B. All other terms and conditions remain unchanged.
RFI’s Install Lighting Upgrade Energy Efficiency Project 671-15-132 – San Antonio, TX
1. The Solicitation states this project magnitude is 1 mils to 2 mils BUT the Pre-solicitation Notice states 1 mil to 5 mils.
The project magnitude is 1 million to 2 million
1. Clarification: THIS CALLS OUT FOR 33 TYPE “C” FIXTURES (2X4 FLAT
PANELS) AND 23 TYPE “A” (6” RECESSED DOWNLIGHTS) IN ROOM (Y101.13).
HOWEVER, THIS ROOM ALREADY HAS 22 TYPE “B” FIXTURES (2X2 FLAT
PANELS) IN THE CEILING. THE FIRST LEVEL SURVEY TABLE IS NOT ACCURATE AND OUTDATED. MY QUESTION IS: HOW ARE WE SUPPOSED TO GET AN ACCURATE COUNT OF WHAT FIXTURES ARE NEEDED ON THE FIRST FLOOR?
The contractor is to bid the project according to the quantities on sheet GF301-16
1. Contractor Instructional Note 1 on G-003 calls for a contractor survey after award to confirm numbers and types of lighting fixtures and controls and notes renovations may have affected the rooms called out. Please confirm bidders are to bid the project per the Survey on GF301-16 for quantities, types of fixtures and rooms called out.
The contractor shall use the quantities of on sheet GF301-16 for bidding purposes only. The contractor will survey the space as in note 1 in “Contractor Instructional Notes” on sheet G-003
1. Sheet G-003 Infection Prevention Notes 10, 11 and 12 and the Precautions refer to various levels of IRCA. Please clarify this project will be Level 1 for electrical replacements and Level 2 where cut or patch is required.
For this project all work where ceiling tiles will be removed is classified as a IRCA Level/Class 2. A pop-up infection prevention barrier will be necessary when ceiling tile is out and open to the spaces above.
1. Sheet G-003 Infection Prevention Note18 refers to contractor monitoring of airborne diseases. Typically, the VA performs this monitoring. Please confirm the VA will monitor for airborne disease under Note 18.
The contractor will not be required to monitor airborne diseases due to this project being given a IRCA Level/Class 2. Pop up ICRA barrier are required.
1. Construction Safety Note 1 on G-003 refers to 1 Hr. rated Construction Barriers but are not shown on any floor plan. Please confirm these 1 HR barriers are not required for this project.
A 1 Hr. solid barriers are not required for this project. However an airtight pop-up ICRA barrier is required for all parts of this project were a ceiling tiles are being removed.
1. Please provide as-built reflected ceiling plans.
As-built reflected ceiling plans will not be provided.
1. Plan sheet G-003 Instructional Note 4 states “Expect to work on weekends, after hours, holidays, as required when large, long power disruptions are needed. Coordinate power outages 14 days in advance.”, while Solicitation page 10 – 3rd paragraph states “The majority of the contractor work will be done outside of the normal hours of operation. Contractor will be required to work during evenings or on Saturday, Sunday, or holidays outside the project site’s normal working hours for items impacting patient care (i.e., power outages and/or demo placing patients in harm’s way) or work causing VA employee displacement.” Will contractor be allowed to work during normal working hours per plan sheet G-003 note 4 or will the majority of the work be performed after hours and weekends per Solicitation page 10?
The contractor will be allowed to work normal business hours (07:00 to 16:00) as long as the contractor does not choose to shut down and large area to perform the work. The contractor is free to perform work by shutting down single breakers at a time. If the contractor means and/or methods, choose to shut down an entire panel that inter interrupts patient care. We the VA will require you to perform the work during an off-business hour time. All work must be schedule as to not impact patient care service. The contractor and the COR must agree to work patient care activities.
1. Please identify who the COR will be for this project.
A permanent COR has not been chosen for this project yet. It will be temporarily assigned to Roger DeVeaux, Jr.
1. The SOW states that the Touché line of lighting controls is the Basis of Design which the Contractor is to use. However, the SOW also allows an “approved equivalent”.
If there are equivalent systems, please identify them to bidders.
Lutron will also be considered
1. The Touché Master Interface, reference plan sheet E-201 at the Canteen, is discontinued and no longer available. Comparable functionality can be achieved with the Room Managers (same equipment specified in other areas of the first floor that will be included in Alternate #1). Confirm use of Room Manager for this application.
The VA cannot confirm the use of Touché Controls Room Manager instead of Touché Controls Master Interface. It will be considered during the submittal phase as an approve quivalent.
1. The drawings are calling for Cat6E cable for data cabling. However, the lighting control system is designed to work with multiple variations of Cat5/Cat6 cable. Are Cat5e cables acceptable for use with the lighting control system components, since they are not LAN cabling on the VA computer network and are only for lighting control wiring?
The VA’s preference is to use Cat6 cables as much as possible. Please include in your bid to include
1. The plans do not identify any emergency light fixtures at first floor alternate locations and we are unable to determine if lighting controls with emergency UL 924 relays are required or in what quantity. Confirm the emergency light fixtures are presently wired as night lights and are not controlled under this contract.
The contractor will need to verify lighting
1. The specified Touché SW-O-D wall sensors do not meet Buy American requirements. Please confirm use of the specified model or change the specified model prior to bid.
The contractor will be able to submit for an equivalent product
1. The light fixtures listed as specified on the fixture schedule do not meet Buy American Act. Please confirm use of the specified model or change the specified model prior to bid.
See response to question 14
1. Plan sheets GF301-1 through GHF301-15 do not show any light fixtures and differ in room numbers and devices from the Room Information found on the First Level Survey Table on GF301-16 which does show quantities and types of light fixtures per room. Please confirm bidders are to rely on the Survey Table on GF301-16 for light fixtures, rooms, and devices required.
The bidder will use the schedule on sheet GF301-16, the contractor will be required to perform survey of the existing areas as in note 1 in “Contractor Instructional Notes” on sheet G-003
1. According to as-built drawings, the areas of the Canteen that are going to have fixtures replaced and lighting controls modified, are currently controlled by a regular bank of four toggle wall switches in one location. When the upgrades are performed, there are several existing light fixtures that are not shown to be replaced and controlled differently, even though they are currently on the same switch legs. Are these to remain and be controlled by the existing toggle wall switches as they are now?
The existing lights that are not to be modified will need to use the existing same switch.
1. Confirm connection from master panel to the local area network is by the V.A. (no information is provided). If by contractor, provide the location of the existing IDF or patch panel(s).
The connection to the VLAN will be performed at a later date not by the contractor.
1. Note 3 on plan sheet G-003 refers to one master panel on each floor. How many master panels are required for the entire project?
Provide enough master panels so all locations are tie-in
1. Each master panel requires power. Please identify the electrical panel and circuit for each master panel.
The nearest empty breaker in the nearest panel will work for the tie-in location.
1. Drawing sheet E-106 Page Note 1 says “occupancy sensor switch will replace existing room switch”. Page Note 2 says “new occupancy sensor switches will be installed at 4’ above finished floor”. Please confirm we are to reuse the existing switch box at its existing height.
Please reuse the existing switch box unless there are exiting lights that need to stay.
