About this file
This file contains Requests for Information (RFIs) and corresponding government responses for solicitation 36C25626R0064, a Design-Bid-Build construction project for the replacement of underground water tanks at a Veterans Affairs facility in Shreveport, Louisiana. The RFIs clarify key staffing, documentation, scope, and compliance requirements for prospective contractors.
Staffing and personnel requirements are clearly delineated: the superintendent cannot serve as the Site Safety and Health Officer (SSHO), Quality Assurance/Quality Control (QA/QC) manager, or both simultaneously, and all three positions must be independent personnel. Both SSHO and QA/QC positions must be full-time per the specifications. The contractor bears responsibility for multiple project functions including terminal site cleaning, engaging the commissioning agent, removing all VA-stored items in the construction area, and providing the required Professional Geotechnical Engineer. The government confirmed that the issued drawing set is current and complete, and that specifications and construction drawings are the governing contract documents, superseding the Statement of Work. Additional clarifications address site access through the truck entrance and lot area east of building 70, the requirement that existing underground water tanks remain operational with no additional loading permitted, mandatory haul-off of excess materials both satisfactory and unsatisfactory, fencing requirements limited to areas around the retaining wall and water tanks, and the applicability of wage determination LA20260002 Modification 2 dated 05/18/2026. The government will not extend the period of performance despite phasing requirements. Past performance requirements must demonstrate completed or ongoing projects at hospital/medical center facilities or similar work, with projects equal to or greater in magnitude, though work outside medical centers will be considered relevant if similar in scope and complexity.
