About this file

This document is a set of pre-bid Requests for Information (RFIs) related to Solicitation No. 36C25624R0045 for the Fisher House Utilities Site Prep (Project No. 598-22-102) at the Department of Veterans Affairs (VA) facility.

The key details include:

  • The project requires site preparation work to support the construction of a Fisher House, including removal of existing solar panels, installation of new utility infrastructure (gas, electrical, water), and demolition of existing underground structures.
  • The VA is responding to 30 RFIs from contractors on various aspects of the project, including utility coordination, site access, fencing requirements, schedule accommodations for long-lead items, and infectious control measures.
  • The contractor will be responsible for coordinating with utility providers (Summit Utilities, Entergy) and including their costs in their proposal. The VA is not providing a "plug number" for these services.
  • The project has a period of performance of 260 days after notice to proceed, with potential extension for the diesel generator procurement if required.
  • The VA has specified certain preferences for the sequencing and timing of the utility installation work.

ITEM #

QUESTIONS

VA RESPONSES

Will VA provide contact information for Summit Utility providers for the person in charge of this project with VA so that we can get an exact SOW from what will be required?
Summit Contact is on sheet CU100 under Gas

Summit Utilities 501-772-2134 Contact Joni Bates

Will Entergy be supplying the Vaults Required in the drawings for Contractor to set under Entergy supervision as they currently do on other projects?
Contractor shall purchase and install Vaults.

During the site visit it was noted by the VA that the GC would have to include a monetary value in the contract to be paid to Summit Utilities for the gas line installation, to be installed by Summit Utilities and their chosen subcontractors in coordination with GC.

What is this monetary value or “plug” number for this requirement?

All offerors are encouraged to contact Summit for estimate. (See contact information in RFI 1)

4
Will the Electrical Service to be installed in conjunction with Entergy be handled in the same manner as the Gas Service by setting aside a set monetary value aside for Entergy? If so, what is the monetary value or “plug” number?
Contractor to install the conduits and manhole/handholes. Entergy will be paid by the contractor to pull the cable. All offerors are encouraged to contact Entergy for estimate. - See CU100 POCs for Entergy are Brad Vance and Jay Hartman.
5
What allowance will be given if ( solid rock ) is encountered during the bore for the electrical service being performed as specified per the drawings? This can add considerable costs and is stated or listed in most HDD/Boring projects.
Solid Rock is not anticipated in this area since the other areas and geotechnical reports do not report solid rock. If solid rock is encountered, this would be considered a differing site condition and a contract modification can be considered at that time.
6
Is this a tax-exempt project?

No, this is not a tax-exempt project.

7
If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?
No, the VA Federal Tax-Exempt number does not flow down to contractors per FAR 29.303
8
Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only?
No, the Site Superintendent must be dedicated to this project. See FAR 52.236-6.
9
Can the Superintendent fulfill multiple roles?

If so, can they also fulfill the Quality Control role? Can they also fulfill the SSHO role?

Yes, superintendent can serve multiple roles as long as they have experience required per specifications and proper documentation is provided for each role. The superintendent must satisfactorily maintain the roles assigned throughout the project.

10
Does the VA anticipate this project will require off-hours (Overtime) work? If so, what trades or scopes will be required to perform off-hour(Overtime) work?
All work to be performed during normal business hours unless contractor requests otherwise. COR must approve prior to doing work outside of normal business hours and will be at no additional cost to the Government.
11
Will the VA provide a copy of the Site Visit Attendance Sheet?
The site visit attendance sheet will be provided via amendment to the solicitation.
12
Is temp power available for contractors to connect to? If yes, what are the locations where it is available? If available, will contractors need to set a meter to monitor usage?
There is no temp power within site area. Contractor will not have sufficient space for trailer in area. Contractor can use maintenance building for small items as needed and in coordination with COR.
13
Is space available for an 8’ x 40’ temp office/ storage ground-level office that is near the temp power source?
There is no temp power; Contractor can have maximum 8’x20’ temp office on the far northwest side of parking lot or at Maintenance building, if office or storage is necessary.
14
Will the VA consider waiving the AISC (American Institute of Steel Construction) requirement for structural steel fabrication and/or erection for this project? This requirement makes steel procurement on the project exponentially more difficult to obtain.
No new structural steel required, just removal of existing steel.
15
Are any AISC substitute certifications acceptable in lieu of AISC certification?
See Response to RFI 14
16
Can contractors work a four (4) tens schedule?

COR approval can be requested after award. See response to RFI 10

17
In the event of a schedule slip, will weekend work be allowed?
See Response to RFI 10.
18
1.04 DESCRIPTION OF WORK, A. 3. states that existing VA furnishings and equipment will be stored on site. How far from the project location will the storage location be, and is this in reference specifically to the solar canopies and supports column materials or are there other furnishings and equipment as well?

Or will the 6 feet minimum height for construction fencing per Drawing Number CD100 Demolition Note 15 be required?

this project) may be up to 360 days for procurement once approved. Will there be an extension of the POP to allow for this long lead item.
