About this file

This is a pre-bid Request for Information (RFI) document containing nine questions and answers related to Solicitation No. 36C25625R0026 for upgrading switchgear components at the Fayetteville VA Medical Center.

The Q&A addresses technical aspects of the switchgear upgrade project, including existing communications between switchgear sets, load shedding capabilities, and PLC programming. Key operational details revealed include normal working hours of 0700-1630, confirmation that both MV and LV generators have load shedding abilities, and Nixon Power as the local Kohler service representative. The VA indicates that unforeseen site conditions requiring additional work will be handled through the COR and CO on a case-by-case basis. A request to extend the bid date by 10 working days was denied.

QUESTIONS

VA RESPONSES

There is currently communication between the two sets of switchgear. If, during the upgrade, it is determined that a new communications cable needs to be installed, do you know if the existing conduit can be used?

If the conduit is found to be unusable during construction, will the cost to repair it be covered under a change order?

Unforeseen site conditions that result in additional efforts will be discussed and investigated with the COR and approved by the CO on a case-by-case basis.

Does the switchgear currently have the capability to shed non-critical loads? If so, which switchgear performs the load shedding?
Yes, MV generator & LV generators have load shedding abilities.
Do you have any historical data on peak loads? This information would be useful for sizing a standby generator if needed during construction.
Recommend sizing generators based on station’s existing equipment.
4
Is there a designated area where the contractor can stage materials and equipment?
