The contract covers preventative maintenance services for chiller and cooling tower equipment at Overton Brooks VA Medical Center in Shreveport, Louisiana. The contractor must provide all labor, materials, tools, equipment, supervision, and transportation to perform preventative maintenance, inspections, testing, and cleaning on three York chillers (Models YKLGLLH9 EVHS, Serials SKKM088520, SKKM088530, SKKM088540) and one Trane chiller (Model CVHE 1N 3B, Serial L03F05451), plus four Evapco cooling towers. The ordering period runs from October 1, 2026 through September 30, 2031, with work performed Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays. Contractor personnel must maintain EPA 608 Universal Certification, Louisiana HVAC licensing (if required), OSHA ten-hour safety training, lockout/tagout training, VA Medical Center safety protocol training, and York and Trane industry certifications. Key maintenance requirements include monthly leak testing and electrical tightening, quarterly leak testing, and annual activities including megohm motor testing, filter and drier replacement, oil analysis, vibration analysis on all pump motors, chillers and cooling tower fan gearboxes/motors, and mechanical brushing of condenser tubes. Deliverables include monthly preventative maintenance reports within 48 hours, annual maintenance reports within five business days, cooling tower inspection reports within five business days, and oil and vibration analysis reports with the annual report. The Quality Assurance Surveillance Plan requires 100 percent compliance for monthly and annual maintenance, 95 percent pass rate on first inspection for cooling tower maintenance, and 95 percent on-time reporting, with zero violations for records management and all OEM intervals met with documentation.

A.2 QUESTIONS AND ANSWERS
Q37. Please confirm which pumps are covered — the chilled water pumps, the condenser water pumps, or both — and state the quantity at each plant. Please also provide the make, model, and horsepower of each pump if available.
A37. Main plant: 3 condensers and 3 chilled water pumps. Surgery Chiller Room: 2 condensers and 2 chilled water pumps. The PWS has been updated accordingly.
Q38. Please confirm whether the awarded contractor is responsible for performing vibration analysis on the pump motors only; or for removing the insulation, performing vibration analysis on the pump itself, and reinsulating the pump; or whether the Medical Center will remove and replace the insulation to permit the analysis.
A38. The PWS States in part:
“The contractor shall provide all labor, materials, tools, equipment, supervision, and transportation necessary to perform preventative maintenance, inspections, testing, and cleaning on three York chillers and one Trane chiller.”
The Contractor is only required to perform vibration analysis on pump motors; therefore, removal of insulation is not required. The Contractor shall also perform vibration analysis on all chillers and cooling tower fan gearboxes and motors. The PWS has been updated accordingly.
Q39. If removal and replacement of insulation is the responsibility of the awarded contractor, please state the number of pumps affected, confirm whether any existing insulation contains asbestos or other regulated material, and identify the party responsible for abatement and disposal.
A39. Main plant: 3 condensers and 3 chilled water pumps. Surgery Chiller Room: 2 condensers and 2 chilled water pumps. None of these contain asbestos. The PWS has been updated accordingly.
Q40. As an alternative that would avoid repeated disturbance of the insulation, would the Government accept a one-time installation of permanent vibration measurement points at the bearing housings during the first ordering period, so that subsequent annual readings may be taken without removing insulation? If acceptable, please confirm whether that installation is to be priced within the monthly contract line item or ordered separately.
A40. As stated in question 38, managing insulation is not required to accomplish the work.
Q41. Please confirm whether the pumps must be running during the analysis and, if so, who is responsible for starting and stopping them. RJY Group notes the
Government's answer at A3 that the plant operator starts and stops chillers while the contractor operates manual valves.
A41. Yes. Boiler Plant Operator will be available to swap pumps.
Q42. Section 17 lists "Oil and vibration analysis reports" among the deliverables.
Please confirm that pump vibration analysis reports are submitted under that deliverable, and state the required submission deadline.
A42. Vibration reports shall be included with the other annual reports (5 business days). The
PWS has been updated accordingly.
Q43. Please confirm whether the requirements at section 13 to "clean or back flush heat exchangers" and to "clean tubes" apply to the condenser barrel, the evaporator barrel, or both.
A43. Condenser tubes only.
Q44. If both barrels are within scope, please confirm whether both are to be cleaned every year, or whether the Government will accept annual cleaning of the condenser barrels with cleaning of the evaporator barrels at approximately three-year intervals. If the Government has no stated preference, [we] requests confirmation that the latter interval is acceptable.
A44. Condenser tubes only (Annually).
Q45. If cleaning of the evaporator barrels is required at an interval longer than annual, please identify the ordering period or periods in which it is required. [We note] that the Government designated Ordering Period 3, CLIN 2001, for the cooling tower gearbox oil change at A17, and requests a comparable designation here.
A45. Condenser tubes only (Annually).
Q46. Please confirm whether the awarded contractor is responsible for removing and reinstalling the waterbox heads as necessary to gain tube access, or whether that work is performed by others.
A46. Yes. The Contractor must remove covers to gain access and properly replace.
Q47. Section 11 lists annual tube cleaning under "York YK Series Requirements" only.
The "Trane CVHE Requirements" at section 11 list quarterly cleaning of water strainers, semiannual lubrication of linkage bearings and purge maintenance, and annual inspection of controls, safety devices, and system components — but not tube cleaning. Please confirm whether the section 13 tube cleaning requirement applies to the Trane CVHE machine.
A47. Tube cleaning is required for all chillers. The PWS has been updated accordingly.
Q48. Please confirm the cleaning method the Government requires. The phrase "clean or back flush" suggests either mechanical brushing or hydraulic back flushing may be acceptable; please confirm whether mechanical brushing is required, or whether back flushing alone satisfies the requirement.
A48. The government requires mechanical brushing of the condenser tubes.
Q49. Section 1 of the amended Performance Work Statement states that all equipment other than the Trane chiller is newly installed, the Government confirmed at A16 that the main plant has operated for approximately two months, and the
Government confirmed at A7 that no tubes are currently plugged. Given the condition of the equipment, would the Government consider deferring the first cleaning of the evaporator barrels to a later ordering period?
A49. Condenser tubes only (Annually). Evaporator barrel cleaning is not required.
