About this file

This document is an Amendment to a Previous Combined Solicitation for Elevator Inspection Services issued by the Department of Veterans Affairs Gulf Coast Veterans Health Care System. The solicitation (Number 36C25626Q0070) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and covers elevator inspection services across multiple facilities in Biloxi, Mississippi, including the main VA Medical Center and the Joint Ambulatory Care Center (JACC) in Pensacola. The total scope includes 41 units comprising elevators and dumbwaiters, with four passenger traction elevators specifically at the JACC facility.

Key details include a response date of 10-28-2025 at 1:00 PM Eastern Time, with work to be performed during normal administrative hours (Monday-Friday, 8:00 a.m.–4:30 p.m.). The solicitation requires adherence to ASME A17 safety codes, including annual and five-year safety tests with specific load testing requirements. Contractors must provide proof of QE-1 certification and comply with OSHA guidelines for elevator maintenance safety. The amendment addresses multiple contractor questions about inspection procedures, testing specifications, and site access, with no site visit being conducted and photos of elevators potentially available but not guaranteed.

Question Answer

1. B.3 Which parts of the A17.4 is the government requiring to be used?

ASME A17.1/CSA B44 – Safety Code for Elevators and Escalators The main code: design, construction, installation, operation, maintenance, inspection, and testing.

• For inspections/tests, the sections most often cited are 8.10 (Acceptance Inspections/Tests) and 8.11 (Periodic Inspections/Tests).

(In some SOWs “Section X” is a placeholder that should point to 8.10/8.11—swap in the exact section your SOW intends.)

ASME A17.2 – Guide for Inspection of Elevators, Escalators, and Moving Walks Practical inspector checklists and procedures for how to conduct each test/inspection item safely and correctly.

ASME A17.3 – Safety Code for Existing Elevators and Escalators Upgrade/retrofit requirements applied to existing installations to improve safety when full A17.1 compliance isn’t feasible.

ASME A17.4 – Guide for Emergency Personnel Guidance for fire/rescue/emergency operations:

elevator evacuation, firefighters’ service, and standby/emergency power operation.

2. B.3 What is ASME A17.1 section 1000? Per the SOW, compliance with ASME A17.1 Section 1000 requires the contractor to provide proof of QE-1 certification with the bid.

3. B.3, annual test

How likely is it the annual will be performed in November for FY26?

The SOW schedules the Annual Safety Test in November each year. This is so that there is no lapse from previous annual inspection.

4. B.3, annual test

Is the government requiring a change to the standard no load/rated speed? Per ASME A17.1 § 8.6.4.13.1(g), the annual (Category 1) governor and safety test shall be conducted at rated speed with no load in the car.

The annual test is at slowest operating speed with no load and elevators are to be run at slow speed; no change to rated-speed/no-load is requested by the SOW.

5. B.3, 5 year Elevator are inspected under the ASME A17.3 existing elevators. Per the code year they were installed under. what is Rule 1002.3, 5-year inspection test requirements, ASME A17.1 latest edition?

Five-year safety testing must be performed in accordance with Rule 1002.3, ASME A17.1 (latest edition), with the detailed inspection points listed in the SOW.

6. B.3, 5 year Requirement 2 is calling for 50 % load test. Is the government requesting a balance load test?

The SOW specifies: (1) 100% contract load at contract speed for car safety/overspeed tests, and

(2) 125% contract load for car brake and emergency power operation. A 50% load or “balance” test is not specified. (Weights must be 50-lb test weights.)

7. B.3, 5 year Are there counterweight safeties on any of the traction elevator?

The SOW directs that safeties be subjected to ASME testing for car and counterweights and includes testing of counterweight buffers. Testing will be performed as applicable by design;

8. B.3, Annual Can the government guarantee the FY26 annual would be performed from 11/17 to 11/28 if given a substantial discount?

No

9. B.3, 5 Year Is the government requiring a change to the standard rated load/rated speed? Per ASME A17.1 § 8.6.4.19.2(g), the five-year (Category

5) governor and safety test shall be conducted at rated speed with rated load in the car(oil buffer are part of the safety test)

No change. The SOW requires 100% contract load at contract speed and separately 125% contract load for brake/emergency power.

This clause sets the Category 5 (five-year) test requirements for elevator governor and safety devices. In practice, it means you must exercise and verify the governor and car/counterweight safeties at rated speed with rated load in the car, and complete associated checks (e.g., tripping speeds, tagging/sealing, buffer tests) to confirm the safety system functions properly under full-load, full-speed conditions.

10. B.3, 5 Year No elevator is designed to operation at 125% of contract load on emergency power. Is this a typo?

Not a typo. Requirement 2 explicitly mandates testing car brake and emergency power operation with 125% contract load. Elevators are designed with safety factor.

11. B.3, 5 year Will the emergency power rated load be performed during normal business hours or on weekend/nights?

All work is during normal administrative hours, Monday–Friday, 8:00 a.m.–4:30 p.m., excluding holidays, unless otherwise coordinated.

12. B.3, 5 year What is “ A five-year load test is required based on

DIV II – 210.2.

This clause in the SOW anchors the five-year load test requirement to Division II – 210.2; contractors must perform the five-year test on that basis.

13. Safety requirement

Is the government requiring a OSHA safety plan?

The SOW requires adherence to OSHA guidelines for Elevator Maintenance Safety and immediate correction of any noted non-compliance; a separate stand-alone “plan” is not specified, but OSHA compliance is mandatory.

14. Can the government confirm there are 41 units in total?

Attachment #1 lists units across Biloxi Division (elevators and dumbwaiters) plus four passenger traction elevators at the JACC; the list totals 41 units.

15. Schedule and inspection hours

CAT1/CAT5 require more than 1 day at the JAC Facility and more than 2 days at 400

Veterans Ave, Biloxi VAMC. Can this requirement be corrected?

The SOW sets minimum on-site allocations: no less than one (1) day at JACC and two (2) days at 400 Veterans Ave (Biloxi). Any change would require a contract modification; otherwise the SOW minimums apply.

16. How will re-inspections be handled/reimbursed/paid?

The SOW does not specify pricing or handling for re-inspections. Any re-inspection approach (scope, timing, compensation) would be coordinated with the COR and handled per contract terms/modification.

17.

Section C-

SOW

Please confirm the total number of elevators located at the Ambulatory Center in Pensacola that are covered under this solicitation.

Four (4) passenger elevators are listed at the JACC (Pensacola).

18. Section C-

All four JACC units are listed as Passenger – Traction.

19.

Section C-

Please provide the make and model of each elevator located at the Ambulatory Center in Pensacola.

The JACC units are shown as TKE (serials EV4261–EV4264). The table’s Make/Model column lists TKE; no finer model designation is available.

20. Section C-

Will site access be granted prior to quote submission for vendors or their subcontractors to verify existing elevator conditions?

No, a site visit is not being conducted. Photos of the elevators may be provided but are not guaranteed.
