About this file
This document is Amendment 0001 to Request for Quote 36C25626Q0301, issued by the Department of Veterans Affairs Network Contracting Office 16 on January 20, 2026, to be administered by the same office in Houston, Texas. The amendment posts Questions and Answers (Q&A) clarifications related to a solicitation for delivery and repair services for medical equipment to Veterans. The Q&A addresses 23 questions from prospective offerors covering critical operational and pricing details. Key clarifications include: delivery/setup CLINs are priced per trip/order based on geographic service zones, not per mile; mileage costs are embedded in zone pricing with no maximum mileage assumptions; delivery/setup services are fully bundled with all labor and activities with no separate reimbursement; emergency services reclassify to routine delivery rates if not completed within the required timeframe; quantities listed represent historical usage data for evaluation only and are not guaranteed; and the contract includes a guaranteed minimum ordering amount of $100,000.00.
The Q&A further confirms that offerors must submit pricing strictly in the required CLIN format with no alternative pricing models accepted; contractor-owned loaner equipment is acceptable with prior VA approval; prior authorization via VA staff email or purchase order is required for billable repairs; contractor-developed inventory tracking systems are acceptable if all required data elements are captured; award will be made using Comparative Evaluation Procedures under FAR Part 13 without price realism evaluation; documentation such as lease agreements or occupancy records is mandatory to demonstrate facility location compliance; and no charge applies for pickup or delivery to VA Medical Centers or CBOCs, with special provisions for mileage charges to locations outside defined service zones requiring prior approval. Contractors must acknowledge receipt of this amendment by signing and submitting with their quote prior to the solicitation due date, or risk ineligibility for award at the Contracting Officer's discretion.

Attachment H – Question and Answers
The Network Contracting Office (NCO) 16 received questions in response to Request for Quote 36C25626Q0301.
Please see below for the Contractor’s questions and NCO 16’s respective answers accordingly.
Question Number Question Answer
Q1
Please confirm whether the unit of measure (EA) for delivery/setup-related CLINs represents a single delivery event, a combined delivery and pickup event, a mileage-based unit, or another defined service unit.
The Government confirms that the unit of measure (EA) for delivery/setup-related CLINs is generally based on a single delivery event, defined as delivery of stocked inventory (e.g., VA-owned equipment stored at the contractor’s facility) to the Veteran’s residence. In certain circumstances, delivery and pickup activities may be combined under a single delivery event, such as when equipment must be picked up from a VA facility and delivered to the Veteran’s residence during the same trip.
Pricing is based on the applicable service zone, not the number of stops. (Ref: Schedule of Supplies/Services; PWS Section C.45)
Q2 If mileage is embedded within the unit price, please clarify whether there is an assumed maximum mileage per unit.
The Government confirms that mileage is not separately priced within delivery/setup CLINs.
Mileage costs are built into the applicable geographic service zones, and all deliveries within a zone are priced at the same rate regardless of actual mileage traveled. There is no maximum mileage assumption within a zone. (Ref: Schedule of Supplies/Services;
PWS Section C.45)
Q3
Please confirm that the delivery/setup CLINs are fully bundled and intended to include all labor, scheduling, setup, patient education, pickup, inspection, handling, and related activities described in the PWS, with no
The Government confirms that delivery/setup CLINs are fully bundled and include all labor and activities required by the PWS, including scheduling, delivery, setup, patient education, pickup, inspection, handling, and related services. No separate reimbursement will be made for these activities. (Ref: PWS Sections separate reimbursement. C.23, C.36, and C.45)
Q4
Please clarify how emergency services are billed if the contractor responds within the required timeframe but service completion is delayed due to Government-directed scheduling or access constraints.
For invoice and payment purposes, if an emergency order is not completed within the required timeframe through no fault of the Government or the Veteran, the order shall be reclassified and paid as a routine delivery service if completed within two (2) business days. If no delivery attempt is made, no payment will be authorized for scheduling efforts alone. (Ref: PWS Section C.9)
Q5
Please confirm whether the quantities listed in the price schedule represent historical utilization, estimated annual demand, or contract ceiling quantities only.
The Government confirms that quantities listed in the price schedule are based on historical usage data and are provided for evaluation purposes only. They do not represent guaranteed quantities. (Ref: Solicitation Price Schedule)
Q6 Is there a guaranteed minimum order quantity or dollar value under this IDIQ contract? If so, please specify.
The Government confirms that the solicitation includes a guaranteed minimum ordering amount of $100,000.00 under the resultant IDIQ contract. This minimum represents the Government’s minimum contractual obligation.
(Ref: Solicitation Section – Contract Type and Minimum Guarantee)
Q7
In the event actual delivery volumes are significantly lower than estimated quantities, are there any mechanisms the Government will consider to mitigate contractor risk related to low utilization?
The Government does not anticipate any mechanisms to mitigate contractor risk associated with lower-than-estimated utilization beyond the stated guaranteed minimum. (Ref:
Solicitation – IDIQ Ordering Provisions)
Q8
Is there a current incumbent contractor performing these services?
If so, please provide the incumbent contractor’s name, contract number, and current period of performance.
Please also confirm whether the incumbent is eligible to compete for this requirement.
The Government does not identify incumbent contractor information, historical spend, or past service volumes within the solicitation. Any current or prior contractor performing similar services may compete, provided they meet all solicitation requirements.
Q9 If available, please provide historical annual spend and approximate service volumes under the incumbent contract.
None Available.
Q10
Will the Government consider alternative pricing structures, such as per-member-per-month (PMPM), tiered volume pricing, hybrid fixed/variable pricing, or other commercially reasonable pricing models?
The Government confirms that all offerors must submit pricing in the required CLIN format.
Deviations may render a submission non-responsive. (Ref: Solicitation Price Submission Requirements)
Q11 If alternative pricing is not acceptable, please confirm that all offerors must strictly adhere to the provided CLIN structure and pricing format.
The Government will not consider alternative pricing models such as PMPM, tiered, or hybrid pricing. Offerors shall price strictly in accordance with the CLIN structure in the solicitation. (Ref: Solicitation Price/Cost Schedule Instructions)
Q12
Please confirm the acceptable documentation required to demonstrate compliance with the local facility distance requirement (e.g., executed lease, certificate of occupancy, utility bill).
The Government confirms that the contractor is required to maintain a facility within the geographic distance requirement stated in the PWS. Compliance with this requirement is mandatory. The Contracting Officer will require the contractor to furnish acceptable documentation evidencing this facility location (e.g., lease agreement, occupancy documentation, or similar official records) during evaluation and/or performance. Failure to provide acceptable documentation will render the quotation unacceptable and ineligible for award. (Ref: PWS Section C.18 & C.23)
Q13
Please clarify whether loaner equipment must be VA-owned inventory only, or if contractor-owned equipment may be utilized with prior Government approval.
Loaner equipment may be contractor-owned with prior VA approval. All loaner equipment must meet the functional requirements of the equipment being repaired. (Ref: PWS Sections C.14 and C.15)
Q14
Please confirm acceptable forms of repair authorization prior to performing billable repair services (e.g., email, electronic work order, written approval).
Prior authorization is required before performing billable repair services. Acceptable authorization includes VA staff email approval or an authorized purchase order. (Ref: PWS Section C.14)
Q15
Please confirm whether the Government mandates a specific inventory tracking system or if contractor-developed systems are acceptable, provided all required data elements are captured.
The Government does not mandate use of a specific inventory tracking system. Contractor-developed systems are acceptable provided all required data elements are accurately tracked and available for Government review. (Ref:
PWS Sections C.23(c) and C.36)
Q16
Please confirm whether award will be made on a lowest price technically acceptable (LPTA) basis or a best-value tradeoff, and whether price realism will be evaluated.
The Government confirms that award will be made using Comparative Evaluation Procedures in accordance with FAR Part 13.
Price realism is not required or evaluated under these procedures. The solicitation explicitly states that the Government will compare quotations to determine which provides the best benefit considering price and other factors. (Ref: Solicitation – Evaluation Criteria)
Q17
Please confirm all required attachments, certifications, and supporting documentation that must be included to be deemed responsive at proposal submission.
Offerors must submit all required documentation as specified in the solicitation, including a completed Price/Cost Schedule for all periods and acknowledgment of any solicitation amendments. Failure to comply may result in rejection as non-responsive. (Ref:
Solicitation Instructions to Offerors)
Q18
Please advise whether the Government anticipates conducting clarifications or discussions, or if award may be made without discussions.
The Government may conduct clarifications if determined to be in its best interest. However, the Government reserves the right to make award without discussions. (Ref: FAR 13.106- 2; Solicitation Evaluation Procedures)
Q19
Are there any common proposal deficiencies or compliance issues observed in prior procurements of similar scope that offerors should be particularly mindful to avoid?
The Government notes that in similar procurements, frequent deficiencies included incomplete pricing, failure to acknowledge amendments, misunderstanding of pricing structure, and insufficient documentation of storage and maintenance capabilities. Offerors are advised to ensure complete and compliant submissions.
Q20
CLIN 0001 is titled “Mileage Rate,” uses UOM “EA,” and bundles multiple activities (scheduling, delivery, setup, reclaim, patient instruction, etc.).
Please confirm whether CLIN 0001 is intended to be priced per mile, per trip/order, or on
CLIN 0001 is priced per trip/order, not per mile.
Charges are based on the service zone in which the Veteran resides. Separate mileage charges only apply for Veterans residing outside the defined service zones. (Ref:
Schedule of Supplies/Services – CLIN 0001) another unit basis, and how mileage (if applicable) is calculated.
Q21
The PWS states there shall be no charge for pickup/delivery to the VA Medical Center and associated CBOCs.
Please clarify when CLIN 0001 applies versus when delivery/pickup must be $0 for VA facility or CBOC locations, to avoid inconsistent pricing assumptions.
There shall be no charge for pickup or delivery to VA Medical Centers or associated CBOCs.
When a delivery to a Veteran’s residence includes pickup of VA-owned equipment from a VA facility during the same trip, no separate charge is authorized for the VA facility pickup.
(Ref: PWS Section C.45(h); CLIN 0001)
Q22
CLIN 0003 (Complex Power Chairs) states it “does not include mileage to and from the Veteran’s home.”
Please confirm whether any associated mileage is to be billed under CLIN 0001 or another CLIN, and how the Government intends to avoid duplicate billing across CLINs.
CLIN 0003 pricing excludes mileage. Repairs and maintenance services are priced using flat rates based on the Veteran’s service zone and applicable bench rates. Duplicate mileage billing across CLINs is not authorized. All repair quotes are reviewed and, if approved, authorized via purchase order prior to performance. (Ref: CLINs 0003, 0005, 0006;
PWS Section C.45)
Q23
For deliveries beyond the service area, the PWS states a separate mileage charge may apply based on an agreed rate determined prior to delivery/pickup.
Please confirm which CLIN(s) apply to this mileage and what constitutes Government approval (e.g., email authorization by COR/ordering official).
Additional mileage charges apply only when the Veteran resides outside locations in listed in the PWS. In such cases, mileage rates and authorization must be approved prior to delivery. Approval may be issued via purchase order, VA PKI email, or verbal authorization by the COR or authorized delegate for emergent situations, with written confirmation to follow.
