B.2 STATEMENT OF WORK
1. Introduction
The ViewPoint/CheckPoint continuous environmental monitoring system currently utilized at the
Veterans Healthcare System of the Ozarks (VHSO) and surrounding Community Based
Outpatient Clinics (CBOCs) does not meet all temperature and humidity monitoring standard requirements. Example: The Joint Commissions specifications for temperature and humidity monitoring requirements or VA Directive 1108.07 requirements for pharmacy refrigerated medication monitoring. The monitoring system must meet or exceed all requirements as stated in the VHA 1106 directive in addition to all Laboratory regulatory compliance agencies. These include the following: Joint Commission (TJC), College of American Pathologists (CAP), Clinical
Laboratory Improvement Amendment (CLIA)Centers for Disease Control (CDC), Food & Drug
Administration (FDA) , Association for the Advancement of Blood & Biotherapies (AABB), &
NIST standards. VHSO seeks to procure a new continuous temperature monitoring system to be compliant with all required standards. This system must meet the requirements of all services that require temperature monitoring including, but not limited to, Pharmacy, Lab and
Pathology, Nutrition and Food Services, Biomedical Engineering, Canteen, Sterile Processing
Service, and Logistics Service.
VHSO requires a contractor to analyze our sites, and confirm all equipment needed. VHSO requires a contractor to provide equipment, installation, service, and ongoing support of temperature, humidity, differential pressure sensors throughout the medical center, CBOCs, and warehouse spaces of VHSO. This will be a base year plus four option years contract. Services are to be performed in accordance with this Statement of Work (SOW) and to Original
Equipment Manufacturer (OEM) standards, with the intent of ensuring the equipment operates as the original manufacturer intended, in a cost-effective, efficient manner, contributing to the
VA Mission. Contractor must remove existing checkpoint/viewpoint equipment. This equipment shall be delivered to the COR. The existing checkpoint/viewpoint equipment is the property of
VHSO.
2. Technical Requirements

(1) Orders may be issued by mail, email, or facsimile.
(2) Orders may only be placed by warranted contracting officers of VHA Network Contracting Office 16 (NCO 16).
(3) Orders will be priced based on the price(s) in effect on the date the order is signed by the Contracting Officer.
(4) The total guaranteed minimum value of this contract is $2,500.00. The Government makes no other guarantees regarding combined or individual order amounts.
(5) The maximum capacity (value) for this contract, including all orders placed against it is limited to $1,000,000.00. This amount shall not be exceeded by any individual order, or combination of orders placed.
(6) Neither this contract nor any order placed against it authorize payment of any cancellation charges to the contractor or any other entity, including but not limited to subcontractors.
For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows:
The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price of all proposals relative to each other and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

The
Government must exercise its post-acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered;

(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

The Contractor shall notify the
