A.2 QUESTIONS AND ANSWERS

Q1. How many chillers are normally needed to carry the building at peak load in the summer?

A1. 2 chillers are required in summertime.

Q2. Can one chiller be taken out of service for a day or two in the winter without affecting the hospital?

(We plan to do the annual work one machine at a time, November through

February, to keep the rest of the plant available.)

A2. Yes.

Q3. Is there a plant operator or stationary engineer on site who valves and isolates machines, or is the contractor expected to do that?

A3. Plant operator will start and stop chillers, but any manual valves must be operated by contractor.

Q4. Which months does the Trane chiller normally run?

A4. Normally around March through October or so. This chiller is used in hottest months to maintain temperatures in surgery area. However, this new plant can maintain temps year-round without the Trane chiller.

Q5. How many tubes are in the condenser and in the evaporator of each machine?

A5. This is unknown. Chiller make and models are provided in the Performance Work

Statement Section 9.

Q6. What is the tube outside diameter and wall thickness?

A6. This is unknown. Chiller make and models are provided in the Performance Work

Statement Section 9.

Q7. Are any tubes currently plugged? If so, how many on which machine?

A7. No.

Q8. When was the last eddy current test on each machine, and do you have the reports?

A8. We have not done this test on these chillers.

Q9. Has eddy current been done on the evaporators, or only the condensers?

A9. Neither.

Q10. Are all four towers on one common condenser water loop?

A10. Surgery cooling tower is for the Trane chiller only. The other three are on one loop.

Q11. Can a tower be taken offline for cleaning during the season, or does all tower work have to happen in the winter or early spring?

A11. Cleaning shall take place during winter or spring. THE PWS HAS BEEN MODIFIED

ACCORDINGLY.

Q12. Who handles the condenser water chemical treatment — VA staff, a separate water treatment vendor, or is it expected to be part of this contract?

A12. VA staff handles daily treatment, and a separate contractor comes in monthly.

Q13. Is there a Legionella or water management plan we need to follow when draining and cleaning the towers?

A13. Our legionella plan does not address a specific draining method. We do regular legionella testing in the towers.

Q14. Does the government require a pre and post disinfection when cleaning the towers?

A14. No. We will be adjusting chemical treatment to maintain levels and our towers are tested monthly for bacteria count.

Q15. Will the award contractor be able to dispose of waste accumulated while cleaning cooling towers at the Overton Brooks VA?

A15. Yes.

Q16. For each tower, when was the gearbox oil last changed?

A16. Never. All towers are new. Main plant has only run for 2 months and surgery tower is only 2 years old.

Q17. Can the government please specify what option year of the contract the gear oil needs to be changed in the cooling tower gearboxes?

A17. This should occur during Ordering Period 3- the resultant Contract will not include options. See CLIN 2001.

Q18. Whose lockout/tagout program applies in the chiller plant — the VA's or the contractor's?

A18. The VA’s LOTO program applies while working on VA property.

Q19. Who is responsible for maintaining the chiller plant BMS system not directly associated with the chillers themselves? (Automated valves, temperature sensors, flow sensors, DP sensors)

A19. The Government maintains this with the assistance of a separate contractor.

Q20. Is the awarded contractor responsible for any sort of calibration of the chiller plant BMS system?

A20. No.

Q21. Is a rewarded contractor responsible for maintaining a refrigerant monitor system?

A21. No.

Q22. Section 9 of the solicitation document mentions Eddie Current every two to five years under the Y series requirements but does not mention Eddy for the train

CVHE. Can the government please provide a detailed schedule that dictates what option Eddy current is required for the condenser and evaporator of each machine group?

A22. This requirement is removed. THE PWS HAS BEEN MODIFIED ACCORDINGLY.

Q23. Would the government accept performing Eddy Current on both condenser and evaporator barrels of both the York and Train chillers in option year one of the contract and then only the condensers in option year four?

A23. This requirement is removed. THE PWS HAS BEEN MODIFIED ACCORDINGLY.

Q24. Section 10 contractor qualifications: Can the government please provide an example of a EVAPCO certification?

A24. This requirement is removed. THE PWS HAS BEEN MODIFIED ACCORDINGLY.

Q25. If the prime contractor (SDVOSB) possesses a EPA 608 Universal Certification, Training on lockout and tagout procedures, Trane CenTraVac certificate, York YK certificate, Osha 10 or 30 certificate and state of Texas HVAC license does that satisfy the requirement of section 10?

A25. The Personnel on-site doing the work must have the certifications listed in the PWS section entitled “Contractor Qualifications” (as modified).

Q26. How many chillers can be taken down at one time to perform annual maintenance and still meet the VA requirements of N + 1?

A26. 1 chiller can be taken down at one time.

Q27. How many cooling towers can be taken down at one time to perform annual maintenance and still meet the VA requirements of N + 1?

A27. 1 cooling tower can be taken down at one time.

Q28. Section 9 does not mention Monthly inspections on Trane chiller but section 11 calls out Trane specific parts/ Components. Does the government want monthly inspections on the trained chiller?

A28. Yes. Trane should be inspected monthly also.

Q29. Does the government want monthly inspections on the cooling towers?

A29. No. VA personnel do monthly PMs on the towers. Only Chillers monthly inspections are needed from Contractor.

Q30. Is the awarded contractor responsible for routine maintenance of the condenser water and chilled water pumps? If yes, please provide the scope of work and the frequency of service required, including the model and serial number of each pump.

A30. Only annual vibration analysis is required for pumps.

Q31. Is the awarded contractor responsible for preventive maintenance of the variable frequency drives controlling the pumps and the cooling tower motors? If yes, please provide the frequency of service, the scope of work required, and the equipment model and serial numbers.

A31. No.

Q32. Would the government like to add a separate CLIN for the air-cooled chillers residing at the Overton Brooks VA Medical Center?

A32. No. These are maintained by the Government. This work only concerns water-cooled chillers.

Q33. For scheduling purposes — eddy current inspection in particular — it is important that interested bidders understand how many chillers may be taken out of service at one time. If, for example, only two of the three chillers in the new chiller plant may be taken down simultaneously, the work will require additional trips and therefore additional charges. Without this information, an interested contractor must price that risk, which ultimately drives the price up and results in a disservice to the Medical Center and to the taxpayer. Please state the maximum number of chillers that may be out of service at one time, at each plant.

A33. Depending on the season, we can shut 2 chillers down. In warm seasons, we will need to run 2 chillers. (Eddy current inspections are no longer required.)

Q34. Is the awarded contractor responsible for cleaning strainers? If yes, please identify which strainers are included in the scope and where each is located.

Section 9 references quarterly cleaning of water strainers for the Trane CVHE, and

Section 13 references cleaning tower strainers; please confirm whether any additional strainers, such as pump suction strainers, are also included.

A34. No additional strainers or strainer cleaning is included. This is performed by the

Government.

Q35. Is the awarded contractor responsible for calibration of the Onicon flow meters? If yes, please provide a detailed scope of work. Specifically, does the Government require that the flow meters be removed and sent out for factory calibration, or does the Government prefer that an offset be entered into the BMS system?

A35. No.

Q36. Is the awarded contractor responsible for any preventive maintenance of the water filtration systems, specifically the VAF filtration system located on the fourth floor? If yes, please provide the scope of work, the frequency of service required, and the model and serial number of each unit. Please also identify any additional water filtration equipment installed at the other plant locations.

A36. No.
