This technical factor will be evaluated for the offeror’s interpretation of the solicitation technical areas outlined in the drawings, specifications, SOW, and evaluation factor criteria. The offeror’s narratives should provide enough detail to demonstrate that the scope and complexity of the project requirements are understood and will be successfully completed.

The five (5) years applies from the issuance date of the solicitation. Firms without confirmed past performance history will be rated as “Neutral.”

· Complete – The proposal contains costs to perform all tasks required by the Scope of Work (SOW), specifications, and design drawings if provided.
