About this file
This is a Questions and Answers document for a Request for Quote (RFQ) regarding window cleaning services at the VA facility located at 2495 Shreveport Hwy, Pineville, LA 71360.
The requirement is for one annual window cleaning event per contract year covering all building areas. The scope includes cleaning both interior and exterior glass surfaces, with screens requiring removal and reinstallation but not cleaning. No special equipment beyond a tall ladder is needed, and the VA will provide water and utility connections. Work is not restricted to normal business hours (Monday–Friday, 8:00 AM–4:30 PM), though weekend work is not preferred. There are no special security restrictions or background check requirements, though the Police station may require a VA employee escort. Offerors may request a site visit if desired. Bidders must submit pricing for all five years (base year plus four option years) and submit only the completed price schedule and required certifications, though the RFQ is being amended to specify evaluation factors per FAR 52.212-2. SDS/MSDS sheets are not required with the offer but must be in the contractor's possession when work begins. The previous contract (36C25624P1743) awarded in September 2024 to NC High Maintenance LLC of Rochester, NY was for $29,195.00 for one annual cleaning. At least one amendment is anticipated before the quote due date.

Text version
1. Does the 12 MO quantity in the price schedule indicate that windows are to be cleaned monthly, or is the work performed less frequently and billed monthly?
This is a mistake. The requirement is for one cleaning annually for the all the areas mentioned.
There will be an amendment to fix this.
2. How many total cleaning events are required per contract year?
Once per year.
3. Does the requirement include cleaning both interior and exterior surfaces for every window listed in the Schedule of Cleaning?
Yes, it is for interior and exterior.
4. Are screens required to be removed, cleaned, and reinstalled, or only cleaned in place?
Screens will need to be removed and reinstalled, but not cleaned. Only the glass.
5. Do any windows above ground level require lifts, scaffolding, rope access, or other high-access equipment?
No scaffolding or special equipment. A tall ladder has been the only equipment required in the past.
6. Will the VA provide access to water and utility connections at all buildings?
VA will provide water and utility connections.
7. Are there any restricted areas, infection-control requirements, escort requirements, or background check requirements specific to this site?
No special restrictions or background checks required. The only possible area that would require escort would be the Police station, and VA employees will be present.
8. Will work be limited to Monday–Friday, 8:00 AM–4:30 PM, or may weekend/holiday work be required?
Those are the normal business hours, but contractors are not restricted to them. After hours work would be fine, but preferably not weekends. But it could possibly be coordinated with the VA technical representative.
9. Can the VA confirm the correct place of performance is 2495 Shreveport Hwy, Pineville, LA 71360/71306, and clarify the reference to “Central Arkansas Veterans Healthcare System”?
The correct location is 2495 Shreveport Hwy, Pineville LA 71360. Any mention of Central Arkansas VAMC is a mistake and will be removed.
10. Will a site visit be scheduled before the quote submission deadline? If not, can the VA provide building elevations, window height/access details, or prior service information?
We do not have that information. A site visit can be scheduled if an interested offeror asks for one.
11. Are bidders required to include pricing for all five years, including the base year and all four option years?
Yes, include all five years.
12. Are there any incumbent contractor details or prior award pricing available for this requirement?
There is no contract in place currently. The previous contract was 36C25624P1743 in the amount of $29,195.00 for one annual cleaning. It was awarded in September 2024. The contractor was NC High Maintenance LLC of Rochester NY.
13. Should offerors submit only the completed price schedule and required certifications, or is a separate technical proposal required?
The RFQ is being amended to specify which factors will be used to evaluate proposals. This was left out inadvertently in the original RFQ. The clause is 52.212-2 Evaluation Commercial Products and Commercial Services in Section E.5.
14. Please confirm whether SDS/MSDS sheets are required with the quote or only after the contract is awarded.
The offer does not have to include these. If required, they only need to be in the Contractor’s possession when work begins.
15. Are any amendments anticipated before the quote due date?
There will be at least one amendment. There could be others but that is not known at this time.
