About this file

This document is an Amendment to Request for Lease Proposal (RLP) for the Department of Veterans Affairs, Amendment No. 0003, issued on 03/19/2025 for Solicitation Number 36C25625R0048. The amendment includes a set of clarifying questions and answers related to a VA clinic lease opportunity in Texas City, Texas.

Key details include a lease requirement for 27,500 ABOA (Usable) square feet, with a 10-year firm term and 10-year soft term where either party can terminate with written notice. The lease will commence after construction and build-out to VA specifications, with rent starting in arrears. The solicitation specifies that the space must be within a defined geographic area, meet specific location requirements (avoiding certain incompatible uses), and be offered by a Service-Disabled Veteran-Owned Small Business (SDVOSB). The current clinic location, opened in 2014, has already completed its full initial term and is now in an extension period. The government will not provide information about the current contract or include clinical equipment procurement in the lease, as those are handled by different contracting branches.

1. Given that the government is looking for a facilities management ownership, what is the annual energy estimate? This amount is unknown at this time.

2. What is the current VA Clinic Contract / Award information? Who is the incumbent, and was it a Service Disabled Veteran Contract? We are not at liberty to disclose this information.

3. Does the government prefer a facility that can expand beyond the requested 27,000 square feet in the event of additional services needed to accommodate veterans?

27,500 ABOA is the minimum and maximum

4. This solicitation requests 27k sqft. Would the government be willing to accept 25k square feet if all other requirements are met? 27,500 ABOA is the minimum and maximum

5. The lease is a 10-year, with a 10-year option. How does the VA handle situations in the event the contract is prematurely canceled through NO FAULT of the contractor? This RLP is for 10 years firm and 10 years soft. During the soft-term the contractor or the VA can terminate the lease with prior written notice.

6. Will the government utilize another contract vehicle to purchase Clinical equipment? Would the government consider including the purchase, installation, and maintenance of clinical equipment in the lease? No, this branch of Contracting procures Real Property. Operating costs are figured into your annual rent. Your question is one for another branch of Contracting.

7. Does vendor billing begin October 2026 or does the government utilize a different payment start date? No, after building is constructed and built out to VA specifications, accepted, then rent will start in arrears.

8. It appears that the current VA clinic location was opened in 2014. Did the contract go the full term? It did go to full-term and is now in the extension period.
