About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Overton Brooks VA Medical Center, for RFQ 36C25626Q0841.
The amendment extends the offer receipt deadline from June 5, 2012 at 4:30 PM Central to June 12, 2026 at 4:30 PM Central. The solicitation is for window washing services at the Alexandria LA VA Health Care Systems, with the requirement changed from 12 months to 1 job (JB) per year. The contract includes a base period (August 1, 2026 – July 31, 2027) plus four one-year option periods (August 1, 2027 – July 31, 2031). Payment will be made annually following service performance and acceptance. The amendment adds evaluation factors previously omitted from the original RFQ: Technical Experience (minimum of two comparable previous projects), Price (evaluated for completeness of Section B.2), and Past Performance (considered for responsibility purposes only). Award will be made to the responsible quoter whose quotation is most advantageous to the Government considering price and other factors. The Government reserves the right to evaluate quotations exceeding minimum requirements and will evaluate all options to the basic requirement for award purposes under FAR 52.217-9 and FAR 52.217-8. Questions and answers (document QA2) have been posted to the SAM website. Offerors must acknowledge receipt of this amendment prior to the June 12, 2026 deadline using one of the specified methods.

Factors, which were inadvertently left off the original RFQ. No other changes are made to the RFQ by this Amendment.
2. The RFQ closing date and time are changed from 6/5/2012 at 4:30 PM Central to
6/12/2026 at 4:30 PM Central.
3. The QTY and U/I are changed from 12 MO to 1 JB per year. See the revised Item
Schedule below.
4. Payment will be made annually after performance of the services are made and accepted by the Alexandria VAMC.
5. A list of questions and answers is being posted to the SAM website along with this
Amendment. The document is entitled QA2.
6. The clause at FAR 52.212-2 is changed to read the following:
ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (NOV 2021)
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b) The following factors shall be used to evaluate quotations:
(1) Technical Experience
(2) Price
(3) Past Performance*
(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
(1) Technical Experience: The Offeror submission shall provide evidence of a minimum of two (2) previous projects which demonstrates experience comparable to the nature, size, and complexity of the requirements in the Performance Work Statement (PWS) or Statement of Work (SOW). See solicitation attached Performance Work Statement or Statement of Work.
(2) Price: Price quotes will be evaluated for completeness (complete Section B.2). The evaluated price is the total price sum of all line items in the solicitation schedule.
(3) Past Performance: *Past performance will be considered for responsibility purposes only.*
(d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement, exercisable under FAR 52.217-9. This solicitation also includes FAR 52.217-8, Option to Extend Services. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s).
