58. Is there any reason to believe the slab has moisture in it and moisture remediation will be needed?

59. Have other areas on this floor needed moisture remediation on the concrete slab in past projects?

60. Per spec 09 05 16 Section 3.3.A specifies the use of a moisture remediation coating only when the results of ASTM F2170 relative humidity testing exceed the requirements of the flooring manufacturer. Similarly, pH and moisture testing are outlined in Section 3.2.G–H. Can you confirm that moisture remediation coatings, pH neutralization treatments, or other corrective measures included in this specification are only required if slab test results are unsatisfactory?

Correct.

61. Specification Section 09 05 16 includes detailed descriptions and product requirements for both moisture remediation systems (Section 2.1) and underlayments (Section 2.2), yet it is unclear whether these items are part of the base bid or only applicable if testing shows deficiencies. Please clarify is the intent that all floor slab testing is to be included in the base bid, and any required remedial treatment (e.g., moisture remediation coating or underlayment) would be added by change order/modification if needed, based on test results? The VA has not encountered a moisture issue on any recent projects so this should not be included in the bid. Should unforeseen sight conditions require, a change order will be discussed.

62. The specification 09 05 16 calls out multiple tests (ASTM F1869, F2170, and pH testing) but does not state how to price the remedial work that may or may not be required depending on the test results. How should bidders price the moisture remediation system and underlayment if slab conditions are unknown at bid time?

a. Would the Government prefer allowance pricing, unit pricing, or a change order approach for conditions identified post-award through testing?

The VA has not encountered a moisture issue on any recent projects so this should not be included in the bid. Should unforeseen sight conditions require, a change order will be discussed.

63. Without knowing the actual moisture or pH conditions of the concrete prior to bid, there is significant risk in trying to price products like moisture remediation coatings (epoxy vapor barriers, etc.), cementitious self-leveling underlayment, or trowel-applied patches.

Including these without confirmation could lead to either inflated pricing or post-award cost disputes. Thus, under FAR principles of clarity in solicitation documents and equitable risk distribution please provide clear direction on what is to be included in our base bid for subs. The VA has not encountered a moisture issue on any recent projects so this should not be included in the bid. Should unforeseen sight conditions require, a change order will be discussed.

64. What are the existing floor types?

Carpet, ceramic tile, LVT and VCT.

65. What is the warranty needed for the Automatic Sliding Door?

There is no automatic sliding door.

66. Please provide installation guides and cut sheets for all of the Vendor Furnished items in the Equipment Schedule on Sheet A203.

67. On sheet A203 please provide a Basis of Design for the Pass Through Window that is Contractor Furnished and Installed?

Refer to specification section 08 56 19. Contractor furnished and installed.

68. On sheet A203 & A204 please provide a Basis of Design for the High Impact Wall Covering, Handrail with Integral Crash Rail, and Bumper Guard that is Contractor Furnished and Installed?

71. At the existing toilets and drains how far beneath the slab is the contractor required to demolish the existing piping?

Back to the nearest main. Reference attachment: Plumbing Basement Section E.pdf.

72. What is the driving factors that has caused the VA to estimate the POP to be 540 days?

Period of Performance was set during design and takes into consideration the timing of furniture order, delivery and assembly by the VA.

73. Please provide a detail for the concrete trenching and patch back required by the plumbing work?

There is a crawl space beneath. No concrete trenching anticipated.

74. Will you send out the site visit sign in sheet? See attachment: 586-22-101 Site Visit Sign In Sheet Repurpose PT OT for IMD.pdf.

75. Can the bid date for the project be extended to provide more time for contractors? RFP due date will be extended via amendment.

76. Can a second round of RFIs be submitted once the initial RFI answers are provided as usually these answers call for more clarifications in most cases?

77. Please confirm the official small business set-aside designation for this project. The SF 1442 indicates a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside; however, the pre-bid meeting agenda listed it as a Veteran-Owned Small Business (VOSB) set-aside. Kindly clarify which classification applies.

This is a total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside.

78. Please identify the approved routes for transporting demolition debris out of the project site and for delivering new materials into the designated work area.

No, unless schedule with COR in advance and only as needed.

81. The general notes reference a required contractor-submitted phasing plan for VA approval. Please confirm if a preliminary phasing sequence is required at bid submission, or only post-award. Are there specific VA operational constraints (e.g., room access, elevator use) that must be factored into the phasing?

Phasing sequence will be required post-award. Contractor shall schedule with the COR in advance for impacts and area use/access when developing phasing sequence.

82. The documents call for temporary 1-hour fire-rated partitions and negative pressure containment zones. Please confirm if VA will provide required negative pressure monitoring devices or if the contractor is responsible. Additionally, are smoke partitions acceptable in lieu of full fire-rated partitions in some areas?

Contractor will provide. Fire-rated partitions are required.

83. Please confirm designated areas for contractor laydown, material storage, and delivery staging. If none are preassigned, will on-site staging be permitted adjacent to the service dock or another secure area?

Concrete pad on the southeast corner of hospital. See attachment: Space for Laydown PTOT to IMD.png.

84. Several demolition notes reference phased removal of MEP services serving other floors. Will contractor access be granted to occupied areas above and below the work zone for tie-ins or shutdown coordination? If so, under what constraints?

Under COR direction and advance scheduling.

85. During phasing and temporary partition installation, how should modifications to the existing sprinkler system be addressed to maintain code compliance? Will interim fire-watch be required during any system impairments?

Sprinkler can be shut down during business hours but must be reenergized by 3:30pm in areas outside of the Construction area or with a fire-watch established and monitored by contractor. The construction area can utilize heat sensors.

86. AD102 notes that not all ceiling-mounted devices are shown in drawings and that field verification is required. Can a VA representative be made available during walkthroughs to identify salvage/reuse items and assist in confirming scope?

COR will walk the site with the contractor.

87. Have any hazardous materials (asbestos, lead-based paint) been identified in the affected areas? If abatement is required, will it be performed by others prior to NTP?

See attached: Asbestos and Hazardous Materials Report.pdf.

88. General notes restrict normal work hours from 0730–1600, with off-hour work requiring 72-hour advance approval. Will noise-producing activities (e.g., core drilling, concrete cutting) be limited to after-hours only, or can they occur during regular hours with notice?

VA’s Normal Working Hours are 7:30 am to 4:00 p.m., Monday through Friday.

Contractor shall coordinate work with the COR in order to not disrupt the end user’s operations which may include work earlier or later in the day and on weekends or federal holidays at no additional cost to the VA. Noise disturbances and utility shutdowns/tie-ins shall be coordinated with the COR and not interfere with VA daily operations.

89. Several notes reference the COR directing delivery of salvageable fixtures and equipment. Will VA provide a designated delivery location within the facility, or should contractor pricing include transport to off-site storage?

There will be no salvage of fixtures or equipment.

90. The general notes require background checks and VA badging prior to site access.

What is the average processing time for fingerprinting and approval, and can onboarding begin prior to official Notice to Proceed?

The COR will schedule time with the contractor prior to NTP to begin the process.

Contract workers under this project may require a VA issued identification card before the start of construction work. There is no charge for the badges; however, multiple trips to the facility may be required.

91. Sheet MD103, Numbered Note 1 indicates demolition of the exhaust duct to EF-24.

Does the exhaust duct that is not to be demolished remain in service during construction? The exhaust duct shown to be demolished will disconnect it from EF-24.

***Please take note: This was an error due to layering that needs clarification. The vertical demolition portion of this duct from the corridor, extending to the elbow at EF-24, shall remain in service (unless needed to be offset to accommodate newly installed supply and return ducts). The horizontal 18”x12” is to be removed back to this main at indicated location.***

92. If EF-24 is to be removed from service during construction, can it be used by the Contractor to maintain the negative pressure requirement? Please refer to the response above. This exhaust fan is to remain in service.
