About this file
This is a Regulated Building Materials Survey Report prepared by Mabbett & Associates for Miller-Remick, LLC examining asbestos-containing materials (ACM) and lead-containing paint (LCP) in the inpatient and outpatient pharmacies at G.V. Sonny Montgomery VAMC in Jackson, MS in support of planned physical security upgrades.
The survey identified one ACM - red duct sealant containing 10% Chrysotile asbestos in approximately 100 square feet of material in the outpatient pharmacy. Fire doors were assumed to contain asbestos but were not sampled due to inaccessibility. For LCP testing, 10 paint chip samples were collected and analyzed, with none exceeding EPA/HUD standards of 0.5 mg/Kg or 1.0 mg/cm². The report recommends that identified ACM must be removed by a licensed asbestos abatement contractor prior to renovation activities, and although lead levels were below limits, OSHA regulations still apply for any paint disturbance during construction. The survey work was conducted on April 13, 2023 by certified inspectors from Mabbett and ECS Southeast, LLP.

2.0 ASBESTOS CONTAINING MATERIAL (ACM) SURVEY
A visual screening inspection was conducted to identify locations of suspect ACM and to design the sampling program. Only areas that may be impacted by the renovation and physical security upgrades in the pharmacy’s project and that were accessible during the survey were inspected with reasonable efforts made to access pertinent areas. Destructive investigation of operating equipment was not conducted.
2.1 Sampling Methodology
Bulk suspect ACM samples were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763. This method describes sampling for friable surfacing material, thermal system insulation, and miscellaneous material. Asbestos Hazard Emergency Response Act (AHERA) protocols were also employed. Suspect ACM sampling was conducted according to the following standard sampling protocol:
Friable surfacing material:
• At least three bulk samples shall be collected from each homogeneous area of surfacing material that is 1,000 ft2 or less.
• At least five bulk samples shall be collected from each homogeneous area of surfacing material that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.
• At least seven bulk samples shall be collected from each homogeneous area of surfacing material that is greater than 5,000 ft2.
Thermal system insulation:
• At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.
• At least one bulk sample shall be collected from each homogeneous area of patched thermal system insulation.
• Sufficient samples shall be collected from elbows and fittings.
• Bulk samples shall not be collected from any homogeneous area where the inspector determines that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM.
Miscellaneous material (e.g., joint compound, roofing, gaskets, floor coverings, decorative coatings, wire insulation).
• At least two bulk samples shall be collected from each homogeneous area of miscellaneous material that is less than 100 ft2.
• At least three bulk samples shall be collected from each homogeneous area of miscellaneous material that is greater than 100 ft2.
Areas that were inaccessible or where the survey was limited to visual observation only:
within walls within enclosed pipe/duct chases inside mechanical equipment/ductwork inside electrical equipment

2.2 Analytical Methodology
Seventy (70) bulk samples were collected from twenty-four (24) homogeneous areas and submitted under chain of custody (COC) procedures to EMSL Analytical, Inc. of Baton Rouge, Louisiana (NVLAP Laboratory ID 200375-0).
Bulk samples were analyzed by PLM using AHERA method 40CFR 763 with EPA Method 600/R-93/116 using polarized light microscopy.
2.3 ACM Results
The USEPA, Occupational Safety and Health Administration (OSHA), and the Mississippi Department of Environmental Quality (MDEQ) define any material that contains greater than one percent (>1%) asbestos as ACM.
One (1) material was found to contain greater than one percent (>1%) asbestos. Asbestos Bulk Sampling Results are summarized in Appendix A. The laboratory report and COC documentation are provided in Appendix B, ECS Asbestos Survey Report, dated April 21, 2023.
Estimated quantities of materials identified as ACM are presented in Table 1.

3.0 LEAD CONTAINING PAINT (LCP) SURVEY
An LCP survey was conducted by collecting and analyzing paint chips from painted surfaces and systems that may be impacted by the pharmacy renovate/physical security upgrades project.
3.1 Sampling Methodology
Paint chip samples are collected using a sharp hand tool to score and peel paint off a 1 square inch (or larger) area of the substrate. Different tools such as chisels, putty knives, and hammers may also be needed in the collection of paint chips. Tools are cleaned after each sample to prevent cross contamination. Collected paint chip samples are submitted under COC procedures to an accredited laboratory and analyzed via Flame Atomic Absorption Spectrophotometry (AA).
3.2 Analytical Methodology
The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities. Occupational exposure to lead is regulated by OSHA regulation 29 CFR 1926.62, Lead in Construction, as well as other applicable state and local regulations. An LCP survey cannot determine a safe level of lead for the purpose of paint-disturbing/waste-disposal activities but is intended to provide guidance as to the locations of surfaces containing lead.
Contractors may use this information to better determine where worker exposures to airborne lead and other hazards may occur. They can then assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks. This information can also be used for pre-characterization of demolition waste streams prior to toxicity characteristic leaching procedure (TCLP) sampling in accordance with 40 CFR Part 261.
Ten (10) samples, each from different homogenous areas, were collected during this survey. Paint chip samples were submitted under COC procedures to Scientific Analytical Institute Inc. (SAI) of Greensboro, North Carolina.
Analysis was conducted using EPA SW-846 Test Method 7000B: Flame Atomic Absorption Spectrophotometry.
3.3 LCP Results
A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm² exceeds EPA and HUD residential standards and is considered an indicator of risk. The results of this LCP sampling survey identified none of the samples that indicate risk and are presented in Table 2. The laboratory report and COC documentation are provided in Appendix C.

4.0 RECOMMENDATIONS
4.1 Asbestos
Identified ACM must be removed by a licensed asbestos abatement contractor prior to being disturbed by renovation activities. Any suspect materials encountered during renovation or demolition activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise.
Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified.
4.2 Lead Containing Paint
Paint chip sampling conducted as part of this survey indicated that lead was not detected above the EPA limit of
0.5 mg/Kg percent by weight or 1.0 mg/cm² on a tested painted surface. The requirements under OSHA Standard 29 CFR 1926.62, Lead Exposure in Construction; Interim Final Rule, are applicable to renovation and demolition activities that disturb these materials.
OSHA does not recognize a “safe” level of lead in paint. Depending on the method of removal used, even trace amounts of lead in paint may result in airborne concentrations of lead during removal. An employer or contractor who disturbs or removes lead paint must comply with OSHA Standard 29 CFR 1926.62, Lead Exposure in Construction; Interim Final Rule.
Accordingly, this LCP survey cannot determine a safe level of lead for the purpose of paint-disturbing activities during the Pharmacy Upgrade project. This report is intended to provide guidance as to the location of LCP so it can be controlled, abated, and/or disposed of properly during the Pharmacy Upgrade project. The results of this survey should be used to determine where worker exposures to airborne lead may occur. Additionally, this information should also be used to assess the potential for exposure to workers, and for determining appropriate controls necessary to limit his or her health risks during this project.
Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it does not exceed the residential standards. All LCP areas identified, regardless of the level of lead content, should either be sampled and analyzed using TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.

1.0 SITE DESCRIPTION
The subject property is improved with a VA hospital building located at 1500 E Woodrow Wilson Avenue in Jackson, Mississippi. Sample areas include the Inpatient Pharmacy and Outpatient Pharmacy. Building finishes observed within the sample areas appeared to consist of floor tiles on concrete sub-floor, the wall systems consist of drywall, plaster walls, and/or brick walls, and the ceiling systems consist of a suspended drop ceiling which is composed of ceiling tiles and drywall.
2.0 PURPOSE
The purpose of the Asbestos Survey was to identify ACMs which may require special handling and/ or disposal if removed during construction activities. The identification of ACMs may require trained labor, regulated work practices, and special disposal.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice and methods specified by regulation for the identification of ACMs.
3.1 Asbestos-Containing Materials
The non-destructive asbestos survey was performed by an asbestos inspector who has received EPA accredited training and is licensed by Mississippi. Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to ESML in Baton Rouge, Louisiana for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately. ESML is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.
During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these and/or other inaccessible areas.
Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.
Multiple samples of each unique material were submitted.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos-Containing Materials
In total, 70 bulk samples from 24 homogeneous areas were submitted to the laboratory of which 88 layers were analyzed.
April 21, 2023

Summary of Asbestos-Containing Materials Identified
Location Material Description Analytical Result Category
Outpatient Pharmacy
Red Duct Sealant (A-45, 46, 47)
10% Chrysotile Category II Non-Friable
4.2 Suspect or Assumed Asbestos-Containing Materials
Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include, but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities, etc.
These areas were deemed inaccessible and were not assessed.
If these materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by a certified asbestos inspector in accordance with 29 CFR 1926.1101.
5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Asbestos Survey, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
5.1 Asbestos-Containing Materials
ECS recommends where a material type has been identified as asbestos-containing that other materials with similar color, texture, age and size throughout the building’s interior and exterior be assumed to contain asbestos. Please refer to Section 4.1 for a complete list of building materials that were reported positive for asbestos and to Section 4.2 for materials that were assumed to contain asbestos.
If ACMs are to be removed, it is recommended that an industrial hygienist monitor the project.
This involves collecting air samples from within and outside abatement work areas to monitor the asbestos abatement contractor’s work practices over the course of the project. The industrial hygienist should evaluate if the asbestos abatement work is in accordance with project specifications, U.S. EPA regulation 40 CFR Part 61-National Emission Standards for Hazardous Air Pollutants Subpart M: National Emission Standard for Asbestos, and U.S. Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1926.1101 – Asbestos in Construction. The industrial hygienist should assess each work area to monitor the removal of ACMs. Only after the industrial hygienist has determined the identified ACMs have been removed should final clearance air samples be collected (if necessary).
Suspect ACMs not observed due to inaccessibility or not sampled due to the destructive means that sampling would require may also be encountered during construction activities. At the time of the survey, only limited destructive means were used to locate or sample suspect ACMs; therefore, additional suspect ACMs may remain within inaccessible areas that include, but are not limited
April 21, 2023 to, sub-grade walls, structural members, topping slabs, exterior areas, sub-grade sealants, flooring located below underlayments, vapor barriers, pipe trenches and other subsurface utilities, etc. If additional suspect ACMs are uncovered which were not accessible during this survey, it is recommended that these materials either be assumed to contain asbestos or be sampled prior to disturbance upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.
