QUESTIONS
VA RESPONSES
May we have a copy of the Mabbett and Associates regulated building materials survey for VA project 586-22-105 Dated April 30, 2023?
Is there only 100 SF of asbestos (the notes indicate the possibility of some variableness on the subject)? What is the location/ where are the locations?
Where is the/are the suspected lead paint areas?
What other hazardous materials may need to be removed to start work? (HA111 note 5)
Report is attached. This is not a BID Document. Release of this document by VA Only.
Estimated quantity is 100SF. Location is above ceiling in Outpatient Pharmacy.
Refer to Regulated Materials Survey Report for VA project 586-22-105 Dated April 30, 2023.
Are the above ceiling walls now properly labeled for fire ratings with the appropriate lettering as shown in the specifications book?
The intent is for the contractor to label new or modified fire-rated partitions on the project. These are located where the new partitions have a fire rating indication on the plans
There are a number of items throughout the site that may need to be removed and (assumed)re-installed. Chairs, carts, lockers, shelving (both adjustable and manufactured…some are attached to the walls), floor mats, garbage cans, marker boards/notice boards, artwork, mobile sinks, germfree equipment, etc. Who is to remove and store these items?
| • | Are the mobile sinks considered modular furniture or are they considered furniture? (boils down to responsibility and storage) |
Contractor responsible for removal and reinstall.
4
We note there are 6 phases on the 1st floor and 2 phases in the basement but there is also a statement in the drawings that say we should incorporate as much work as possible from other phases into the current phase. How can we, or what is the process by which we can affect this incorporation and possibly reduce or change the dimension of the phases? Does the facility already have some views/ideas as to how incorporation may happen?
Contractor should bid the drawings and phasing will be discussed in more detail with awarded contractor.
5
We note that the majority of corner guards in the basement are 4’tall. Will these remain or are they to be replaced with floor to ceiling corner guards?
The basement corner guards are to remain.
6
It is noted that the specifications state that it is strongly suggested that a full arc flash hazard analysis be conducted. Does this apply only to the electrical panels that affect this scope of work?
A study is not required due to the limited scope of work on this project.
7
Page 02 83 33.13-9 of the spec book says “provide clean change rooms and shower facilities within the physical boundary around the lead control area.” At this point we are not sure where the lead is. Where might the shower be located?
Refer to Regulated Materials Survey Report for VA project 586-22-105 Dated April 30, 2023.
8
Page 09 91 00-11 3.6D says to “allow not less than 48 hours between application of succeeding coats of paint”. Most manufacturers state 2 to 4 hours is sufficient. Of course, this depends on environmental conditions (temperature and humidity mostly). Oil based paints are 24 hours. Is this 48-hour requirement absolute or may we follow the manufacturers specifications? This will affect scheduling.
This is standard VA Specification requirements. However, this section goes on to offer an exception as allowed by manufacturer’s printed instructions and COR approval.
9
Page 23 05 11-30 3.6 A and B – How do these two sections apply to this project if at all?
Language that does not apply to the project. Specific HVAC work will be removed to avoid further to confusion. Spec will be revised to reflect prior to construction.
10
Page 23-05-93 -1-10 TAB spec section does not discuss testing by phasing. Will we have to re-TAB after each phase is completed or, can we simply re-TAB after the whole of a project on a floor is completed?
Air devices served by the same terminal unit but in separate phases must be rebalanced to turn over occupancy of the space. Final TAB will be required.
11
Will a vibration study be needed/required for these projects?
No
12
In the case of a conflict of information do the drawings, specifications or scope become the defining document?
Typically the Specifications. Regardless, submit an RFI for Clarification.
13
DWG Page 1C101 note 5. Does facility have an indication of how they want the windows sealed?
Where any operable windows exist in the project area, these windows shall be shut and latched.
14
DWG Page AE111 Partition schedule MSH-1 and MSH-2. This description seems to indicate that the walls are stripped of existing finishes then mesh is applied directly to the studs (from finished floor to deck) then ½” and 5/8” sheetrock goes over that respectively. Is this correct?
Yes, the mesh is applied to the studs (existing and new) where indicated. Mesh is not used where the bullet resistant panels are indicated.
15
DWG Page AE111 Partition schedule BR-1. Regarding BRP and Mesh; Section E5/AE111 and Call Out notes on Floor Plan F1 seems to indicate that Bullet Resistant Panels will only be installed up to 8’-0” AFF (approximately 21 linear feet) and mesh from 8’ AFF to Deck from inside corner to inside corner on threat side of Wall separating Room A-129 Pick Up and Dispensing A-121B. And that that the side walls of A-129 and all other threat sides of pharmacy walls in A-120 and Corridor C-100 will receive floor to deck mesh only. Is this correct?
Correct.
The ballistic panels separate the dispensing/transaction counter from the interior of the pharmacy only (BR-1).
All other separation walls will use forced entry resistant mesh (MSH-1, MSH-2).

DWG Page P001 note 19 says to flush and disinfect the entire potable water system. Is this requirement for the entire building/s or for a certain zone? If for a zone please define the parameters of the zone and how many feet of piping is included that needs to be flushed and disinfected.
Contractor is required only to flush the affected sections of the Potable Water system.
21
DWG Page P 001 Note 24 states “positive shut off of existing valves cannot be guaranteed. If existing valves fail to hold, contractor is responsible for cost and effort to freeze pipe as needed.” Does facility have any knowledge of how many valves this comment might affect in these projects?
The VA does not so I would estimate the pipes being affected to have a valve on each.
