About this file
This document is an Amendment to a Previous Combined Solicitation for Elevator Inspection Services issued by the Department of Veterans Affairs Gulf Coast Veterans Health Care System. The solicitation (Number 36C25626Q0070) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and seeks a contractor to perform comprehensive elevator and dumbwaiter inspections at the Biloxi, Mississippi facility. Key requirements include performing semi-annual inspections, annual safety tests, and five-year load tests in accordance with ASME standards, with mandatory QE-1 certification for personnel.
The response deadline is October 28, 2025, at 1:30 PM Eastern Time. The procurement is classified under NAICS code 541350 and Product Service Code H959. Wage rates for elevator operators in Biloxi, MS are listed at $13.47 per hour plus benefits, with Pensacola, FL rates at $14.16 per hour plus benefits. The amendment specifically addresses a contractor's request to review the job classification, with the government maintaining that the solicitation does not specifically require an "Elevator Operator" and that contractors should provide personnel capable of successfully completing all required technical services.

Amendment to a Previous Combined Solicitation
DESCRIPTION
The purpose of this amendment is the following:
1). Provide a response to an offeror/contractor question that was received during the solicitation question acceptance window which had not been previously addressed by the government.
All other terms and conditions of this solicitation remain the same unless updated through/with subsequent amendments to this solicitation by/from the Contracting Officer.
Contractor Question:
Contractor requested a review of the job classification for the Elevator Inspection Services outlined in Solicitation Number 36C25626Q0070. The current classification listed under FAR 52.212-5, Employee Class 11060, is "Elevator Operator."
Upon reviewing the detailed Scope of Work (Section B.3), it appears that the required duties and responsibilities are significantly more technical and specialized than those typically associated with an "Elevator Operator." The services involve:
* Performing thorough semi-annual inspections, annual safety tests, and five-year load tests of elevators and dumbwaiters in accordance with ASME A17.1 Section X, A17.2, A17.3, and A17.4 standards.
* Furnishing and installing minor parts damaged during inspection (e.g., retaining clips, insulators, wire connectors, fuses, seals).
* Providing tools and labor to perform semi-annual and annual no-load tests, and for the five-year full load test.
* Witnessing and certifying all tests.
* Preparing detailed reports, identifying deficiencies, and furnishing specifications for necessary adjustments, repairs, or replacements.
Furthermore, a mandatory requirement for personnel performing these services is proof of QE-1 certification as per ASME A17.1 Section 1000, ASME A17.2, and ASME A17.3. This certification signifies a high level of technical expertise in elevator safety, testing, and maintenance, which goes beyond the duties of a basic operator.
Based on these extensive technical, diagnostic, and minor repair responsibilities, we believe that a classification such as "Elevator Repairer" or a similar technical role would more accurately reflect the nature and complexity of the work performed under this contract. The current "Elevator Operator" classification does not seem to align with the professional skills and certifications explicitly required for this solicitation.
Government Response
Employee Class and Monetary Wage-Fringe Benefits information contained within FAR 52.212-5 in the solicitation is just a suggestion by the government. The contractor must provide key personnel and other staff who will successfully perform all work, who will successfully execute all services, and who will successfully complete all tasks/deliverables that are required during the active performance periods of an executed contract. The solicitation does not specifically require an Elevator Operator.
Pages 32-33 of the solicitation (Volume 2 -PRICE Volume) provides more information, detailed below.
As required by the McNamara-O’Hara Service Contract Act, applicable wage determinations for the performance locations being supported are included/incorporated within this solicitation for guidance and informational purposes only. It is strongly recommended that offerors/contractors familiarize themselves with the applicable labor laws, associated wage rates, and other applicable benefits that may apply to personnel who will be supporting this acquisition at a future time under an active contract. Such costs should be taken into consideration during the formulation of pricing and total costs for services (for all anticipated performance periods as annotated in the Price/Cost Schedule).
The following information (also annotated in FAR 52.212-5 [X] (2) 52.222-42, Statement of Equivalent Rates for Federal Hires (MAY 2014) (29 U.S.C. 206 and 41 U.S.C. chapter 67) is being provided by the government for informational purposes only and is based on the wage determinations previously referenced herein.
Employee Class Monetary Wage-Fringe Benefits 11060 - Elevator Operator (Biloxi, MS) $13.47 Per Hour Plus Benefits
11060 - Elevator Operator (Pensacola, FL) $14.16 Per Hour Plus Benefits
It is noted that Page 31 of the solicitation (Volume 1 – Technical Volume) contains mandatory requirements for personnel performing services, detailed below
MANDATORY QUALIFICATIONS, CORE COMPENTENCIES, AND CERTIFICATIONS FOR PERSONNEL
PERFORMING SERVICES
Pursuant to ASME A17.1 Section 1000, ASME A17.2, and ASME A17.3, the contractor must provide proof of QE-1 certification for those personnel who will be performing services during the performance periods of the contract. A copy of this certification shall be provided in the contractor’s quote. Failure to provide a QE-1 certification shall deem the contractor non-responsive to this solicitation. (Scope of Work, Item 2).
