About this file

This document is a Questions and Responses file for federal contract solicitation 36C25626Q1085, a Brand Name or Equal procurement for an integrated operating room (OR) endoscopy video system and endoscopic instrumentation at the Biloxi VA facility, centered on Olympus equipment.

The Government has clarified that it intends to award a single, turnkey contract to one vendor covering the integrated OR video solution and OR integration, ensuring end-to-end compatibility with the facility's existing Olympus EasySuiteIP and VaultStream platforms. The required system inputs include native 4Kp60 and 1080p surgical video sources, a PTZ ceiling camera with touchscreen UI control, and integrated audio within a vendor-neutral architecture. Outputs must include three surgical-grade field displays per OR (minimum 32 inches, 4K resolution, minimum 700 cd/m² brightness) and one large-format wall display (minimum 55 inches, clinical-rated), with support for simultaneous multi-source visualization and routing. Contractors must integrate with and reuse the existing software user interface, Patient Greeting System, and Checklist Manager to preserve established OR workflows; vendors cannot propose alternative solutions for these components. All images and video must be exported to the facility-owned VaultStream system, which interfaces with the EHR; StreamConnect is not acceptable as an alternative image-management or EHR-interface solution. The Government declined requests to separate the award among multiple providers, provide a schedule extension, or clarify the exact monitor quantity (directing offerors to Section 5 of the Solicitation). A site visit was provided to allow contractors to validate room-specific terminations and counts for their quotes.

36C25626Q1085-Brand Name or Equal (Olympus) Integrated Operating Room, Endoscopy

Video System and Endoscopic Instrumentation (Biloxi VA)

Questions and Responses

1. Will the VA consider separating the award (ie using a separate video and integration provider)?

Response: No. The Government intends to make a single, turnkey award covering the integrated operating room video solution and OR integration under one contract. This approach ensures end‑to‑end compatibility with the facility’s existing Olympus EasySuiteIP and VaultStream platforms, central accountability for delivery/installation, and coordinated training and warranty support consistent with the solicitation’s requirement for an integrated operating room, endoscopy video system, and endoscopic instrumentation as one solution.

2. Can the VA please confirm or share a list of the inputs and outputs you plan to use with the new layout?

Response: Inputs: native 4Kp60 and 1080p surgical video sources; PTZ/ceiling camera with

PTZ control via the touchscreen UI; integrated audio; required facility AV/IT interfaces within a vendor‑neutral architecture.

Outputs: three (3) surgical-grade field displays per OR (≥32", 4K, ≥700 cd/m²) and one (1) large-format wall display (≥55", clinical-rated); support for simultaneous multi-source visualization/routing as specified.

Site visit was provided for contractor to validate room-specific terminations and counts to reflect in their quotes.

3. The solicitation states “At the end of procedure, the Integration system shall send all images and/or video to Facility owned Vaultstream. Vaultstream will then interface with EHR. Where facility policy requires VaultStream /EasySuite integration.” KARL STORZ has an image management content system currently implemented and owned by the VA Biloxi. Is it acceptable to have images exported to StreamConnect which will interface with EHR?

Response: No. For the operating rooms at VA Biloxi, exporting images and/or video to

StreamConnect in lieu of the facility-owned Vault Stream system is not acceptable. The current

OR environment is structured around VaultStream, which is already implemented and owned by

VA Biloxi and is configured to interface with the EHR. VaultStream supports the required storage, management, and EHR access workflow for surgical images and video. Because other products can meet the solicitation requirement using the existing VaultStream configuration, VA

Biloxi is not seeking to add another image-management system or modify the current OR layout to accommodate StreamConnect. StreamConnect is desired in the ENT clinic; however, the applicable end user is no longer located at the Biloxi facility. Therefore, StreamConnect should not be proposed as the image-management or EHR-interface solution for the Biloxi operating rooms.

4. Rather than reuse the SW User Interface, Patient Greeting System and Checklist manager, can a vendor offer their own solution?

Response: No. Offerors must integrate with and reuse the existing UI, Patient Greeting, and

Checklist Manager to preserve established OR workflows and avoid duplicative cost/installation.

(The RFQ requires a single, workflow-oriented touchscreen UI compatible with existing platforms.)

5. Can you please clarify that there will only be three monitors in each OR? We did notice in the walkthrough there were 4 monitors and would like clarity for the quantity per room.

Response: Please see section 5 of the Solicitation

6. Given the questions will need to be answered which will impact our quoting, can we please request an extension? No. The current schedule (site visit/Q&A before the quote due date) remains in effect.
