About this file

This is a comprehensive bid document and project specifications package for the rehabilitation of cooling towers at the Michael E. DeBakey VA Medical Center in Houston, Texas. The project (580-26-103) requires the upgrade of eight cooling towers—six 1,150-ton counter-flow induced draft units and two 1,250-ton units—with a 290-calendar-day performance period from Notice to Proceed. Rehabilitation work includes replacement of fill material, drift eliminators, air inlet louvers, and water distribution nozzles. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) 100% set-aside with a requirement that at least 25 percent of personnel costs be spent on SDVOSB employees. The contract will be awarded as a Firm-Fixed Price agreement, with a 75-day proposal acceptance period, and requires bid, performance, and payment bonds.

The specifications document contains extensive technical requirements organized by division, including general requirements, safety protocols, quality control procedures, demolition and site conditions, structural steel framing, concrete work, plumbing, HVAC systems, electrical installations, fire protection systems, and commissioning requirements. Key specifications detail equipment standards (NSF-certified materials, UL or FM-approved devices), installation methods, testing and inspection protocols, commissioning procedures with performance verification, and comprehensive operation and maintenance documentation requirements. The work must comply with applicable codes including the International Building Code, International Plumbing Code, National Fire Protection Association standards, and VA-specific design requirements. Contractor submittals must include detailed shop drawings, equipment specifications, hydraulic calculations for the sprinkler system, welding certifications, quality control plans, and commissioning documentation. The specification emphasizes minimal disruption to ongoing medical center operations, phased work coordination, maintenance of existing utility services, and strict adherence to infection control and safety requirements for work in an active healthcare facility.
