About this file

This is an Amendment to a Request for Lease Proposal (RLP) from the Department of Veterans Affairs for a Community Based Outpatient Clinic (CBOC) in Texas City. The amendment extends the response due date to February 2, 2026 at 1:00 PM CST, removes the LEED requirement, and provides clarifications on various lease specifications. Key details include: the procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requires a first-floor-only space with specific laboratory and medical service requirements, and will be a turnkey lease with no Tenant Improvement (TI) allowance. The amendment addresses multiple contractor questions regarding space configurations, janitorial services, seismic safety, green building requirements, and operating rent adjustments, with responses indicating the government wants shell rent, operating costs, and TI pricing to be submitted.

1. The RLP states that the space being offered must be contiguous on one floor (section 1.04A), however, Exhibit B (Agency Specific Requirements) on page 1 of 12 (paragraph 3), states the space should be contiguous, "but in no more than two locations within the same building", implying a two-story building would be permissible as long as the space is contiguous. Please clarify if a two-story, (contiguous) existing building is acceptable. The agency is wanting 1st floor only.

2. Are there VA required/preferred vendors and/or equipment with respect to Access Control / Card Readers? No, will provide more details post award.

3. Is there a TI Allowance? There is no TI allowance, this is turnkey.

4. Does the BSAC Allowance cover the budget for Access Control? Yes

5. RLP Section 2.03 and 2.04 of the RLP show Seismic Safety requirements are Intentionally Deleted. Lease Section 1.07 shows “Seismic Form C” and Lease Section 3.46 states, “Seismic Safety for New Construction”. Can the agency clarify if this project contains Seismic Requirements? No, but you have to have seismic safety for new construction only.

6. RLP Section 3.06 S and T, as well as Lease Section 3.48 and 3.49 contain LEED requirements.

RLP Section 3.10 also states Green Globes for Sustainable Interiors. Recently, we have seen the Green Building requirements being removed from Government Lease procurements. Can the agency confirm if these requirements should be deleted in their entirety? The L100 Section

3.48 & 3.49 should remain for new construction & tenant interiors.

7. If Green Building requirements are required, can the agency please include the option to comply with this requirement using Green Globes as well? Would the agency also expand on the requirements, clarifying that what is required is one (1) certifying requirement being LEED or Green Globes at the single level, with this requirement being for either Tenant Interiors (for existing buildings) or New Building (for a new build), but not both. Per our CBOC design narrative, shall be as outlined in GSA Form L100 Global Lease Section 3.14.

Section 3.06 Letters S&T have been deleted regarding LEED.

8. Can the agency expand on the Green Building requirements, clarifying that what is required is one (1) certifying requirement being LEED or Green Globes at the single level, with this requirement being for either Tenant Interiors (for existing buildings) or New Building (for a new build), but not both. Energy Star which is located in GSA Form L100 Global Lease Section 3.14.

9. Exhibit K Space Plan, page 8 shows the required Pathology and Laboratory Medicine (PM) Service spaces. The size of the labs stated such as, Clinical Chemistry, Hematology, Urine (Urinalysis) and Feces, and Walk-In Refrigerator are more in line with what we would typically see for a large medical center or hospital. We have not seen labs of this size in a Community Based Outpatient Clinic. Can the agency confirm that all of the listed program spaces and sizes shown in Pathology and Laboratory Medicine (PM) Services are the correct intended amounts for this CBOC? Yes

10. Lease Section 6.07 Janitorial Services and Exhibit B ASR have differences in the listed janitorial requirements. Can the agency clarify what document should take precedence for janitorial requirements, the ASR or Lease? The Agency Specific Requirements takes precedence.

11. If the ASR takes precedence, Exhibit B ASR pg. 5 Maintenance: states, “The Lessor shall provide full service janitorial services for the space during business hours for maintaining a clean and orderly space.” Can the Agency confirm that cleaning is to be done during business hours?

Does this require a janitorial staff to be on site from open to close and what are those hours? Please have offeror refer to “Appendix B: Janitorial Service & Site Management Services” as referenced in SOW/ASR for more details. Yes, janitorial will be required during business hours; mechanical equipment is to be used after hours.

12. Lease Section 4.01 states, “Design and construction activities for the Space shall commence upon Lease award.” This is followed with items, A. Lessor-Provided Design Intent Drawings (DIDs), B. DIDs, and C. Government review and approval of Lessor-provided DIDs. RLP Section 3.08 states that these items are to be performed prior to award. Can the agency please amend Lease Section 4.01 to reflect the timelines stated in RLP 36C25625R0143? The DID’s in the RLP are not the same as the DID’s Post Award.

13. There appears to be a discrepancy between the programmed space requirements in Exhibit K and the maximum allowable square footage in the RLP. The current maximum allowable ABOA and RSF are below what is needed to deliver the full program of requirements, which creates uncertainty on how to reconcile these limits with the published requirements. We respectfully request clarification on whether the Government intends to adjust the ABOA/RSF limits to match the program, or if guidance will be provided on how to reduce the space requirements to fit within the stated limits? Please follow the Program for Design (PFD) and ensure the spaces noted & listed on conceptual layout plan are included in your proposed plan.

14. Can you confirm if (and when) the VA plans to extend the due date? Without having answers to our questions about the square footage we can't put together a quality submittal by the 15th if we don't have details until the 13th. Our architect can't begin working on the revised floorplans until our questions about the square footage are answered. Responses are extended to 02/02/2026 @1300. No additional questions will be answered.

15. For the Texas City RLP, we have a question regarding the TI Pricing / Rent structure. Since VA will be conducting pre-award DID work sessions and there is no TI Allowance in the Lease, we assume only Shell rent should be proposed in the initial offer. And TI will be priced turnkey after the DID work session for the final proposal. Please confirm. We want Shell, Operating Costs, and TI pricing. The 1364, 1217, and TICS Table should be completed.

16. Requesting an extension to 31JAN2026 for Notice ID: 36C256R0143, Texas City Replacement Lease. This procurement will be extended. Responses are due February 2, 2026 by 1300 CST. No other question will be answered.

17. Additionally, our preliminary results show that the size requirements does not match the ASR and drawings. Size requirement in ASR/SOW is very close to PFD. Cannot exceed PFD.

Conceptual layout provided as an example plan. Please follow the Program for Design (PFD) and ensure the spaces noted & listed on conceptual layout plan are included in your proposed plan.

18. If an offeror submitted previously, does that offeror need to submit past performance questionnaires to references? Yes, they will still need to submit past performance questionnaires to references.

19. Section 2.09 of the L100 mentions that the amount of the operating rent adjustment “will be negotiated”. Could VA please provide more details for how this process will work? There will be no CPI only an agreed upon fixed increase between Government and Lessor.

20. Will the RLP be reissued? Are we to provide an expression of interest response? Are we to proceed with our RLP response/submission? The RLP will be amended to answer questions and extend the submission date to February 2, 2026 by 1300 CST. Yes, you are to proceed with an RLP response/submission.

21. Is this set-aside for SDVOSB? I don’t believe that this was in the RLP on 12/18/2025. Yes, it is set-aside for SDVOSB and it was in the RLP on 12/18/2025.
