36C25626Q0973 Staff and Patient Parking Garage Questions

1. The solicitation cover page appears to indicate this is a Veteran-Owned Small Business (VOSB) set-aside, while the Combined Synopsis/Solicitation states it is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Could you please confirm whether this procurement is restricted to SDVOSBs only, or whether all eligible VOSBs may submit offers? Answer: SDVOSB only.

1. Paragraph 1.4.4 of the Performance Work Statement states that if equipment requires replacement parts, the contractor shall advise the COR of the materials needed. Will the Government be furnishing the cleaning equipment, or is the contractor expected to provide all equipment? If Government-furnished equipment will be used, please identify the equipment that will be provided. Answer: Per 1.4.1 the vendor is expected to provide all equipment necessary to execute the contract. Any use of government equipment requires prior approval of the COR. Section 1.4.4. will be removed from the Performance Work Statement.

1. Will the Government provide access to a freshwater source for pressure washing operations? If so, where are the connection points located? If not, should offerors assume they are responsible for furnishing all water required to perform the work? Answer: Yes, the connection points are located on each floor of the parking deck about halfway on the deck.

1. Is the contractor required to remove or completely obliterate existing striping before applying new pavement markings, or is restriping over existing markings acceptable where appropriate? If removal is required, what removal method is expected (grinding, shot blasting, water blasting, etc.)? Answer: Restriping over existing markings is acceptable. if removal is needed, the water blasting is acceptable.

1. Is complete restriping of both parking garages required during the contract period, or only restriping of faded markings as directed by the COR? If only touch-up work is anticipated, is there an estimated annual quantity that should be used for pricing? Is the intent to have the all stripping completed over the 3 year period or in the first year? Answer: Per 3.4.1.1.2 Frequency, As directed by the COR or when markings fall below acceptable visibility thresholds. Restriping of faded markings as directed by the COR. About 17000 linear feet annually is the estimated annual quantity. The intent is to have all stripping completed over a three year period.

1. What criteria will the Government use to determine when existing striping requires replacement or restriping (e.g., percentage of paint loss, visibility standards, MUTCD guidance, or COR determination)? Answer: Per 3.4.1.1.2 Frequency, As directed by the COR or when markings fall below acceptable visibility thresholds. When greater than 20% of the striping is gone, general loss of reflectivity.

1. During striping operations, how does the Government expect traffic to be managed? Will portions of the garage be closed, or must traffic be maintained throughout the work? Answer: Traffic must be maintained throughout the work/ have areas closed down until paint dries/ from prior experience the paint dries in a reasonable time to allow traffic to resume at it’s normal pace. The government will coordinate parking space closures for restriping. The contractor should expect no more than 15 parking spaces per floor per garage to be closed at any given time.

1. Is there a required stripping material that must be utilized? Answer: Per 3.4.1.1.3 Performance Standards. The striping material should be solvent-based alkyd traffic paint or epoxy. Paint must be traffic grade acrylic/epoxy, low VOC, and applied per manufacturer instructions. Lines must be uniform, straight, and consistent in color and thickness. ADA compliance is mandatory. In the past we used water pressure to remove markings/ contractor should make the determination on what to use that will not damge any vehicles parked inside and outside of garages.

1. If all garage drains discharge to a common collection point, may the contractor position the water reclaim system at a central drain location rather than at multiple individual collection points? Ie... Can we tap into that line? Answer: Yes the vendor can tap into that line.

1. What are the Government’s requirements for disposal of recovered wash water? Are there specific environmental or discharge requirements that must be followed? Does the Va have a designated disposal site? Answer: The designated disposal site is a water recovery pit in the front of each parking garage.

1. If recovered wash water is transported off site for disposal, will the Government require disposal manifests or other documentation verifying proper disposal? If so, what documentation must be submitted to the COR, and are there any approved disposal facilities or specific disposal requirements? Answer: No transport is needed of wash water

1. During pressure washing of stairwells, will temporary closure of the stairwells be permitted, and are there any specific signage or barricade requirements? Answer: Yes temporary closure of the stairwells will be permitted / contractor to provide signage and barricades. No more than one stairwell per garage may be closed as a time for work.

1. If an emergency occurs while a stairwell is closed for cleaning, must immediate access be maintained for emergency responders and building occupants? Answer: Yes

1. For areas exhibiting concrete spalling, is the contractor expected to remove loose material and perform localized patch repairs only, or must deteriorated concrete be saw-cut and replaced in accordance with a specific repair standard? Answer: Depending on the damage to the concrete. The level of hazard the damage poses will determine whether it will be replaced. Localized patch repairs only if four inches or less (minor repair). If greater than four inches, the area should be saw cut and replaced according to typical maintenance standards (major repair). The contractor should plan on no more than 20 minor repairs per year per garage and no more than 10 major repairs per year per garage (based on this definition).

1. When replacing existing joint sealant, what level of removal is required? Must all existing sealant be completely removed, and is sandblasting or another specific surface preparation method required prior to installing new sealant? Answer: Per 3.6.1 Joint sealing is required but the method is left to the discretion of the vendor to provide the highest quality repair possible in accordance with industry standards.
