About this file
This is Amendment 0003 to Solicitation 36C25626Q1200, issued by the Department of Veterans Affairs G.V. (Sonny) Montgomery VAMC in Jackson, Mississippi, with an effective date of September 9, 2026. The amendment incorporates industry questions and answers 1-40 into the solicitation without extending the offer receipt date. All other terms and conditions remain unchanged.
The Q&A clarifies scope requirements for the delivery, installation, and commissioning of two DHT STV-90030-10D-CU steam-to-water heaters and associated piping modifications at the medical center. Key clarifications include: removal and disposal of existing water heaters and approximately 10 feet of piping (with disposal handled by VA's recycling vendor); replacement of up to 10 feet of piping, flanges, and two failed steam traps (Steam Traps 18 and 19) on the same pipe; available steam pressure of 30 psi and domestic water pressure of 40-60 psi at 150 gpm and 45 ft head; access via tunnel to Mechanical Bay 8 with rigging equipment required to lift heaters off the ground; connections within 5 feet of equipment; normal working hours installation; factory-authorized startup and commissioning by DHT; electrical final connections by contractor; collaboration between VA, RJY BMS Programmer, and contractor for controls integration; and 24-hour response time for equipment failures during the one-year preventive maintenance period. Completion is required within 120 days after award. The amendment also specifies VA insulation requirements per ASHRAE 90.1 and VA standards, mandates black steel (Schedule 40) piping with galvanized materials prohibited for domestic hot water systems, and requires electronic as-built drawings. Unloading responsibility and specific Metasys/BACnet version details remain unresolved pending further clarification.

INSULATION REQUIREMENTS:
VA Requirements for Insulation on Steam and Water Heater Systems
1. Steam Piping & Steam Equipment
VA follows ASHRAE 90.1 and VA Mechanical Design Manual guidelines for insulation thickness on steam systems.
Typical VA requirements include:
• Steam piping (low and medium pressure):
o Insulation is required on all steam distribution and condensate piping.
o Thickness generally:
▪ 2” pipe: 1.5–2 inches
▪ 2.5–6” pipe: 2–3 inches
▪ Larger pipe: 3+ inches o Materials:
▪ Fiberglass, mineral wool, or equivalent with vapor barrier if needed.
• Steam equipment (e.g., steam water heaters, heat exchangers):
o Exposed surfaces above 140°F must be insulated or guarded.
o Heat exchangers and steam calorimeters normally require 2-inch insulation unless manufactured with factory insulation.
2. Domestic Hot Water (DHW) Heaters & Piping
VA uses VA Master Spec 22 33 00 – Domestic Water Heaters and 22 07 19 – Plumbing Piping
Insulation.
Requirements typically include:
Water Heaters
• Jackets on storage tanks must meet R-12.5 minimum.
• Any hot surface above 140°F must be insulated.
DHW Piping
36. For the delivery and installation of steam-to-water heaters at Michael E. DeBakey VA Medical Center, could you please confirm the following design conditions needed for heater sizing?
• Required domestic-water flow rate (GPM)
• Entering and leaving water temperatures, or required temperature rise
• Available steam supply pressure The SOW states a 140°F outlet setpoint and a 150 psi T&P relief-valve rating, but we could not locate the other design values. No answer available
37. Please confirm the intended disconnect/tie-in points for the existing piping where the new water heater installation will connect. Due to the age and condition of the existing piping, additional piping could potentially be impacted during work. To avoid any misunderstanding regarding the limits of the contractor’s scope, would the Government be able to provide photos, marked-up drawings, or written direction identifying the expected disconnect points and tie-in limits?
Up to 10 feet for piping which will include two recently identified failed steam traps on the same pipe.
38. During/after the site visit, additional work was mentioned involving additional piping, insulation, and two failed steam traps. Please confirm whether these items are officially being added to the project scope. If so, please provide the detailed scope requirements, including the location, quantity, size, model numbers, manufacturer information, and any required replacement specifications for the two steam traps. We understand that one steam trap may be stuck open and the other may be stuck closed, so we want to ensure any related pricing is based on the Government’s confirmed requirements.
