Rev_02 Statement of Work

Project No. 502-17-102 Replace Roof and HVAC System in Bldg. 9 Alexandria VA Health Care System, Pineville, LA

Scope:

Building 9, built in 1928, consists of three floors and an attic space currently housing the Alexandria VAHCS’s Mental Health facility. The phased design will allow for operations to continue in the building during construction. As part of the project, the (3) Attic air handling units (AHUs) and all fan coil units located throughout building shall be replaced with new AHUs and new variable volume air terminals, which will require the replacement of all building ceilings. A new DDC control system will also be installed to replace the existing system.

The project objectives are the following:

1) To replace the HVAC system in Building 9. This will include the removal and replacement and/or reinstallation of existing ceilings, new bulkheads, chases, etc.

as required.

2) Mold remediation will be necessary in several areas as water infiltration has been occurring for some time. This will be especially prevalent in the South East area of the building. This is to include ceilings and walls where identified. Total square footage remediated will be 1500 sq. ft.

3) To remedy water infiltration issues through replacing the gutters and metal flashing on the roof. This work will require removal and reinstallation of the clay tile roof with new clay tile roof, as well as the flat roofs. Clay tile roofing will be selected by the VA. A prototype is already in place at Building 3 and submittals will be provided for matching purposes.

4) Asbestos and lead testing is required in areas where work will be performed. Abatement will occur where any lead or asbestos is found. Lead has been identified on the exterior paint of the buildings at our facility.

The following will be modified to accommodate HVAC and roof replacement:

Architectural and Structural

· Creation of new bulkheads as required.

· Removal of parts of the floor slabs for vertical rated chase creation.

· Removal and replacement of roof structure for moving existing AHU’s out of the

· attic and new AHU’s into the attic.

· Removal of existing windows or portions of windows to be replaced with louvers.

· Gutter systems

· Metal Flashing and flashing details

· Removal and reinstallation of new clay tile roof.

· Removal and replacement of flat roofs with a fully adhered TPO membrane.

· The partial and/or full removal of both gypsum board and acoustical ceilings will be completed to the extent required by the replacement of the HVAC systems

· Where existing above ceiling space and chases are inadequate for new HVAC systems, new bulkheads and chases will be created.

· Existing ceiling mounted fixtures and equipment will need to be removed to the extent required by the ceiling work.

At least 1 dormer will be removed to accommodate removal and installation of large air handling units. It will be replaced upon the completion of AHU installation.

· New steel structures will support the new AHUs in the attic. These structures will be isolated from the slab below and frame into the existing structure

· A new cast-in-place concrete equipment pad will be provided in the first floor mechanical room for the proposed steam equipment.

· New shafts will be required to be cut into the existing 2nd, 3rd, and Attic floor structures for ducts and piping. Shafts will be located in areas that have minimal impact on the structural framing. Shafts will also be oriented to minimize interference with the span of rib slabs, i.e., they will be located between ribs.

· Per IBC 2015, the seismic design category has been calculated as Category B.

Per Department of Veterans Affairs Seismic Design Requirements H-18-8, dated October 2016, MEP equipment and MEP lines (piping, ductwork, etc.) need to be braced to resist seismic forces and excessive deflections for projects in all new and existing buildings “assigned to Seismic Design Category C, D, E, or F.”

Therefore, no new MEP lines and fixtures need to be braced for seismic loading.

All AHUs, however, will be bolted to dunnage to prevent movement due to vibration.

ELECTRICAL

· Normal Electrical Distribution at 208/120-volts.

· Lighting Systems

· Fire Alarm System

· Communications and IT Systems.

· Nurse Call System including all devices and system components.

· Lightning Protection System

Both drywall and dropped tile ceilings throughout the facility will need to be taken down in order for new mechanical ductwork to be built above. Below is a list of ceiling mounted systems and equipment that will need to be relocated to accommodate this above ceiling work:

1) Lighting

(i) 2’x4’ troffers, 1’x4” troffers, downlights, and exit signs

2) Low voltage systems

(i) Nurse call system – Dome lights

(ii) Public address system – Speakers

(iii) Tele/Data – Wireless access points

(iv) Security – Cameras

(v) Alert system – Blue and Yellow alert devices

(vi) Fire alarm system – Smoke detectors An existing lightning protection system is present on the roof. System is composed of a number of air terminals and down conductors connected by horizontal wiring.

A new temporary 250-kW, 480-volt generator shall be set on grade to handle the temporary mechanical loads. Generator shall feed a temporary 400-amp, 480-volt, 100% rated NEMA 3R distribution panel.

Distribution panel shall contain a number of 3-pole circuit breakers that will be sized to the temporary mechanical equipment specifications. Temporary feeders in conduit shall be routed from the distribution panel to each piece of mechanical equipment.

Generator shall be equipped with a 72-hour sub-base fuel tank and shall be constantly refilled during construction so that it is always available for primary power usage.

Existing panels, currently serving fan coils units on the first, second, and third floors, shall be utilized to power the new exhaust fans. Circuit breakers that are made available through demolition shall be reused as required.

A new 400-amp Panel N9AS13 shall be installed in the attic. New attic panel shall be fed from an existing 400-amp circuit breaker in Switchboard N9GW1.

Panel shall be temporarily fed from temporary feeder mounted to exterior of building installed during Phase 1. As the project progresses down through the building, the final feeder conduit shall be installed from attic down to first floor.

Permanent feeder shall run up to attic through new pipe chase. Permanent feeder shall be run in Phase 4 and temporary feeder shall be removed at this point. All new mechanical equipment shall be fed from new panel and existing panel currently feeding the attic air handlers.

FIRE ALARMS

1) New duct detectors shall be installed in new attic air handling units. New equipment shall be wired to existing fire alarm control panel.

MECHANICAL (HVAC)

· Air Handling Equipment including but not limited to air handlers, exhaust fans, ductwork, piping, and automatic controls.

· Steam piping and equipment including but not limited to converters, control valves, pipe risers, traps, and condensate pumps.

· Chilled water piping and equipment including but not limited to control valves, pipe risers, pumping, and distribution.

· Hot water piping and equipment including but not limited to pumps, pipe risers, control valves, air separator, expansion tank

· Relocate condensate pump adjacent to the new converters where chilled water pumps reside today. This will allow for shorter piping runs without different piping systems crossing one another in that area of the mechanical room.

· Existing chilled water pumps will be replaced.

· It is intended to revise the chilled water piping such that the building is “de-coupled” from the central plant mains. This means that chilled water be distributed through

· Building 9 only when the new chilled water pumps are on. By revising the chilled water piping configuration in the crawl space, a “Primary/Secondary Bridge” can be created to de-couple this building. This will save central plant pumping energy as well as reduce unwanted heat gain in the chilled water system when cooling requirements are low in Building 9.

· New hot water pumps to be installed for the first floor mechanical room. The pumps shall have the capacity to deliver all the heating requirements for the building to air handlers and heating coils. Working with and maintaining a hot water heating system is less complicated and less prone to failure than steam heating/condensate return piping systems. For that reason the heating hot water system shall be designed to distribute all the heating needs of the building and steam utilization shall be limited to the mechanical room only.

· New piping risers for hot and chilled water are proposed to serve the air handlers in the attic as well as the VAV heating coils on each floor. 6” chilled water supply and return lines will serve the air handlers in the attic. New 4” heating hot water supply and return risers will also be installed. These will serve the air handlers in the attic as well as the VAV box heating coils on each floor.

· Existing pipe risers will need to remain active during the first phase of the project in order to continue to serve the occupied portion of the building. Temporary hot and chilled water lines are necessary to connect the existing risers to the occupied floors’ hot and chilled water lines on each floor level. This will allow for the demolition and installation of new piping throughout the floor under construction.

· New direct digital automatic controls shall be specified for all new equipment and shall be compatible with and interface with the existing Building Automation System (BAS).

· All new equipment shall be visible and adjustable (if applicable) through the operators interface at the Engineering Control Center (ECC). Controls shall be BACNET/IP based for system communication. All existing pneumatic controls that are unaffected by new work shall remain intact in their current operating condition.

PLUMBING & FIRE PROTECTION

The project will provide the required water system piping modifications for the mechanical/HVAC upgrades within the mechanical room of the existing Building 9 at the Alexandria VAHCS Facility. Modification of existing sprinkler system to facilitate the installation of new duct work and equipment. The existing sprinkler system and piping associated with the renovated/new equipment are to remain in service if possible.

The existing plumbing water systems to be modified to as required for the new mechanical equipment. The existing sprinkler piping systems within the areas of new or renovated duct work are to be modified as required and described below:

· The existing plumbing piping systems within the mechanical equipment rooms are to remain where possible. Design will include notes to protect/support and maintain existing plumbing systems within mechanical equipment rooms and renovated areas throughout all demolition and new work efforts.

· The existing cold water make-up water system will be modified downstream of the existing backflow preventer which will be replaced as required for the new HVAC equipment. Any new domestic cold water will be provided through piped distribution systems to equipment as required. A backflow preventer will be installed at the point(s) where the mechanical equipment branches off the domestic water system.

· C. All domestic cold water piping shall be type "L" seamless copper tubing, for use with solder type fittings. Valves for copper tubing shall have bronze bodies. Solder used in the domestic water systems shall be "lead-free" type containing less than 0.2 percent lead content. All piping shall be insulated and labeled every 20’-0”.

· The existing sprinkler systems within the renovated areas of are to remain where possible. If necessary and where possible existing pendent piping to sprinklers to be turned up to provide coverage during construction. Design includes notes to protect/support and maintain existing sprinklers within the project areas and to maintain coverage throughout all phases of demolition and new work efforts. Some existing sprinkler heads and piping may be modified for the installation of new duct work and HVAC equipment and areas with temporary construction phase ceilings.

· Institutional type sprinkler heads to be provided within patient areas.
