Statement of Work
Install Isolation Valves on Domestic
Water System, B1 667-25-190 I. Scope of Work Overton Brooks VAMC has a requirement to install additional water isolation valves on the domestic water system in the main hospital. This work is necessary to allow isolation of individual water risers, reducing the need for multiple facility-wide water outages. The project will enhance maintainability, minimize operational impact, and reduce disruptions to patient care.
The contractor shall provide all labor, materials, tools, equipment, licenses, permits, and services necessary for project completion. All asbestos abatement must comply with applicable state and federal regulations, VA Technical Specifications, and include air monitoring by a third party. See attachment “2021 3-year Asbestos Survey” for the latest asbestos report of building 1.
II. Description of Work Valve Installation Various Locations (See Applicable Drawings)
· Install Class IV ICRA containment in each valve location.
· Abate asbestos piping necessary for valve installation (40 linear feet).
· Perform air monitoring during abatement.
· Install isolation valves at designated locations.
· Reinsulate all abated piping (40 linear feet).
· Replace and install piping where indicated
· Core drill as needed
· Provide wall opening and access panel where indicated
· Cleanup and provide supervision.

· 10 locations in wall
· Install Class IV ICRA containment in each valve location.
· Cut up to 46” x 46” wall openings (128 sq. ft., a mix of drywall and plaster).
· Abate asbestos piping accessible in the openings (210 linear feet).
· Perform air monitoring during abatement.
· Install 10 isolation valves (2 ½” each) at designated heights.
· Reinsulate all abated piping (210 linear feet).
· Patch wall openings and install up to 24” x 24” access panels (128 sq. ft.).
· Paint all affected walls to match existing (300 sq. ft.).
· Cleanup and provide supervision.

· Install Class IV ICRA containment in each valve location.
· Abate asbestos piping necessary for valve installation (112 linear feet).
· Perform air monitoring during abatement.
· Install 10 isolation valves (2 ½” each) at designated heights.
· Reinsulate all piping affected by new work
· Cleanup and provide supervision.
Air Sampling
· Contractor must be licensed in the State of Louisiana for asbestos air monitoring.
· Conduct baseline phase contrast microscopy (PCM) samples prior to project start at no additional cost.
· Collect transmission electron microscopy (TEM) samples for area clearance as required by regulatory agencies.
· Remove and dispose of all waste generated during air sampling in compliance with Local, State, and VA requirements.
III. Hours of Work
· Loud construction noise must be performed after hours or on weekends to minimize disruptions.
· Contractor must coordinate with the VA to ensure work schedules comply with operational requirements.
IV. Phasing and Execution of Work
· All work shall occur during non-business hours or weekends.
· All containment setups, asbestos abatement, valve installations, and wall/ceiling repairs must ensure safe, uninterrupted access to adjacent areas during business hours.
· The project is subject to schedule adjustments based on hospital needs and operations.
V. Period of Performance The construction portion of this project will consist of two separate periods, each of which must be preceded by a NTP issued by contracting.
1. Preconstruction period – 60 Days – Contractor to provide the following deliverables before the end of this period:
a. Submittal log of all submittals to be approved during the course of the project.
b. Written statement from manufacturer on material lead time to justify submittal period.
c. All submittals which are to be approved by the VA COR.
2. Construction period – All contractually required work and tests must be successfully completed within 90 calendar days of issuance of Notice to Proceed for construction.
3. It is anticipated that 100% of work will be completed after normal duty hours.
VI. Required Submittals The contractor must submit the following for review and approval before starting work:

VII. Safety Conditions The contractor shall comply with all OSHA regulations and VA safety requirements. All personnel must use appropriate safety equipment during all phases of work.
VIII. Notes
· The contractor is not allowed to use government tools, materials, or labor for this project.
· All work must comply with VA Technical Specifications and relevant local, state, and federal regulations.
