We have not found a Schedule B or any other document that tells us how to list the “total of all line items prices”. Does the VA intend to publish a pricing document?

Q2: For Item “PERSONNEL REQUIREMENTS: B. Primary Personnel” on page 9 of 89.

This paragraph lists Appendix I and Appendix 2. We cannot find any items listed as Appendix 1 or Appendix 2 in the solicitation. Please provide clarification.

A2: “PERSONNEL REQUIREMENTS: B. Primary Personnel” on page 9 of 89, is hereby changed entirely from:

PERSONNEL REQUIREMENTS:

A. Contractor Program Manager: The Contractor will designate an individual to serve as the Program Manager between the Contractor’s organization and the Government. This individual must have an overall knowledge of facility design, construction and administration. The Program Manager will have the authority to negotiate and accept Task Orders on the Contractors behalf and will have a technical and administrative knowledge of Task Orders in progress and completed.

B. Primary Personnel: The personnel identified in Appendix I of this Article are the primary individuals to perform key functions under the contract. Any primary personnel, other than those listed, shall meet the requirements listed in Appendix II of this Article, and shall be approved by the Contracting Officer.

PERSONNEL REQUIREMENTS:

A. Contractor Program Manager: The Contractor will designate an individual to serve as the Program Manager between the Contractor’s organization and the Government. The Program Manager will have the authority to negotiate and accept Task Orders on the Contractors behalf and will have a technical and administrative knowledge of Task Orders in progress and completed.

B. Technical Services: The contractor will have as part of their team technical design professionals to provide additional design and infrastructure assessment services that are required by the stakeholders or are a result of existing conditions.

Q3: In regard to Pricing evaluation, will pricing realism be evaluated by the Government?

A3: No.

Q4: What is the wage determination for this project, there is one shown towards the end of the RFQ but it says to verify with the CO?

A4: Clarification, wage determination included in the solicitation is applicable to the Seed Project Only, each Task Order issued against the IDIQ will include the applicable most recent wage determination for the area in which the work is to be completed.

Q5: Does the Government want an entire SF 330 prepared and embedded within the proposal? Or is the intent to receive resumes in the format of Section E in the SF330?

A5: Resumes shall be in the format of Section E of the SF330, an actual SF330 is not required.

Q6: After reviewing the associated documents, we have not identified an Appendix I or II. Can this be provided to ensure our proposed personnel meet requirements?

A6: See answer above for Q2.

VISN17 Equipment Site Preparation IDIQ Questions and VA Response Seed Project Questions Q1. Are the medical gas outlets on the plan north wall to remain or be relocated?

A1. Med gas will remain.

Q2. The emergency receptacles are circuited to panel EQ2E. Is this an equipment branch panel? If so is the intent to leave the receptacles circuited as they are or to re-circuit them to a critical branch panel. If the intent is to re-circuit them to a critical branch panel, where is this panel located and does it have space / capacity to serve the receptacles?

A2. Panel EQ2E is an equipment branch fed from electrical closet rm. 262. Receptacles will remain as they are.

Q3. The lighting is circuited to panel EQ2E. Is this an equipment branch panel? If so is the intent to leave the lighting circuited as it is or to re-circuit to a critical branch panel. If the intent is to re-circuit to a critical branch panel, where is this panel located and does it have space / capacity to serve the receptacles?

A3. Same as above.

Q4. There is no normal lighting in the room. Is the intent to leave all lighting on emergency power or to circuit a portion of the lights to normal power? If normal power, where is the normal lighting panel serving this area and does it have space / capacity to serve the proposed lights?

A4. Normal power is located in the same electrical closet.

Q5. What size is the existing circuit breaker referenced in item #39 on page 36 to be re-used for the new imaging equipment?

A5. 4/0 wire, 225 amp, 80 amp trip unit.

Q6. Item #37 on page 36 requires installing supplemental duct work within the site if necessary. There is no duct work on the site and heating and cooling are provided by two radiators and a single exposed fan coil unit that will not support duct work. Please clarify.

A6. FCU will service this room. No ductwork will be required.

Q7. Lighting:

Are the existing lighting fixtures to remain?

Are they to be removed and reinstalled after equipment is replaced or just remain?

Are there any new lighting fixtures to be added?

A7: Please reference items 40 & 41 in the SOW.

Q8: Power 240/120v single phase 3-wire:

The existing sub panel in room 257 is a 100 amp single phase 240 volt panel and is full.

Is this existing sub panel to remain and be re-used? Yes Are the existing circuits in the sub panel to be demolished? No Are the existing circuit breakers in the sub panel to be re-used? Yes A8: It is on the Equipment Branch. This also feeds power to rm. 256 outlets.

Q9: Power 480/277v 3-phase 4-wire:

In room 257, there are 2 enclosed 480v 3-phase circuit breakers, one is marked “spare” and the other is marked Siemens Generator. Are either or both of these going to become available after demolition? No. New panel and breakers to be used.

What is the trip rating or circuit rating of these two breakers/circuits? Use new breakers.

Will we be able to re-use or utilize these existing enclosed breakers and their associated circuits? No A9: New panel and breakers to be used.

Q10: HVAC:

Are the existing HVAC circuits to remain?

Are there going to be any new HVAC circuits required? If so, what are the new HVAC phase, voltage and amperage requirements?

Q11: The prints/SOW shows to remove the strut system, lights, ceiling grid, VAV box and all ductwork and save for reinstallation. Our question is - why? The modifications required do not necessitate that work to be done.

A11: If the modifications do not require removal of items, ie., fan coil unit, structural struts, etc., we agree they should be left in place. The SOW spells out new items to be installed.
