About this file

This is Amendment 0002 to Request for Quote (RFQ) 36C25626Q1212, issued by the Department of Veterans Affairs Network Contracting Office 16 in Houston, Texas. The amendment extends the submission deadline to September 4, 2026, at 12:00 PM CDT and provides government responses to 21 vendor questions regarding the procurement of five surgical lighting systems for operating rooms.

The procurement requires five complete, independently mounted surgical lighting systems—one per operating room—with brand name or equal equivalency to Stryker Accend products. Vendors must provide new structural support assemblies (CLIN 0002) and engineer-stamped structural assessments for the mounting systems. Electrical work must be performed as necessary to meet manufacturer specifications and code requirements, verified by a licensed electrician. The contractor bears full responsibility for ceiling demolition, repair, patching, painting, firestopping, and restoration. Installation is permitted Monday-Friday from 5:00 PM until completion, Saturday from 4:00 PM until completion, and all day Sunday with zero disruption to patient care. The lighting systems must include integrated cameras, monitor arms, wall controls, emergency power connections, and battery-backup systems. Warranty requirements specify lifetime coverage preferred (or next-best available warranty) with 3-5 days repair response time. Work completion is required within 60 days after award, with earlier completion preferred. The contractor must comply with the SBA Nonmanufacturer Rule and complete both FAR 52.225-2 (Buy American) and FAR 52.225-6 (Trade Agreements) certificates as applicable. The VA will coordinate staging, storage, and loading dock access but will not provide dedicated parking; material transport must utilize service elevators and tunnels. Site visits during the solicitation period are not permitted, and the Infection Control Risk Assessment document provided is for reference only and will be completed post-award.

RFQ 36C25626Q1212 0002 Amendment

The purpose of this amendment is to:

1. Provide the Government’s answers to the questions submitted. See below.

2. Extend the due date for RFG submissions to 12:00pm CST on 09 SEP 2026.

See attached document: VHA ICRA-1.4 April 14 2026.pdf (Not to be completed for quote submission, but for reference.)

For you quote submission, please complete section B.1(5) “Acknowledgement of Amendments” of the solicitation under Contract Administration Data, acknowledging both amendments (0001 and 0002).

Questions/Answers Vendor 1:

1. Does the quantity of five surgical lights represent five individual light heads in one operating room or five complete, independently mounted lighting systems?

Government Response:

The quantity of 5 represents 5 complete, independently mounted lighting systems to be installed individually in the 5 operating rooms. 1 per room.

2. Please identify the existing Stryker Accend configuration, including the number of light heads, suspension arms, center mounts, drop tubes, control units, and associated components.

Government response:

Existing configuration is not Stryker Accend. An older model of lighting is in place. Please reference the pictures provided for currently installed lighting.

3. Are photographs, drawings, equipment model numbers, serial numbers, ceiling heights, or as-built plans available for the existing system?

Government Response:

Pictures were provided on the previous amendment.

4. Are the existing anchor plates, structural supports, electrical circuits, controls, conduit, or suspension components reusable?

Government Response:

Existing anchor plates, structural supports, suspension components, electrical circuits, controls, and conduit may be reusable only if they are formally verified for compatibility and safety.

Structural supports & anchor plates: Reuse is allowed only if a licensed structural engineer confirms they meet the required load and moment ratings for the new surgical light. Anchor bolts cannot be modified or reused without engineer approval.

Suspension components: Typically not reusable unless the manufacturer confirms model-to-model compatibility.

Electrical circuits & conduit: Reusable only if they meet manufacturer electrical requirements, NEC, and NFPA 99, and pass inspection by a licensed electrician.

Controls & data lines: Reuse depends on whether the new light is compatible with existing touchpads or control boards.

Every component requires documented evaluation for structural capacity, electrical safety, and manufacturer compatibility.

5. Does CLIN 0002, “Structure Material,” require five completely new above-ceiling structural support assemblies?

Government Response:

Yes

6. Is the contractor required to provide an engineer-stamped structural assessment, design, or certification for the mounting system?

Government response:

Yes.

7. Is a pre-quotation site visit available so prospective contractors and OEM representatives can inspect the existing system, ceiling structure, electrical connections, and installation access?

Government response:

No. A site visit will not be included in the solicitation period.

8. Is the electrical work limited to disconnecting and reconnecting the lighting equipment, or must the contractor provide new circuits, breakers, conduit, wiring, controls, or electrical panels?

Government response:

Electrical work may be limited to disconnect/reconnect only if the existing circuit, breaker, wiring, conduit, and controls already meet the new light’s electrical specifications and code requirements, verified by a licensed electrician.

If they do not meet required capacity, grounding, compatibility, or control/data‑line needs, the contractor must provide new circuits, breakers, conduit, wiring, or controls as necessary for safe, compliant installation

9. Is the contractor responsible for ceiling demolition, repair, patching, painting, firestopping, or restoration following removal and installation?

Government response:

Yes. The contractor will be responsible for 100% of demolition and repair.

10. Will infection-control containment, an Infection Control Risk Assessment, negative-air equipment, or other hospital construction controls be required?

Government response:

Assuming large scale equipment and the fact that holes would have to be driller in the wall/floor, plus the potential removal of ceiling tiles, Infection Control would classify it as a Level IV project. Negative air must be exhausted out of the building unless the particle count method is used. No air scrubbers and circulating filtered air cannot be used in the same space.

If the scope of work is less impactful than previously mentioned, then the construction level may be lowered. Please reference the VHA ICRA document included with the amendment. Note:

The attachment is for reference only, the document will be completed after award but prior to the start of the work.

11. Must all five lights be Stryker Accend products, or will an equivalent lighting system with a different mounting configuration be considered acceptable if it meets or exceeds Section 3.1 of the Statement of Work?

Government response:

As stated in the solicitation, this is a brand name or equal requirement. Equal equivalents must meet or exceed the requirements of Section 3.1 in the Statement of work.

12. What specific illumination level, color temperature, color-rendering index, light-field diameter, shadow-dilution performance, and applicable medical-device standards must an equivalent system meet?

Government response:

No specific requirement. Illumination level must be at least equal to the Stryker Accend product.

Specifically, as long as it as illuminating as the existing lights or better.

13. Is an integrated camera, monitor arm, wall control, emergency power connection, or battery-backup system required?

Government response:

Yes.

14. Please clarify the required warranty period and the minimum acceptable repair-response time.

Government response:

Lifetime – with 3-5 days response time. However, if lifetime warranty is not available, please utilize the next best warranty and state if a lifetime warranty is not available.

15. Will installation be required during weekends or after normal operating hours? If so, please provide the permitted working hours.

Government response

Mon-Fri 5pm-until; Saturday 4pm-until; Sunday- All day. No disruption to patient care.

16. Will the VA provide temporary staging, storage, loading-dock access, parking, and elevator access for equipment delivery and installation?

Government response:

The VA POC will coordinate staging and storage locations and arrange warehouse loading dock access. The contractor may use the service tunnel for equipment deliveries, but no dedicated parking will be provided. All material transport must utilize the service elevators.

17. The solicitation requires completion within 60 days of award, while the pricing schedule identifies a period of performance ending October 7, 2026. Please confirm the controlling delivery and completion deadline.

Government response:

The statement of work list 30-60 days. The award will be updated to reflect 60 days ARO.

However, earlier completion is preferred if possible.

18. For compliance with FAR 52.219-33 and VAAR 852.219-76, has an SBA Nonmanufacturer Rule waiver been issued for this procurement, or must the proposed lighting system be manufactured by a domestic small-business manufacturer?

Government response:

No.

19. If the proposed manufacturer is not a domestic small-business manufacturer, may an SDVOSB nonmanufacturer offer the product under an applicable individual or class waiver?

Government response:

All quotes must be in compliance with the nonmanufacturer rule and, if applicable, include any nonmanufacturer rule waivers obtained for distribution of the quoted equipment.

20. Should offerors complete both the Buy American Certificate under FAR 52.225-2 and the Trade Agreements Certificate under FAR 52.225-6?

Government response:

Complete both as applicable.

21. Will the government extend the quotation deadline if responses to these questions materially affect equipment selection, structural requirements, or installation pricing?

This final amendment will extend the quotation deadline to 09.04.2026 at 12:00pm CST.

Vendor 2:

1. Nonmanufacturer rule: The RFQ includes FAR 52.219-33 and VAAR 852.219-76. Has SBA granted an individual or class nonmanufacturer-rule waiver permitting an SDVOSB nonmanufacturer to furnish Stryker Accend products manufactured by an other-than-small business? If so, please identify the applicable waiver or amend the solicitation to provide notice.

Government response:

There is no waiver at this time.

2. Quantity/configuration: Does quantity five under CLIN 0001 mean five complete ceiling suspension systems, five individual lightheads, or another configuration? Please provide the required suspension arrangement for each unit, including whether flat-panel/display arms are required.

Government Response:

The quantity of 5 represents 5 complete, independently mounted lighting systems to be installed individually in the 5 operating rooms. 1 per room.

3. Structural material: Please define the components and scope included under CLIN 0002, “Structure Material (X5),” local stock number 8888888720.

Government response:

The government is not in possession of the Brand Name listed product (Stryker Accend). For the quoted structural material, it is in reference to the structural material that will be utilized with the quoted surgical lights.

4. Existing conditions: Can the VA provide ceiling heights, above-ceiling structural conditions, electrical requirements, room drawings, photographs, and the model/configuration of the existing equipment to be removed?

Government response:

The contractor shall field‑verify all existing conditions, including ceiling heights, above‑ceiling structural elements, electrical service characteristics, room layouts, photographs, and the model/configuration of the equipment to be removed. The VA will provide any available documentation, but the contractor is responsible for confirming all dimensions, conditions, and system requirements on site to ensure accurate planning and installation.

5. Site visit: Will the VA permit a pre-quote site visit or virtual site assessment for prospective offerors and their authorized installation partners?

Government response:

No. A site visit will not be included in the solicitation period.

6. Performance period: The CLIN period runs September 7 through October 7, 2026, while the Statement of Work allows 30–60 days from award. Please confirm the controlling delivery and installation deadline.

The statement of work list 30-60 days. The award will be updated to reflect 60 days ARO. However, earlier completion is preferred if possible.

7. Brand-name-or-equal evaluation: Are there required minimum performance metrics beyond SOW paragraph 3.1, such as illuminance, CRI, light-field diameter, depth of illumination, number of lightheads, camera capability, monitor arms, or wall controls?

Government response:

No.

8. Domestic preference: The RFQ includes both FAR 52.225-1, Buy American—Supplies, and FAR 52.225-5, Trade Agreements, together with both certifications. Please confirm which requirement and certification will apply to this acquisition.

Government response:

Complete both as applicable.

9. Warranty/service: Please identify the minimum required warranty duration and required repair-response time.

Government response:

Lifetime preferred, manufacturer standard warranty accepted – with 3-5 days repair response time.

Vendor 3:

However, we are wondering if you are looking for single or dual light heads. Can you please confirm?

Government Response:

The quantity of 5 represents 5 complete, independently mounted lighting systems to be installed individually in the 5 operating rooms. 1 per room.

Vendor 4:

The pictures show two (2) small lightheads in each of the five rooms; however, the price schedule requests a total of only five (5) surgical lights.

Can you please confirm whether the new layout calls for one lighthead per room, or if we should quote two lightheads per room for a total of ten (10) lightheads?

Government Response:

The quantity of 5 represents 5 complete, independently mounted lighting systems to be installed individually in the 5 operating rooms. 1 per room.
