About this file

This document is a Questions and Answers file for Solicitation 36C25625Q0715, a 100% Total Service-Disabled Veteran Owned Small Business set-aside contract for annual fire extinguisher inspections at the Southeast Louisiana Veterans Healthcare System. The solicitation covers inspection of approximately 1,100 fire extinguishers across four locations (New Orleans Main Campus, Slidell CBOC, St. John CBOC, and Hammond CBOC), with inspections to be completed before July 1 annually. Key clarifications include that this is a firm fixed-price contract for visual inspections only, requiring ICC Certified Portable Fire Extinguisher Technicians, with deliverables limited to a final report documenting inspections by location and serial number.

The solicitation requires quotes to be submitted electronically to veronica.maskell@va.gov by Tuesday, April 15, 2025, at 10:00 AM CST. Prospective vendors must provide prime contractor experience from the past five years, and inspections must follow NFPA requirements. The VA will provide an existing Excel spreadsheet of extinguisher locations and will supply fire extinguisher inspection reports after award. The contract replaces a previously ended service, and while the initial year will have fewer inspections, subsequent years are expected to cover the full estimated 1,100 extinguishers.

Answer: Yes, we have and excel breakdown of each building/CBOC/Car

1. Can you please provide the most recent annual fire extinguisher inspection reports?

Answer: The Fire Extinguisher Inspection Reports will be provided after award to the awardee.

1. What are the months the inspections are required to be completed at each location? Are they all to be completed in October?

Answer: No, the Annual inspection needs to be completed before July 1, with report received Prior to July 8

1. Total quantities are provided at each location, and the different types of extinguishers are listed, but I don’t see a quantity of each type provided at each location. Can you specify please? Each of these types of extinguishers will have a different price per extinguisher/inspection, therefore this level of detail is needed to accurately price this scope of work.

Answer: This is an annual inspection with NO Maintenance, just required Visual inspection and tagged. This is a pass/fail inspection for EACH Fire extinguisher. See attached Extinguisher Locations Spreadsheets.

1. The Price/Cost Schedule on lists 973 extinguishers but the Statement of Work Section A states exactly 1,100 extinguishers. Can you please update the Price/Cost schedule to reflect the correct quantity? It is further recommended to separately price inspections for each type of extinguisher.

Answer: Year 1 will be less than the 1100, due to 5/6 Maint JUST completed. Each additional year will be the ENTIRE amount.

The numbers in the SOW should reflect the number of extinguishers that will need inspection. However, it is common for the number of extinguishers could increase slightly by the time the inspections are performed for various reasons or factors. This is why the numbers are estimated. See below the numbers that are provided for quote purposes only and are from the SOW.

0. 2400 Canal Street (Main Campus) - 1077 fire extinguishers,

0. 60491 Doss Drive in Slidell (Slidell CBOC) - 10 fire extinguishers,

0. 4004 W. Airline Highway in Reserve (St. John CBOC)- 3 fire extinguishers,

0. 1131 South Morrison Blvd. in Hammond (Hammond CBOC) – 10 fire extinguishers

1. This scope of work is for annual inspections, however there is language in the solicitation documents that references pre-delivery meetings, delayed delivery, and condition of equipment. Can you please confirm this scope of work is only for inspections and not for purchase of new fire extinguishers or other equipment?

Answer: Only Deliverable is the Final report. The language mentioned will be removed from SOW.

1. Can you please confirm if the experience within the past five (5) years under Factor A needs to be held at the Prime level?

Answer: Yes, experience must be from the Prime.
