?

30 days.

7 If this is not a follow-on contract, will the awardee still be provided a 30-day phase-in period?

Yes

8 Reference the Internet browser-based work order/ticketing system:

Contractor to provided security that will provide proper security to house material from theft .

How many work orders estimated in a week, a month? 25 – 50 wk, 310 per month.

How many users anticipated? This will be supported by Engineering (8) and Supply Chain Management (3).

Is this purely for submitting requests or is it also for tracking and also for invoicing? For submitting Request and Tracking.

9 Is there a minimum insurance amount required for VA materials to be held in the contractor warehouse? If no minimum required amount, can VA provide an estimated value of material to be held at the warehouse at a time?

Value is from $1 million to 5 million in storage materials at a time.

10 In para 1.1.1. the USG states, ‘…and the public display of surplus furnishings being disposed through a Federal Lot Sale.’ Can you provide additional information on what will be required to support the Federal Lot Sale?

This is excess material that needs to be disposed of once Supply Chain Management can’t find a facility that would be willing to accept the furniture/equipment.

11 Will the USG/VA provide access to their current furniture contracts and will the contractor be provided a link to the OEMs they use?

There are no current furniture contracts in place.

12 In para 1.3.4.1. the USG states, 'Contractor shall ensure that crew members have the technical training in assembly and disassembly of all commercial types of equipment and specialized equipment before performing such tasks.' What are the specified furniture training course(s) the USG/VA requires for this effort?

Crew Members must be versed in assembling/disassembling Herman Miller, etc. Allsteel, Humanscale, Kimball, National, Knoll, OFS, Steelcase, Intensa, Midmark and Workrite

13 In para 1.15.1. the USG states, 'Training and experience documentation shall be submitted with the Contractor’s proposal.' Specifically, what documentation does the USG/VA expect as a result of this requirement?

Training from those particular vendors that we utilize for materials and furnishings.

14 In para 1.3.4. the USG states, 'Special handling moving activities include, but are not limited to, moving hazardous materials, glassware, or items over a pre-determined size and weight or items which would require additional equipment or manpower accomplished by a firm-fixed-price cost.' o Does the USG require formal HAZMAT training for contractor personnel?

o Will the USG provide additional funding for '...items over a pre-determined size and weight or items which would require additional equipment or manpower accomplished by a firm-fixed-price cost,' or will the contractor need to be able to absorb the cost of those items in its FFP pricing?

Paragraph 1.3.4 reference “Does the USG require formal HAZMAT training for contractor personnel” is deleted.

This will be a Firm Fixed Price Contract.

Contractor is responsible for all costs associated with the performance of the resulting contract.

15 In para 1.22. the USG mentions the 30 Phase-in/Phase out plan. When the contract is awarded, when does the timeline for the 30 days

16 Is there a current inventory list and data on the anticipated orders noted in the RFQ? This will help our organization better understand the type and quantity of the FF&E inventory that will be involved in the scope of work.

17 What is the estimated movement velocity over the course of the three-year contract?

The USG has maintained a 100,000 sf warehouse for the past 9 years, although not full in some occasions, there has been a constant flow of materials/furnishings being moved in/out constantly.

18 What are the functional requirements? Will it be used solely for tracking purposes? Is the desire to also use it for invoicing?

The functional requirements are for orders, tracking, and it can be utilized for Invoices as all the work load data will be facilitated by the system.
