About this file
This is Amendment 0001 to a Request for Quote (RFQ) issued by the Department of Veterans Affairs, Southeast Louisiana Veterans Healthcare System, for community-based residential treatment and case management services in New Orleans, Louisiana. The solicitation number is 36C25626Q0096, dated March 11, 2026, with an effective date of March 19, 2026. The amendment was issued by Contracting Officer Thomas Kovarovic (VA-VHA-RPOC-2024-0041) and serves to provide responses to questions from potential offerors while maintaining the original quote submission deadline and timeframe.
The document contains 14 questions and responses addressing key contract requirements for a 25-bed transitional recovery housing program with structured therapeutic programming. Facilities must be located within 15 to 20 miles of the VA in New Orleans. A single contractor must provide all 25 beds dedicated and available within 24 hours of notification, with payment strictly based on utilized bed days at a 90% historical occupancy rate (average 26.5-day length of stay serving approximately 52 unique veterans annually). The contractor must be a State Licensed Intensive Outpatient Treatment Program with dual diagnosis 12-step affiliations and maintain state minimum staffing ratios of 25:1. All counseling and clinical services are included in the per diem rate, while the VA provides all medical, psychiatric, and pharmacy services. Veterans are typically referred upon completion of VA residential treatment programs. The VA will conduct facility safety inspections referencing NFPA 101 Life Safety codes, ADA compliance, and emergency protocols; accreditation requirements focus on service quality rather than building regulations.

Thomas Kovarovic Contracting Officer
VA-VHA-RPOC-2024-0041
Q1: Is the VA seeking facilities located strictly within the New Orleans area, or would facilities in nearby cities such as Baton Rouge or Covington be considered eligible?
R1: The Southeast Louisiana Veterans Healthcare System requires a facility within 15 to 20 miles of the VA in New Orleans.
Q2: Is the expectation that a single contractor provide the full 25-bed capacity? Additionally, must those beds remain dedicated and continuously available for this contract even if the VA is not utilizing the full capacity at a given time? Can we leave a few open beds at a time so the availability is always there but not 25 sitting empty?
R2: Yes, the expectation is that a single contractor will provide all 25 beds. As per the PWS, it is essential that the contractor maintain a therapeutic environment by housing all patients in the same facility. Yes, all unoccupied beds should remain dedicated and available for this contract at the event a Veteran is referred for placement. Empty beds should be ready for occupancy within 24 hours after notification by SUD Program Manager or respective case manager. VA SUD clinical team will work with Contractor during regular meetings to discuss referrals, admissions, discharges, and utilization.
Q3: Is the program intended to function primarily as transitional recovery housing with structured therapeutic programming (similar to an Intensive Outpatient Program schedule), while veterans engage in community reintegration activities such as employment?
R3: Yes, that is an excellent description of the purpose of the program and the main interventions it offers.
Q4: Would the contractor be able to bill the patient’s VACCN insurance coverage for the IOP services separately, or are all counseling and clinical services included within the per diem rate?
R4: All counseling and clinical services included within the per diem rate.
Q5: Since transitional recovery housing beds are typically not accredited, can the VA confirm whether accreditation requirements (e.g., Joint Commission or CARF) apply only to the licensed clinical services rather than the housing component?
R5: CARF and Joint Commission (JC) does not inspect building regulations as part of the accreditation process. CARF focuses on the quality and value of services provided. JC standards emphasize the importance of compliance with safety and quality care requirements to ensure criteria for patient safety and care are met. The VA inspection team will complete facility safety inspections referencing National Fire Protection Association-NFPA 101 Life Safety codes; evaluates emergency response plans, fire suppression/detection/documented drills, egress, heating and cooling, Americans with disabilities Act (ADA) compliance, ensure housing and equipment are maintained in a sanitary manner, etc.
Q6: Will most veterans be referred to the program directly following VA detoxification, or after completion of a VA residential treatment program?
R6: There may be exceptions, but most veterans will be referred upon completion of an RRTP program. However, cases have arisen where RRTP was not required prior to program enrollment.
Q7: If a veteran is admitted to the program but the clinical team determines a higher level of care is needed (e.g. residential treatment), what is the process for requesting reassessment or transfer to a higher level of care?
R7: The program will regularly communicate with the three points of contact in the SUDT program. If any higher needs of care are suspected, the program can reach out to these established points of contact that have backgrounds in psychiatric nursing, social work, and psychiatry.
Q8: In situations where a veteran referred to this program is determined to require a higher level of care, does the VA typically coordinate placement with the same contractor (for ASAM 3.5) if that contractor also operates residential treatment services before stepping them back down to the housing contracted level?
R8: The VA coordinates placement with available and preapproved VA facilities.
Q9: Is payment strictly based on utilized bed days, or is there any minimum occupancy guarantee associated with the 25-bed capacity requirement?
R9: Payment is strictly based on utilized bed days of care.
Q10: Are there any specific staffing ratios or minimum staffing requirements the VA expects for this program?
R10: We do not have a mandated staffing ratio, however; we usually follow the state Minimum staffing requirements of 25:1.
Q11: Is there a minimum amount of therapeutic programing required?
R11: The contractor must be a State Licensed Intensive Outpatient Treatment Program offering an active affiliation with a dual diagnosis 12-step Program organized according to Alcoholics Anonymous and Narcotics Anonymous as minimum therapeutic programing required.
Q12: Will veterans continue to receive medical, psychiatric, and pharmacy services through the VA, or is the contractor expected to provide any of these services onsite?
R12: The VA provides all medical, psychiatric, and pharmacy services. In case of the need for emergency services, 911 should be called.
Q13: Since the contractor is responsible for transportation to VA appointments, does the VA typically coordinate scheduling in blocks or groups to facilitate transportation?
R13: The contractor would coordinate their own transportation schedule, taking into consideration times that would cover Veterans’ morning and afternoon appointments.
Q14: If available, could you please share historical information from the previous contract, such as average occupancy, average length of stay, or approximate number of veterans served annually?
R14: The average occupancy rate for the last 12 months was 90%. The average length of stay for the past 12 months was 26.5 days. The approximate number of unique Veterans served in the past 12 months was 52.
